List of some items banned from importing

The Sri Lanka Customs has granted approval to release already dispatched goods that fall under the suspension announced under the Imports and Export Control Act with effect from yesterday if it arrives on or before the 14th of September at ports or airports. 

President Ranil Wickremesinghe in his capacity as the Finance Minister issued regulations temporarily suspending the importation of 305 products under the Imports and Export Control Act.

Following is a list of some of the goods that fall under the temporary importation ban:

Milk and cream concentrated or containing added sugar or other sweetening matter, including Condensed Milk.

Buttermilk, curdled milk and cream, yogurt, kephir and other fermented or acidified milk and cream, whether or not concentrated or containing added sugar or other sweetening matter or flavoured or containing added fruit, nuts or cocoa, and yogurt.

Cut flowers and flower buds of a kind suitable for bouquets or for ornamental purposes, fresh, dried, dyed, bleached, impregnated or otherwise prepared, and fresh roses.

Foliage, branches and other parts of plants, without flowers or flower buds, and grasses, mosses and lichens, being goods of a kind suitable for bouquets or for ornamental purposes, fresh, dried, dyed, bleached, impregnated or otherwise prepared.

Coconuts, Brazil nuts and cashew nuts, fresh or dried, whether or not shelled or peeled, and Oats.

Chocolate and other food preparations containing cocoa.

Fruit, nuts and other edible parts of plants, otherwise prepared or preserved, whether or not containing added sugar or other sweetening matter or spirit, not elsewhere specified or included. Nuts, ground-nuts, and other seeds, whether or not mixed together, including mixtures and liquid coconut milk.

Waters, including mineral waters and aerated waters, containing added sugar or other sweetening matter or flavoured, and other nonalcoholic beverages, not including fruit or vegetable juices of heading 20.09. 

Non-alcoholic beer, tea in beverage form, herbs-based beverages, beverages based on fruit or vegetable juices, sugar contents of which is more than 6g per 100ml, beverages based on milk, sugar contents of which is more than 6g per 100ml, beverages based on cereal, grain, or tree nuts, and sugar contents of which is more than 6g per 100ml.

Undenatured ethyl alcohol of an alcoholic strength by volume of less than 80% vol; spirits, liqueurs, and other spirituous beverages, including coconut base arrack.

Marble, travertine, ecaussine, and other calcareous monumental or building stone of an apparent specific gravity of 2.5 or more, and alabaster.

Pebbles, gravel, broken or crushed stone, of a kind commonly used for concrete aggregates, for road metalling or for railway or other ballast, shingle and flint, whether or not heat-treated; macadam of slag, dross or similar industrial waste.

Tarred macadam; granules, chippings and powder, of stones of heading 25.15 or 25.16, whether or not heat-treated.

Perfumes and toilet waters. Baby cologne conforming to SLS 589 and containing alcohol not more than 55% by v/v and other colognes containing alcohol not less than 50% and not more than 90% by v/v.

Beauty or make-up preparations and preparations for the care of the skin (other than medicaments), including sunscreen or sun tan preparations; manicure or pedicure preparations. Lip make-up preparations, eye make-up preparations, manicure or pedicure preparations, powders, whether or not compressed, preparations for use on the hair such as shampoos and preparations for permanent waving or straightening, and hair lacquers.

Preparations for oral or dental hygiene, including denture fixative pastes and powders; yarn used to clean between the teeth (dental floss), in individual retail packages. 

Pre-shave, shaving or after-shave preparations, personal deodorants, bath preparations, depilatories and other perfumery, cosmetic or toilet preparations not elsewhere specified or included; prepared room deodorisers, whether or not perfumed or having disinfectant properties.

Tubes, pipes and hoses, and fittings therefor (for example, joints, elbows, flanges), of plastics. Floor coverings of plastics, whether or not self-adhesive, in rolls or in the form of tiles; wall or ceiling coverings of plastics.

Saddlery and harness for any animal (including traces, leads, knee pads, muzzles, saddle cloths, saddle bags, dog coats and the like), of any material.

Trunks, suit-cases, vanity-cases, executivecases, brief-cases, school satchels, spectacle cases, binocular cases, camera cases, musical instrument cases, gun cases, holsters and similar containers; travelling bags, insulated food or beverages bags, toilet bags, rucksacks, handbags, shopping-bags, wallets, purses, map-cases, cigarette-cases, tobacco-pouches, tool bags, sports bags, bottle cases, jewellery boxes, powder-boxes, cutlery cases and similar containers, of leather or of composition leather, of sheeting of plastics, of textile materials, of vulcanised fibre or of paperboard, or wholly or mainly covered with such materials or with paper. 

Toilet or facial tissue stock, towel or napkin stock and similar paper of a kind used for household or sanitary purposes, cellulose wadding and webs of cellulose fibres, whether or not creped, crinkled, embossed, perforated, surface-coloured, surface-decorated or printed, in rolls or sheets.

Toilet paper and similar paper, cellulose wadding or webs of cellulose fibres, of a kind used for household or sanitary purposes, in rolls of a width not exceeding 36 cm, or cut to size or shape; handkerchiefs, cleansing tissues, towels, tablecloths, serviettes, bed sheets and similar household, sanitary or hospital articles, articles of apparel and clothing accessories, of paper pulp, paper, cellulose wadding or webs of cellulose fibres.

Men, women, and babies’ garments made up of knitted or crocheted fabrics.

Men’s or boys’ overcoats, car-coats, capes, cloaks, anoraks (including skijackets), wind-cheaters, windjackets and similar articles, knitted or crocheted, other than those of heading 61.03. Men’s or boys’ suits, ensembles, jackets, blazers, trousers, bib and brace overalls, breeches and shorts (other than swimwear), knitted or crocheted.

Women’s or girls’ overcoats, carcoats, capes, cloaks, anoraks (including ski-jackets), windcheaters, wind-jackets and similar articles, knitted or crocheted, other than those of heading 61.04. Women’s or girls’ suits, ensembles, jackets, blazers, dresses, skirts, divided skirts, trousers, bib and brace overalls, breeches and shorts (other than swimwear), knitted or crocheted.

Producer gas or water gas generators, with or without their purifiers; acetylene gas generators and similar water process gas generators, with or without their purifiers. Spark-ignition reciprocating or rotary internal combustion piston engines.

Refrigerators, freezers and other refrigerating or freezing equipment, electric or other; heat pumps other than air conditioning machines.

Machinery, plant or laboratory equipment, whether or not electrically heated (excluding furnaces, ovens and other equipment of heading 85.14), for the treatment of materials by a process involving a change of temperature such as heating, cooking, roasting, distilling, rectifying, sterilizing, pasteurizing, steaming, drying evaporating, vaporizing, condensing or cooling, other than machinery or plant of a kind used for domestic purposes; instantaneous or storage water heaters, non-electric.

Dish washing machines; machinery for cleaning or drying bottles or other containers; machinery for filling, closing, sealing or labelling bottles, cans, boxes, bags or other containers; machinery for capsuling bottles, jars, tubes and similar containers; other packing or wrapping machinery (including heatshrink wrapping machinery); machinery for aerating beverages.
