A private company linked to an amusement park in Hanwella has been fined Rs. 500,000 by the Avissawella Magistrate’s Court for selling a bottle of drinking water at Rs. 100, exceeding the government-prescribed Maximum Retail Price (MRP) of Rs. 80.

According to the Consumer Affairs Authority (CAA), the fine was imposed on October 9, 2026, after the company pleaded guilty to the charge of selling bottled drinking water above the legally permitted price.

The violation was detected during a raid conducted by CAA investigation officers on August 11, 2026, at Leisure World Water Parks in Kaluaggala, Hanwella.

During the inspection, officers found that a locally bottled 500 ml drinking water bottle had been sold for Rs. 100, exceeding the prescribed MRP by Rs. 20.

Under Direction No. 96, published in Extraordinary Gazette No. 2492/29 dated June 10, 2026, issued under the Consumer Affairs Authority Act, No. 9 of 2003, the maximum retail price of locally bottled drinking water in PET containers with capacities ranging from 500 ml to 999 ml is fixed at Rs. 80.

Following the detection of the violation, the CAA instituted legal proceedings against the company before the Avissawella Magistrate’s Court.

When the case was taken up on October 9, the company pleaded guilty, following which the court imposed a fine of Rs. 500,000.

Meanwhile, the CAA reminded consumers that businesses, including retail shops, restaurants, hotels and amusement parks, are not permitted to charge above the legally prescribed MRP, regardless of where the products are sold.

Consumers have been advised to check prices before making purchases and retain receipts as evidence when reporting incidents of overcharging.

The Authority further stated that islandwide raids and investigations will continue to ensure compliance with pricing regulations and protect consumer rights.

The Consumer Affairs Authority (CAA) has seized at least 327 motorcycle helmets without the required SLS certification mark during 84 successful raids conducted across 21 districts as part of its latest nationwide enforcement operation.

According to the CAA, the special operation, launched on October 6, targeted motorcycle safety helmets being sold without the SLS certification mark required under the SLS 517 standard.

The Authority said helmets marketed under various brand names were detected during the raids, with identical or similar brands found in multiple districts.

As a result, investigations have been expanded beyond retail outlets to identify suppliers, distributors, importers and manufacturers responsible for introducing these products into the market.

The CAA also revealed that information concerning the use of SLS stickers had been reported from the Gampaha, Mullaitivu and Mannar districts, prompting further investigations.

Meanwhile, children’s helmets and smaller-sized helmets without the required SLS certification mark have also been identified. The Authority said such products would be examined against the applicable SLS 517 requirements where they are marketed as protective helmets for motorcycle riders or other vehicle users.

Investigations have also uncovered instances where helmets were sold without proper purchase invoices or sufficient information to trace their manufacturers and suppliers, with legal action expected over such violations.

The CAA further stated that during a previous nationwide operation conducted on July 27, a total of 98 successful raids were carried out, resulting in the seizure of more than 431 helmets without the SLS certification mark.

Accordingly, the two special enforcement operations conducted in July and October 2026 have resulted in 182 successful raids and the seizure of more than 758 motorcycle helmets.

The Authority clarified that these figures relate only to helmets taken into custody from business premises during the two operations.

The CAA warned manufacturers, importers, distributors, retailers and online sellers against manufacturing, storing, displaying or selling motorcycle helmets without the required SLS certification mark.

It further stated that nationwide inspections and surprise raids would continue, with legal action to be taken against those violating the regulations.

The public has been advised to check the authenticity of the SLS certification mark and obtain a proper purchase receipt when buying motorcycle helmets.

Two establishments in Pettah have been fined a total of Rs. 200,000 for offering electrical accessories for sale without the mandatory SLS certification, the Consumer Affairs Authority (CAA) said.

The Colombo Chief Magistrate’s Court imposed a fine of Rs. 100,000 on each establishment after they pleaded guilty to charges filed by the CAA.

One establishment was charged with offering 98 AC/DC 12V adapters for sale without the mandatory SLS Product Certification Mark, while the other was charged over 200 packs of multifunction LED lights that did not comply with the applicable mandatory SLS requirement.

The legal action was taken under Direction No. 63, published in an Extraordinary Gazette in December 2017 and effective from January 1, 2019.

Under the Direction, specified electrical accessories not exceeding 250V cannot be manufactured, imported, distributed, stored, sold or displayed for sale unless they carry the applicable SLS Product Certification Mark issued by the Sri Lanka Standards Institution.

The CAA clarified that the requirement does not apply to every electrical product, but only to specified electrical accessories covered by the Direction, including certain plugs, socket outlets, extension cords, portable socket outlets, adapters, fused connection units, fused conversion plugs and cable reels.

Minister of Trade Wasantha Samarasinghe has announced that strict legal action will be taken from April 01, 2027, against individuals involved in selling fruits treated with unsafe or harmful chemicals.

According to the Consumer Affairs Authority (CAA), the Minister made the announcement in line with a new national consumer protection initiative titled “Poison-Free Fruits for Children,” launched on Thursday (01), to strengthen food safety and consumer confidence.

Under the programme, fruit retailers and wholesale distributors across the country will be registered and educated on safer practices covering the entire supply chain, from harvesting and ripening to transportation and retail sales.

The initiative also aims to identify businesses selling fruits without unsafe chemical treatment and introduce a special certification mechanism to help consumers recognise such vendors.

Additionally, fruit-selling locations across the country will be mapped, while a QR-based system will be developed to enable consumers to easily identify outlets selling safer fruits.

The CAA emphasised that the programme goes beyond inspections and legal enforcement, focusing on establishing a safer and more responsible fruit supply chain involving farmers, distributors, traders and consumers.

The Authority further highlighted the importance of considering food safety, rather than merely appearance and price, when purchasing fruits, particularly those intended for children.

A restaurant in Bambalapitiya, Colombo, has been fined Rs. 1 million for selling a 500 ml bottle of drinking water for Rs. 100, exceeding the government-regulated Maximum Retail Price (MRP) of Rs. 80 by Rs. 20.

The fine was imposed by the Colombo Chief Magistrate’s Court after the defendant company, located on Galle Road, Colombo 04, pleaded guilty to the charge filed by the Consumer Affairs Authority (CAA).

According to the CAA, under Order No. 96, published in Extraordinary Gazette No. 2492/29, the maximum retail price for bottled drinking water in the 500 ml to 999 ml category has been fixed at Rs. 80.

However, the restaurant had sold a 500 ml bottle for Rs. 100, resulting in legal action for violating the prescribed price regulation.

The Consumer Affairs Authority reiterated that restaurants, hotels and other commercial establishments are not permitted to sell products above the government-regulated MRP, even when such products are served or sold within their premises.

Consumers have been advised to check the price of bottled drinking water against the amount charged on their bills and retain receipts as evidence if they are charged above the prescribed price.

The Consumer Affairs Authority (CAA) has taken 801 reusable plastic bottles into custody as case productions during special raids conducted at shops in the Pettah area.

The CAA said the raids and investigations targeted establishments selling reusable plastic bottles, with the bottles taken into officers’ custody as part of the ongoing investigations.

Once investigations are completed, the Authority said it will take steps to institute legal proceedings against the relevant establishments before the appropriate Magistrate’s Courts.

According to the CAA, reusable plastic bottles intended for carrying drinkable liquids are subject to the SLS 1616 standard.

Reusable plastic bottles manufactured in Sri Lanka are required to carry the SLS Product Certification Mark issued by the Sri Lanka Standards Institution (SLSI).

For imported reusable plastic bottles, carrying the SLS Mark itself is not mandatory. However, imported products must have been inspected and approved for sale under the SLSI Import Inspection Scheme.

The CAA urged traders to ensure that applicable legal and standards requirements have been met before purchasing or offering such bottles for sale. 

Traders have also been advised to properly maintain invoices, bills and supplier information to establish the source of products and trace their supply chains.

Consumers purchasing locally manufactured reusable plastic bottles have been advised to check for the SLS Product Certification Mark, while those purchasing imported products should request information from traders regarding the relevant approval.

Consumers have also been urged to obtain and retain their bills or receipts as proof of purchase.

A restaurant in Ella has been fined Rs. 1 million for selling a one-litre bottle of drinking water at twice the Maximum Retail Price (MRP) prescribed by the Consumer Affairs Authority (CAA).

Legal action was taken against Mandala Cafe & Bar Pvt Ltd, located at No. 18, Railway Station Road, Ella, after CAA officers detected the violation during a raid.

According to the CAA, officers found that the restaurant was selling a one-litre bottle of drinking water for Rs. 200, although the applicable MRP at the time was Rs. 100.

The Rs. 100 MRP had been prescribed under Order No. 93, published in Extraordinary Gazette No. 2430/15 dated April 1, 2025, which was in force when the raid was conducted.

When the case was taken up before the Bandarawela Magistrate’s Court on Wednesday (23), the company pleaded guilty to the charge. The court subsequently imposed a Rs. 1 million fine.

The CAA, however, stressed that the Rs. 100 price applicable at the time of the offence is not the current MRP for a one-litre bottle of drinking water.

Under Extraordinary Gazette No. 2492/29 dated June 10, 2026, the current MRP for locally packaged bottled drinking water is Rs. 80 for 500ml–999ml, Rs. 120 for 1L–1.499L, Rs. 150 for 1.5L–1.999L, Rs. 180 for 2L–2.499L and Rs. 400 for 5L–6.999L bottles. Accordingly, the current MRP for a 1L–1.499L bottle of drinking water is Rs. 120.

The CAA urged consumers purchasing bottled water from restaurants, cafés, hotels, resorts and other retail establishments to check the applicable MRP and obtain a bill or receipt to verify the amount charged.

A hotel in Dambulla has been fined Rs. 500,000 after pleading guilty to selling a bottle of drinking water marked at Rs. 100 for Rs. 300, according to the Consumer Affairs Authority (CAA).

The case was filed against Sigiriya Kingdom Resort (Pvt) Ltd, located on Rathmalgaha Ela Road, Vihara Junction, Dambulla, following an inspection carried out by investigation officers attached to the CAA’s Matale District Office.

The inspection was conducted around January 2, 2025, after authorities detected the sale of bottled drinking water at a price higher than the marked price.

According to the CAA, the establishment had sold a bottled drinking water product carrying a marked price of Rs. 100 for Rs. 300.

When the case was taken up before court yesterday (23), the defendant company pleaded guilty to the charge. The Magistrate’s Court subsequently imposed a fine of Rs. 500,000.

The CAA, however, clarified that the Rs. 100 price involved in the case is not the current Maximum Retail Price (MRP) applicable to bottled drinking water.

Under Order No. 96, published in Extraordinary Gazette No. 2492/29 dated June 10, 2026, the current MRP for locally packaged bottled drinking water varies according to bottle size.

The maximum prices are Rs. 80 for 500ml–999ml, Rs. 120 for 1L–1.499L, Rs. 150 for 1.5L–1.999L, Rs. 180 for 2L–2.499L and Rs. 400 for 5L–6.999L.

Accordingly, the current maximum retail price of a 1L–1.499L bottle of drinking water is Rs. 120.

The CAA advised consumers purchasing bottled water from hotels, resorts, restaurants and retail outlets to check the applicable MRP based on the bottle size and obtain a bill or receipt for their purchase.

Two companies involved in the wholesale distribution of imported baby diapers have been fined a total of Rs. 110,000 after pleading guilty to distributing products without legally required importer information, the Consumer Affairs Authority (CAA) said.

The fines were imposed by the Colombo Chief Magistrate’s Court today (23) following legal action instituted by the CAA against establishments operating in Dehiwala and Dematagoda.

Global Commodity Solution (Pvt) Ltd, located at Campbell Place in Dehiwala, was fined Rs. 100,000, while Hallmark Industry, located at Ketawalamulla Place in Dematagoda, Colombo 09, was fined Rs. 10,000.

According to the CAA, both companies pleaded guilty to the charges when the cases were taken up before court.

The legal action followed a series of investigations and raids carried out by the CAA over complaints from consumers concerning baby diapers available in the local market.

The Authority said it had received complaints regarding diapers tearing and deteriorating, prompting islandwide investigations into products being distributed and sold in the market.

As part of a subsequent stage of the programme, CAA officials investigated two establishments engaged in the wholesale distribution of imported baby diapers in Dehiwala and Dematagoda.

During the investigations, officials detected stocks of imported baby diapers being distributed without the information required under Direction No. 85.

According to the CAA, the packaging did not contain the required details of the registered importer, including the name, address, telephone number or website information.

The relevant stocks of diapers were subsequently taken into custody as case productions, while the CAA initiated legal proceedings against the establishments before the Colombo Chief Magistrate’s Court.

Following the court action, the CAA urged consumers to pay particular attention to the labelling of diapers and other hygiene products that come into direct contact with babies’ skin.

Consumers are advised to check whether packaging clearly displays the required details of the registered importer as well as the Maximum Retail Price (MRP) before purchasing such products.

Two branches of a prominent supermarket chain have been fined a combined Rs. 400,000 by the Panadura Magistrate’s Court in separate cases relating to selling goods above the marked price, altering original price markings, and offering expired beverages for sale.

The cases were filed by officers of the Consumer Affairs Authority’s (CAA) Kalutara District Office against outlets in Bandaragama and Matugama, both operated under J.K. Marketing Services (Pvt) Ltd.

At the Bandaragama branch, an inspection on 31 August 2026 revealed that a pack of ten eggs, marked with a Maximum Retail Price of Rs. 590, had been sold for Rs. 615. 

Expired soft drinks were also found offered for sale. When the case was taken up on 3 September 2026, the company pleaded guilty and was fined Rs. 200,000.

At the Matugama branch, an inspection on 21 August 2026 found five 100g packs of Sweet Potato Chips offered for sale after the original price markings had been erased and altered. 

The case, relating to violations of Direction No. 85 and Section 10(4) of the Act, was heard on 14 September 2026, where the company again pleaded guilty and was fined Rs. 200,000.

With fines of Rs. 200,000 imposed in each case, the combined penalty amounts to Rs. 400,000.

The Jaffna Magistrate’s Court has fined two medical institutions a total of Rs. 400,000 for serious violations of the Consumer Affairs Authority (CAA) Act, including possession of expired medicines and overcharging patients for blood tests.

The Anuradhapura Magistrate’s Court has imposed a fine of Rs. 500,000 on a railway catering service after it was found guilty of selling bottled drinking water above the Government‑prescribed Maximum Retail Price (MRP) aboard the Kankesanthurai–Colombo train.

The case was filed by Consumer Affairs Authority (CAA) district investigation officers following a special raid in Anuradhapura on July 9, 2026. During the inspection, officers discovered that a 1000 ml bottle of water, marked at Rs. 120, was being sold for Rs. 150 inside the train canteen.

According to a CAA statement, under Order No. 67, issued in terms of Section 20(5) of the Consumer Affairs Authority Act, No. 09 of 2003, the maximum charges are:

• Full Blood Count (FBC) Test — LKR 400 per test and report
• NS1 Antigen Test for Dengue — LKR 1,200 per test and report

This order has been in force since 29 July 2020, published in Gazette Extraordinary No. 2186/17.

The CAA urged consumers to remain vigilant when obtaining these tests from private hospitals or laboratories. Patients are advised to always request an official bill or receipt for payments.

According to the authority, inspections revealed serious non-compliances at several institutions, including the use and storage of expired laboratory materials alongside items currently in use.

Among the items found to be unfit for use were blood glucose testing kits, laboratory chemicals, dengue diagnostic test kits, gels used for cardiac patients, dye solutions and other laboratory consumables used for medical examinations.

The seized materials have been taken into the custody of investigating officers, while further investigations are underway.

The CAA said legal action will be instituted against the relevant institutions under the Consumer Affairs Authority Act, adding that similar islandwide inspections will continue to protect public health and consumer safety. (Newswire/ AI Image)

The Consumer Affairs Authority (CAA) has initiated legal proceedings against a canteen operating inside the Colombo–Jaffna express train after officials uncovered the sale of drinking water bottles above the stipulated price.

During a raid conducted at the Anuradhapura Railway Station, CAA officers found that bottles marked at Rs. 120 were being sold for Rs. 150, exploiting passengers. 

Officials confirmed that legal action has been initiated against those responsible.

The CAA has also formally notified the Department of Railways in writing about the inconvenience caused to commuters by inflated prices in train canteens.

The Consumer Affairs Authority (CAA) has sealed a warehouse in Peliyagoda after uncovering more than 4.2 million kilograms of expired sugar being repacked and released to the market at cut‑rate prices.

The raid, carried out on Monday (06) in a joint special operation by the Consumer Affairs Authority and the Walana Central Anti‑Corruption Task Force, targeted a large‑scale sugar importer in Kelaniya’s Pethiyagoda area.

Investigators found sugar stocks imported as far back as five years ago stored alongside unexpired supplies. 

The expired sugar was allegedly repackaged and sold at prices well below the prevailing market rate. 

At the time of the raid, officers identified approximately 85,000 bags of sugar weighing 50 kg each inside the warehouse.

The suspects linked to the operation have been released on bail, while the entire warehouse complex remains sealed pending further investigation. (Newswire)
