The Ministry of Environment has set up a special Ministerial Committee tasked with overseeing Sri Lanka’s national water conservation programs, including the gazetting of vital aquifers and monitoring protective mechanisms for both surface and underground water.

The committee, operating under the supervision of the Secretary to the Ministry of Environment, will comprise experts from the Water Resources Board, the Central Environmental Authority (CEA), and the Ministry’s Natural Resources Management Division. 

Deputy Minister of Environment Anton Jayakody stated the need for a robust legal framework and community-led reforestation projects to safeguard identified water systems.

This initiative follows the launch of the “Thirasara Diyawara” National Program on World Water Day, aimed at securing and sustainably managing Sri Lanka’s surface and groundwater resources. 

The government is moving to identify and gazette the island’s aquifers, supported by Cabinet approval to completely amend the 62-year-old Water Resources Board Act to modernize the legal foundation for water security.

A preliminary discussion to establish the committee was held today (09) at the Ministry of Environment, chaired by Deputy Minister Jayakody, with participation from Water Resources Board General Manager R.M.B. Somaratne and senior officials of the CEA and the Natural Resources Management Division.

The National Water Supply and Drainage Board has appointed a special operations committee to monitor and manage the shortage of drinking water, as reservoirs continue to deplete under prevailing dry weather conditions. 

The committee has been appointed by the Chairman and the General Manager of the National Water Supply and Drainage Board, comprising relevant subject officers. 

According to the Water Board, the purpose of this committee is to monitor and control water production and distribution.

This committee will continuously monitor issues related to water sources, water production capacities, and supply patterns. It will also review the situation daily and weekly within identified time frames.

Accordingly, it is expected to submit management reports on the prevailing conditions and ensure effective coordination among relevant sectors to secure an adequate water supply.

Through these measures, steps will be taken to prevent prolonged daily water supply interruptions in the future, and to manage, control, and distribute water in a way that enables all consumers to meet their daily needs. This committee will remain operational until depleted water sources return to normal levels, the Water Board said in a statement. 

Furthermore, in order to prevent severe inconvenience to consumers due to the limited water production capacity caused by the ongoing dry weather, and to maintain services at least at a minimum optimal level, the cooperation of consumers is essential at this time. The Cabinet Sub-Committee appointed to ensure the orderly functioning of the public service convened for the second time, under the patronage of Prime Minister Harini Amarasuriya. 

During the meeting, held at the Presidential Secretariat yesterday (24), extensive discussions were held on the immediate measures required to ensure the uninterrupted delivery of government services to the public and to address the challenges faced by public servants. 

Attention was also drawn to maintaining the continuous operation of services under the Ministries of Public Administration, Provincial Councils and Local Government, Health, Education, and Justice. 

Accordingly, it was decided to ensure that examinations are conducted as scheduled and that essential medicines are supplied to hospitals without disruption. 

The challenges in passenger transport services and the railway transport system, as well as future measures, were also discussed at length. Focus was also placed on the steps to be taken regarding the transportation of essential goods.

A three-member investigation committee has been appointed pertaining to the removal of suspended Inspector General of Police (IGP) Deshabandu Tennakoon from office.

The newly appointed committee will be headed by Supreme Court Justice Preethi Padman Surasena.

Justice Neil Iddawela and National Police Commission Chairman Lalitha Ekanayake are the remaining members of the committee. 

In March, the government announced its decision to submit a motion to Parliament to remove suspended IGP Deshabandu Tennakoon from his position.

Thereafter, a letter signed by 115 NPP Parliamentarians, calling for the removal of Deshabandu Tennakoon, was handed over to the Speaker.

In April, a resolution to appoint a committee of inquiry to investigate the removal of Deshabandu Tennakoon over alleged misconduct and abuse of power was passed in Parliament.

A four-member Police Committee has been appointed to study and investigate the Presidential Commission of Inquiry report on the 2019 Easter Sunday terror attacks.

According to Police Spokesman SSP Buddhika Manathunga, the committee is headed by a Senior DIG, Asanka Karawita.

The remaining members consist of the DIG in charge of the Criminal Investigations Department (CID), the Director of the CID, and the Director of the Terrorism Investigation Division (TID). 

Speaking to the media, the Police Spokesman said several more sub-committees have been appointed under the purview of the main committee, which have already commenced studying the report.

SSP Manathunga said new investigations will be launched based on the fresh information uncovered during the ongoing examination of the report, which consists of over 66,000 pages.

The Committee on High Posts has approved 5 new appointments, including the appointment of a High Commissioner.

According to a Parliament statement, the Committee has approved the appointment of P.R.S. Goonawardena as the High Commissioner of Sri Lanka to the Republic of Maldives.

The Committee has also approved the appointment of Dr. M.M. S.S.B. Yalegama to the Non-Cabinet Ministry of State Plantation Enterprise Reforms.

The appointment of S.C.J Devendra as the Chairman of the Sri Lanka Export Credit Insurance Corporation has been approved by the Committee.

Moreover, the appointment of Prof. M.A.R.M. Fernando as the Chairman of the Public Utilities Commission of Sri Lanka and the appointment of J. M. Soosaithasan as the Chairman of the State Mortgage and Investment Bank was also approved by the Committee on High Posts.

A committee will be formed by President Ranil Wickremesinghe to identify suitable government hospitals as teaching hospitals to provide clinical training for Medical Students, according to the President’s Media Division (PMD).

The PMD stated that medical students at the General Sir John Kotelawala Defence University (KDU), Dr. Neville Fernando Hospital, Lyceum Campus and other universities in Colombo, Kalutara, Gampaha, Kurunegala and Polonnaruwa, will be enrolled without hampering the training of students in State Universities. 

Accordingly, State Minister of Health Dr. Seetha Arambepola will be appointed as the Chairperson of the aforementioned Committee, while the other members are Additional Secretary to the Ministry of Health Dr. R.M. Saman Kusumsiri Ratnayake, Additional Secretary (Medical Services) of the Ministry of Health Dr. A.K.S. de Alwis, Chairman – University Grant Commission Senior Prof. Sampath Amarathunga, Senior Consultant Surgeon Prof. Mohan de Silva, Professor in Surgery, Faculty of Medicine USJP Prof. Bawantha Gamage, Senior Consultant Orthopaedics & Trauma Surgeon Dr. Narendra Pinto, Dean -, Faculty of Medicine – KDU Prof. Namal Wijesinghe, President of SLMC Prof. Vajira Dissanayake, President of GMOA Dr. Darshana Sirisena, Executive Director -, University Hospital KDU Prof. J. The PMD stated that the Committee will be responsible for studying, reviewing and identifying suitable government hospitals to function as Teaching Hospitals to provide clinical training for Medical Students enrolled at the KDU, Dr. Neville Fernando Hospital, Lyceum Campus and other universities in Colombo, Kalutara, Gampaha, Kurunegala and Polonnaruwa. 

The Committee is also expected to make recommendations for the necessary developments to upgrade the hospitals identified for the provision of such training and submit a report on the findings and recommendations of the Committee within a period of eight (08) weeks. (NewsWire)
