Twenty Sri Lankan students have been selected to study Hindi in India under the Government of India’s “Propagation of Hindi Abroad” scholarship programme.

The Government of India will sponsor the students’ travel, academic fees and local hospitality for the 10-month course at the Kendriya Hindi Sansthan (KHS) in Agra from August 2026 to May 2027.

Ahead of their departure, Indian High Commissioner to Sri Lanka Santosh Jha met with the students on Aug. 4 and highlighted the role of the Hindi language and literature in strengthening the millennia-old cultural, linguistic, literary and spiritual ties between India and Sri Lanka. He also discussed the linguistic links between Hindi and Sinhala and conveyed his best wishes to the students.

The selected students include five from the University of Sri Jayewardenepura, one each from the University of Ruhuna and the Sri Palee Campus of the University of Colombo, three from Rajarata University in Anuradhapura and eight from the University of Kelaniya.

Hindi is taught at around 100 institutions in Sri Lanka, including several leading schools and universities.

The Swami Vivekananda Cultural Centre, the cultural arm of the High Commission of India, has coordinated the scholarship programme since 2011. Over the past 14 years, more than 200 Sri Lankan students have received the scholarship, the Indian High Commission in Colombo said. (Newswire)

The 2025 General Certificate of Education Ordinary Level (GCE O/L) examination began today at 3,545 examination centers across the island.

Commissioner General of Examinations Indika Liyanage instructed candidates to report to their respective examination centers at least one hour before the scheduled start time, carrying their admission cards and valid identification documents.

A total of 451,463 candidates are sitting for the examination this year. Of them, 382,249 are school candidates, while 69,214 are private candidates. (Newswire)

The number of students dropping out before completing 13 years of education is on the rise, according to the Education Ministry’s Progress Report for 2025.

The report attributes the increase in dropouts to multiple factors, including disparities in the distribution of human and physical resources, which have contributed to a breakdown of parental trust in the system.

Despite government initiatives aimed at reducing economic barriers—such as the provision of free textbooks, uniforms, school meals, and insurance—many families continue to face significant financial burdens, the report said.

Although Sri Lanka maintains a free education policy from the first year of schooling through to the first university degree, the ministry notes that parents still spend a considerable portion of their income on education-related expenses.

This has further strained household budgets and may be influencing school attendance and completion rates.

The report also points to an irregular school calendar, caused by past national disruptions, which has affected the timely administration of examinations and the overall learning process. Education authorities are working to stabilize academic schedules and fill staffing gaps through targeted recruitments, the report said.

In addition to structural and financial issues, the report highlights broader systemic concerns. These include criticism over the education system’s failure to produce “quality citizens” and a growing mismatch between academic outcomes and labor market needs in key economic sectors such as agriculture, industry, and services.

The Ministry of Education, Higher Education and Vocational Education has announced that applications are now open for the 10th intake of the Interest Free Student Loans Scheme (IFSL) for students who have passed the G.C.E. Advanced Level Examination in 2022, 2023, and 2024.

Eligible students can apply online via www.studentloans.mohe.gov.lk from November 1 to November 30, 2025. The scheme enables students to pursue degree programmes offered by recognized non-state higher education institutes, conducted entirely in English.

Applicants must have obtained at least three simple passes in a single sitting of the A/L examination and be under 25 years of age as of November 1, 2025. The maximum loan amount available is Rs. 1.5 million, with an additional Rs. 75,000 per year provided as a stipend for living expenses.

The loan will be interest-free, with repayment spread over 12 years—including a one-year grace period following completion of the study programme. Students are required to maintain at least 80% attendance and a minimum credit pass in all compulsory subjects to remain eligible.

A Legacy in Water Stewardship

Water has always been at the heart of Dilmah’s philosophy. Reliable access to water sustains the tea industry, just as thriving ecosystems sustain communities. Recognizing this, Dilmah Conservation – the company’s environmental arm – has, since 2007, spearheaded over fifty initiatives to conserve, restore, and manage water resources. These include rainwater harvesting systems, community access to safe drinking water, wastewater recycling, and campaigns to reduce plastic pollution that threatens waterways.

In 2024/25, Dilmah took a significant step forward by conducting its first-ever water footprint assessment, aligned with ISO 14046:2014 and validated by a third party. The assessment, based on the methodology of the Water Footprint Network, represents a milestone in the company’s sustainability journey. By adopting internationally recognized standards, Dilmah has enhanced the credibility of its water data and reinforced its commitment to transparent, science-based environmental management.

The results of the assessment provided detailed insights into Dilmah’s water use. At Dilmah Ceylon Tea Company (DCTC), the total direct water footprint was recorded at 19,498 cubic metres per year, while its subsidiary MJF Beverages (MJFB) reported a total of 880 cubic metres per year. The breakdown highlighted direct blue water footprints of 11,851 cubic metres per year at DCTC and 527 cubic metres per year at MJFB, while the direct grey water footprint was 7,647 cubic metres per year and 353 cubic metres per year respectively. These figures provide a critical baseline to guide future water efficiency and conservation strategies.

Importantly, the assessment revealed a clear trend of improvement. In 2024/25, the volume of municipal water withdrawn and consumed fell by 8 percent year-on-year, decreasing from 39.15 million litres in 2023/24 to 35.93 million litres. Similarly, the volume of water discharged to wastewater treatment plants declined by 44 percent, falling from 41.11 million litres to 23.01 million litres. These reductions demonstrate Dilmah’s progress in reducing its water footprint and enhancing efficiency across operations.

From Waste to Resource: Water Conservation in Practice

Water conservation at Dilmah extends beyond monitoring and reporting. The company has integrated circular practices into its operations, ensuring that water is reused wherever possible. All effluents are routed to on-site wastewater treatment plants (WWTPs), which are designed to meet stringent environmental parameters, including pH levels, Chemical Oxygen Demand (COD), Biological Oxygen Demand (BOD), Total Suspended Solids (TSS), oil and grease, and heavy metals. Once treated, wastewater is repurposed for landscaping and gardening, reducing dependence on fresh water and minimizing waste.

Rainwater harvesting is another critical aspect of Dilmah’s conservation model. Systems installed at the company’s Headquarters in Colombo, the One Earth Centre in Moratuwa, and selected estates under Kahawatte Plantations PLC collectively offer a harvesting capacity of 129,799 cubic metres. By capturing and storing rainwater, Dilmah reduces reliance on municipal water supplies and ensures water security for operations and communities.

Looking ahead, Dilmah is scaling up its rainwater harvesting efforts even further. In December 2024, preliminary feasibility studies were conducted in collaboration with the Lanka Rainwater Harvesting Forum (LRWHF) at the Endane and Houpe estates. These studies lay the foundation for an expanded rainwater harvesting infrastructure across the Kahawatte Plantations footprint, demonstrating Dilmah’s proactive approach to long-term water stewardship.

Strengthening Through Network Sri Lanka

Dilmah’s progress has also been accelerated by its collaboration with Network Sri Lanka. Through the Network, Dilmah has been able to align its water stewardship practices with global frameworks, access international expertise, and share its learnings with peers across industries. The Working Group has provided a platform not only to showcase Dilmah’s pioneering efforts in water footprint assessment and conservation, but also to engage other businesses in advancing shared solutions. By convening companies from diverse sectors, Network Sri Lanka ensures that individual initiatives like Dilmah’s contribute to system-wide change and strengthen Sri Lanka’s collective response to water and ocean challenges.

Expanding to Ocean Conservation

While water has always been part of Dilmah’s DNA, the company has more recently extended its stewardship to Sri Lanka’s oceans and coastal ecosystems. On World Oceans Day, 8 June 2024, Dilmah partnered with the University of Colombo and UvaWellassa University to launch Phase I of a coral conservation project at Colombo Port City. This initiative builds on Dilmah’s earlier efforts to protect the Kayankerni Marine Reef and focuses on studying coral diversity in an urban setting. Using baseline surveys, mapping, data collection, and impact assessments supported by innovative technologies, the project aims to generate critical insights into the resilience of corals in rapidly developing coastal environments.

At the same time, Dilmah Conservation has embarked on one of Sri Lanka’s most ambitious mangrove restoration programmes. In Kalpitiya’sKappalAdi Lagoon, Dilmah is restoring twenty-five acres of degraded mangrove forest. This project is underpinned by a dedicated mangrove nursery cultivating seven species of saplings. Since its launch in October 2022, the initiative has reported an above-average planting success rate, owing to the use of science-based planting techniques. A comprehensive baseline survey of the site documented 144 wildlife species and 62 native plant species, creating a robust scientific foundation to guide ongoing restoration work.

Collaboration remains a cornerstone of Dilmah’s approach. Through Biodiversity Sri Lanka (BSL), the company is jointly restoring mangrove patches in the Anawilundawa Wetland Sanctuary, a Ramsar recognized site of international importance. These projects complement ongoing coral reef conservation under the initiative Life to our Coral Reefs.

The inauguration ceremony took place at the Bandaranaike Memorial International Conference Hall (BMICH) on the 16^th June, with the presence of Prof. Janitha Liyanage, President of IChemC, and President-elect Prof. Emeritus Hema Pathirana. Prime Minister Dr. Harini Amarasuriya stated that teaching English as a language should serve as a means to broaden opportunities, not as a tool to create social disparities, and the government is ready to implement practical English teaching approaches through the upcoming education reforms.

The Prime Minister made these remarks while delivering the keynote address at the Sri Lanka Education Conference 2025, organized by the British Council in Colombo on June 3.

The Prime Minister emphasized the need for wide-ranging cooperation to build an inclusive and equitable education system aligned with future needs. Therefore, the government is in need of the support of national and provincial government officials, Ministry of Education representatives, development partners, private sector stakeholders, teachers, and school leaders.

The primary goal of the new initiative is to ensure fair access to English education by creating opportunities for all students, fostering inclusivity, and promoting quality. Key aspects include empowering teachers and institutions, strengthening English-medium instruction, and enhancing digital tools for innovation and learning.

It must be brought to attention that how every student in Sri Lanka should be prepared for the advancing future. I strongly believe that we must move away from the mindset of ‘being enslaved by the English language’ and instead promote it as a socially beneficial tool.

Learning the English language should be promoted as a means of expanding opportunities, not as a contributor to social disparities. It is important to ensure that access to English education is not determined by social class, geography, or family background, and should ensure that everyone is provided with equal opportunities.

The government plans to introduce new education reforms in 2026, and within them, the English language will not merely be treated as an exam subject. Instead, students will be encouraged to actively use the language through speaking and writing skills.

It is important that the teachers also play an active role in reducing students’ anxiety around language use, and students should be encouraged to understand that being understood by others or foreigners is sufficient when speaking English. The assessment methods for English should also be revised. These aspects are considered key components of the upcoming education reforms.

Plans are also in place to strengthen teacher education systems, enhance pre-service and in-service training, modernize curricula, and implement continuous professional development programs to equip teachers for delivering the new syllabi effectively.

Given the increasing demand for English-medium education, the government aims to expand the number of English-medium schools from 825 to at least 1,000. Additionally, steps are being taken to increase the number of bilingual teachers and provide training to those already in service.

Digital technology is rapidly transforming the teaching and learning landscape. However, disparities still exist between students who have unlimited access to these tools and those who cannot afford any. Bridging this digital divide is a key responsibility of the government and is a focus of the new education reforms. The government is ready to train teachers in the use of the latest technological tools to ensure students have equal access to them.

The Prime Minister further emphasized the need to be mindful of the risks in the digital world and reiterated that delivering quality education to schoolchildren through new education reforms requires collective support from all sectors.

The National University of Singapore (NUS) and the Ministry of Education, Higher Education and Vocational Education of Sri Lanka have formalized a Memorandum of Understanding (MoU) to enhance collaboration in the higher education sector.

The MoU was signed by, Provost of NUS Aaron Thean, at a brief ceremony held at the NUS campus on 5 May 2025. The signed document was formally handed over to the High Commissioner of Sri Lanka to Singapore Senarath Dissanayake, for onward transmission to the Ministry of Education, Higher Education and Vocational Education of Sri Lanka for endorsement.

During the ceremony, Professor Thean noted that the MoU establishes a comprehensive framework for academic cooperation, capacity-building, and research collaboration between NUS and Sri Lanka’s Ministry of Education. He emphasized that NUS, as a regional University, is pleased to offer Sri Lankan students access to a broad spectrum of academic opportunities, including enrolment in Master’s and Doctoral programmes, supporting Sri Lanka’s efforts to strengthen human capital.

High Commissioner Dissanayake, in his remarks, expressed appreciation to the NUS leadership for their commitment in facilitating this timely partnership. He stated that the MoU will play a vital role in advancing Sri Lanka’s education reform agenda. Subhashini Indika Kumari Liyanage has been appointed Commissioner General of Examinations, effective immediately. She previously served as an Examinations Commissioner at the Department of Examinations.

The 2024 Grade 05 Scholarship Examination will be held on 15 September 2024 from 09.30 am to 12.15 pm at 2,649 nationwide examination centres.
