The Central Bank of Sri Lanka (CBSL) has decided to maintain the Overnight Policy Rate (OPR) at its current level of 8.75%, following the latest meeting of the Monetary Policy Board.

The Board said the decision was taken after carefully considering evolving domestic and global economic conditions and the outlook, including the impact of the proactive monetary policy tightening undertaken in May 2026.

It also took into account uncertainty stemming from geopolitical tensions in the Middle East and potential economic risks associated with El Niño conditions.

Sri Lanka’s economy remained resilient during the first half of 2026, recording real year-on-year growth of 4.7%. Leading economic indicators point to continued momentum, although global and climate-related uncertainties could weigh on the outlook.

Meanwhile, growth in credit to the private sector has been gradually moderating in response to recent policy measures. However, the Central Bank expects credit flows to remain sufficient to support economic activity.

Headline inflation increased to 8.0% year-on-year in August 2026, largely reflecting the impact of the energy shock across several sectors of the economy. Inflation is projected to remain in the high single digits through the first quarter of 2027 before easing towards the Central Bank’s 5% target.

Core inflation has also increased due to spillovers from higher energy prices, although medium-term inflation expectations remain broadly anchored around the target.

The Central Bank said the external sector has remained resilient despite ongoing tensions in the Middle East. The current account is estimated to have recorded a surplus in August following four consecutive months of deficits, supported by moderated merchandise imports and improved earnings from tourism and workers’ remittances.

Gross Official Reserves increased to US$6.9 billion at the end of August 2026, supported by net foreign exchange purchases by the Central Bank. The reserve figure includes the swap facility from the People’s Bank of China.

The Sri Lankan rupee, which appreciated against the US dollar during July and August, recorded mixed movements in September.

CBSL also said the recent sovereign rating upgrade is expected to further strengthen market sentiment.

The Central Bank said it would continue to adopt a forward-looking and data-dependent approach to monetary policy. It added that timely and appropriate measures would be taken if inflationary pressures intensify or inflation expectations show signs of becoming de-anchored.

The next regular monetary policy review is scheduled to be released on November 20, 2026. (Newswire)

The Central Bank of Sri Lanka (CBSL) has released its second Monetary Policy Report for 2026, fulfilling the requirements of the Central Bank of Sri Lanka Act, No. 16 of 2023.

The biannual publication provides forward‑looking insights into inflation, growth, and risks, while explaining the rationale behind recent policy decisions to enhance transparency and accountability.

The August report is based on assessments considered by the Monetary Policy Board during its July 2026 review.

Key highlights include:

  • Inflation outlook: Headline inflation, which surged from an average of 2% in Q1‑2026, is projected to remain elevated in the near term before converging to the 5% target. The sharp rise was driven by global energy price shocks, domestic fuel adjustments, and spillover effects across sectors.
  • Policy stance: The CBSL decisively tightened monetary policy in May 2026, ending its accommodative stance since mid‑2023, to rein in inflation and prevent expectations from de‑anchoring. Market interest rates have since adjusted upwards.
  • Credit growth: Private sector credit, which expanded strongly amid robust demand and imports, is expected to moderate under tighter financial conditions and policy measures.
  • External sector: Resilience was tested by Middle East tensions and higher vehicle imports, leading to a current account deficit in H1‑2026 after three years of surplus. Strong remittances partly cushioned the impact, while reserves moderated due to debt servicing despite multilateral inflows.
  • Exchange rate: The Sri Lanka rupee, stable early in 2026, came under depreciation pressure between March and June amid geopolitical spillovers.
  • Fiscal sector: Performance strengthened in the first five months of 2026, supported by revenue‑based fiscal consolidation.
  • Growth outlook: Real GDP grew 5.1% in Q1‑2026, continuing momentum from 2024 and 2025. However, risks from renewed geopolitical tensions, commodity price shocks, trade disruptions, and adverse weather linked to El Niño could weigh on activity.

The CBSL emphasized that while inflation expectations remain broadly anchored over the medium term, risks are skewed to the upside due to global volatility. The report underscores the importance of policy tightening to stabilize conditions and safeguard resilience.

The Central Bank of Sri Lanka on Wednesday (10) conducted a briefing for Members of Parliament on the current monetary policy, exchange rate policy, economic stability, and recent economic developments.

According to the CBSL, the session was led by Governor Dr. Nandalal Weerasinghe and senior Central Bank officials.

The briefing provided insights on current policy measures and responded to questions and comments raised by Members of Parliament.

Held under the patronage of the Speaker, the programme provided an opportunity for Members of Parliament to engage directly with Central Bank officials and seek clarifications on the topics presented.

Key facts on the current state of the Sri Lankan economy :

  • Economic growth: Positive growth momentum has been sustained since Q3 2023, with the economy recording growth of around 5% in both 2024 and 2025.
  • Inflation : Inflation accelerated in recent months, reflecting the impact of upward adjustments to domestic energy and fuel prices amid the ongoing conflict in the Middle East.
  • Monetary Policy Stance : The Overnight Policy Rate (OPR) was increased by 100 bps in May 2026, after around 800 bps reduction since June 2023. Latest monetary policy tightening is expected to arrest demand-driven inflationary pressures, thus also supporting to anchoring inflation expectations of the economy.
  • Reasons for recent depreciation pressure on Rupee: Higher import expenditure, particularly fuel and vehicles. Lower foreign exchange inflows, particularly from tourism. Possible delay in the conversion of export earnings in anticipation of a depreciation of the rupee. Importers increasing orders and foreign exchange purchases to hedge against the expected depreciation.
  • Market Interest rates : In line with policy tightening, overall market interest rates continued to adjust upward.
  • Domestic Credit : Growth in domestic credit has been primarily driven by the continued expansion in private sector credit, while Net Credit to Government and Credit to Public Corporations have recorded net repayments in recent periods amid improvements in fiscal discipline.
  • Fiscal Sector Performance : Driven by continued revenue based fiscal consolidation measures, fiscal sector performance further strengthened, with all three key fiscal balances improving following the implementation of fiscal reforms. Sustained revenue enhancing measures, fiscal reforms and expenditure rationalisation significantly increased government revenue and constrained government expenditure, narrowing the budget deficit.

]]>

Central Bank Governor Dr. Nandalal Weerasinghe says the present depreciation of the Sri Lankan Rupee is fundamentally different from the sharp fall in 2022, as this time, it is driven by global conditions rather than domestic mismanagement.

He noted that in March–April 2022, the rupee depreciated up to Rs. 370 purely due to internal factors, while other regional currencies remained stable.

“That was a completely internal event. There was no external shock at that time. Other currencies did not depreciate that much. This was specific to the Sri Lankan currency, which depreciated at a fast rate,” he said.

By contrast, the current depreciation is occurring alongside similar declines in regional currencies, with the US dollar strengthening amid global uncertainty.

“Media reports say the Indian Rupee is at the lowest level in its history, despite $700 billion reserves in the RBI,” he pointed out, as an example.

Dr. Weerasinghe explained that under the flexible inflation targeting regime, the exchange rate is determined by market demand and supply, in line with macro fundamentals. The Central Bank intervenes only to minimize volatility and build reserves, he said.

“Relative depreciation of our currency to regional currencies is on a compatible basis. Whereas in 2022, we depreciated by 45% while others appreciated,” he said.

The Governor emphasized that the framework remains unchanged, with the Central Bank allowing the market to settle the currency while smoothing fluctuations when necessary.

The CBSL Governor made these remarks while addressing the media briefing at the Central Bank today (13). (Newswire)

The Committee on Public Finance (COPF) has questioned the Central Bank of Sri Lanka over the financial fraud reported at NDB Bank, raising concerns over weaknesses in internal controls, audit mechanisms, and banking sector oversight.

The matter was taken up when the committee met in Parliament on Tuesday (05) under the chairmanship of MP Harsha de Silva.

According to a statement issued by Parliament, Central Bank officials informed the committee that the fraud had directly contributed to a decline in NDB’s share price and credit ratings.

COPF members questioned how the bank’s internal audit committee, external auditors, board audit committee, and the Central Bank’s Banking Supervision Department had all failed to detect the irregularities.

Central Bank officials told the committee that no unusual activity had been flagged during the period in which the fraudulent transactions had allegedly taken place.

The committee also raised concerns over the same audit committee members who served during the fraud period continuing in their roles and effectively overseeing investigations into their own conduct.

During discussions, COPF stressed the need for greater transparency in external audits and stronger accountability within banking institutions.

The committee also focused on outdated banking security standards, warning that existing technological safeguards were insufficient amid evolving cyber threats.

COPF emphasized the importance of maintaining minimum technology and regulatory standards across all banks and highlighted the need to introduce modern artificial intelligence-based systems to prevent future fraud and strengthen overall banking sector security.

Central Bank officials told the committee that discussions are currently underway on introducing new regulations to improve Fraud Management Systems across banks.

The meeting was attended by Deputy Minister Chathuranga Abeysinghe and several MPs, including Ravi Karunanayake and Shanakiyan Rasamanickam. (Newswire)

National Development Bank PLC (NDB) has commissioned Deloitte Touche Tohmatsu India LLP to conduct a forensic review into the facts and circumstances surrounding the recent fraud incident, the bank disclosed in a filing to the Colombo Stock Exchange dated April 23, 2026.

The review, carried out in consultation with the Central Bank of Sri Lanka’s Director of Bank Supervision, will examine the fraudulent transactions as well as any lapses in controls, oversight, and governance.

Deloitte’s findings, including interim updates and the final report, will be submitted directly to the Central Bank.

The disclosure follows earlier updates on April 2 and April 6, with NDB’s Board stressing its commitment to transparency and accountability to shareholders, depositors, customers, and stakeholders.

The move comes as NDB disclosed that an internal fraud involving certain employees was detected, with the estimated exposure amounting to approximately Rs. 13.2 billion.

At the time, the bank said customer balances remain unaffected, and operations continue without disruption.

Soon after, the Central Bank of Sri Lanka (CBSL) announced that NDB, in consultation with CBSL, is finalizing arrangements to engage a leading international firm with overseas experts to conduct a comprehensive forensic audit into the recently disclosed internal fraud.

As such, NDB has now commissioned Deloitte Touche Tohmatsu India LLP (“Deloitte”) to conduct a forensic review of the incident. (Newswire)

The Court of Appeal has delivered a ruling in favour of the Central Bank of Sri Lanka (CBSL), overturning a directive by the Right to Information (RTI) Commission that sought the disclosure of detailed transaction-level data on Employees’ Provident Fund (EPF) investments.

According to a CBSL statement, the case arose from an RTI request submitted by Verité Research (Pvt) Ltd seeking information on EPF investments, including detailed information on government securities transactions such as purchase dates, yields, prices, and counterparties.

While the Central Bank released certain general information, it refused to disclose transaction-level information on the basis that such information is commercially sensitive and falls within the statutory exemptions provided under Section 5(1) of the Right to Information Act No. 12 of 2016 (RTI Act).

The Court of Appeal overruled the decision of the RTI Commission, holding that the requested information falls within the exemption under Section 5(1)(d) of the RTI Act, which protects commercially confidential information where disclosure would harm a third party.

The Court observed that releasing EPF transaction details could expose the Fund’s investment strategies, enabling market participants to anticipate and outmanoeuvre its bids in government securities auctions. The Court noted that this would place the EPF at a competitive disadvantage and potentially reduce returns, ultimately affecting millions of contributors to the Fund.

Emphasising the Central Bank’s fiduciary duty to safeguard EPF assets, the Court held that disclosure of such sensitive financial information would undermine the Fund’s position in the market.

It further noted that transparency in EPF operations is already ensured through statutory mechanisms, including annual reporting, audits by the Auditor General, and parliamentary oversight.

On the question of public interest, the Court concluded that the respondent had failed to demonstrate that the benefits of disclosure would outweigh the potential harm to the EPF and its members.

Accordingly, the Court held that the RTI Commission had exceeded its powers by ordering disclosure in circumstances where a valid statutory exemption applied. Accordingly, the Commission’s order dated 27th November 2018 was set aside, and the appeal was allowed.

The CBSL states that the judgment affirms that while the RTI Act promotes transparency, commercially sensitive financial information held by public authorities may be lawfully withheld where disclosure would harm competitive interests and no overriding public interest is established. (Newswire)

The Central Bank of Sri Lanka (CBSL) has decided to maintain the Overnight Policy Rate (OPR) at the current level of 7.75%.

The Monetary Policy Board arrived at this decision at a meeting held yesterday (24) after carefully considering evolving developments and outlook on the domestic and global fronts, with particular attention to uncertainties arising from the ongoing Middle East conflict.

According to the CBSL, the sharp increase in global energy prices and trade disruptions amidst heightened uncertainty due to the escalation of geopolitical tensions necessitated a significant upward adjustment in domestic energy prices.

The current low level of inflation, at 1.6% (y-o-y) in February 2026, relative to the target of 5%, provides sufficient space to accommodate the impact of higher energy prices and their spillovers on inflation. Given the latest available data and prevailing uncertainties, inflation is now expected to reach the target of 5% in Q2-2026, earlier than previously anticipated. Inflation is projected to remain around the target thereafter.

The economy recorded a strong real growth of 5.0% in 2025, despite the disruptions caused by Cyclone Ditwah towards the end of the year. Leading economic indicators point to a strong post-Cyclone recovery during early 2026.

However, spillovers from the ongoing conflict could weigh on domestic economic activity in the period ahead, should the conflict be prolonged.

The CBSL further states that the external sector remained robust in the first two months of 2026, supported by stronger export earnings compared to imports, along with higher remittances and tourism earnings.

Gross Official Reserves increased to USD 7.3 bn at the end of February 2026, and the Central Bank purchased a substantial amount of foreign exchange from the market in the first two months of the year.

However, the ongoing conflict in the Middle East poses risks to Sri Lanka’s external sector outlook, particularly through energy, tourism, trade, and remittance flows, although the overall magnitude of the impact remains uncertain.

While the Sri Lankan rupee remained relatively stable in early 2026, some depreciation pressures were observed following the onset of the Middle East conflict, similar to the exchange rates of regional peers.

The CBSL added that the Board remains prepared to implement appropriate policy measures to ensure that inflation stabilises around the target, while supporting the economy to reach its potential.

The release of the next regular statement on the monetary policy review will be on 26 May 2026. (Newswire)

Sri Lanka’s Central Bank Governor Dr. Nandalal Weerasinghe says the country is better positioned to withstand global oil price shocks, with inflation currently at 1.6% compared to the 5% target set by the Central Bank.

During a televised interview with Bloomberg, speaking on the impact of rising petroleum prices, Dr. Weerasinghe noted that while higher oil costs could affect both inflation and the balance of payments, Sri Lanka has built stronger buffers than during the 2022–23 crisis, when inflation soared to 70%.

He explained that external reserves have now risen to over USD 7 billion from near zero levels, providing a cushion against external shocks.

The Central Bank’s inflation‑targeting framework also allows the exchange rate to act as a shock absorber, helping to manage demand and cost pressures.

Dr. Weerasinghe cautioned that prolonged geopolitical tensions, such as the ongoing war in the Middle East, could have wider global repercussions, including higher petroleum prices, disruptions to tourism, freight costs, and supply chains.

He emphasized that Sri Lanka must continue to prepare and strengthen buffers through monetary, fiscal, and external policies to mitigate potential risks.

Key points from the Central Bank’s Policy Agenda for 2026 and Beyond;

  1. Continuing the growth momentum reported during the last two years, the economy is expected to grow by around 4 – 5 per cent in 2026.
  2. While appreciating the ongoing efforts to restore normalcy with the support of the national and international stakeholders, the Central Bank reiterates the urgent need for prioritising the country’s disaster preparedness and long-term resilience building.
  3. The external current account is estimated to have registered a surplus for the third consecutive year, and as a result, the market-determined exchange rate remained less volatile and reported a gradual depreciation during the year.
  4. Despite facing challenging conditions, such as meeting obligations for servicing external debt of the government without corresponding inflows and increased demand for vehicle imports, Gross Official Reserves (GOR), which hovered around US dollars 6.0 – 6.3 billion during most of the year, surpassed US dollars 6.8 billion by the end of 2025. This represents the highest level of reserves recorded since the crisis.
  5. The Central Bank intends to implement several policies in 2026, focusing on enhancing the formulation and execution of monetary policy, along with ongoing efforts to improve the transparency and predictability of the policy actions.
