A ban on mobile phones in schools in England is to be introduced by the government to ensure that “critical safeguarding legislation” is passed.

The government will table an amendment to the Children’s Wellbeing and Schools Bill in the House of Lords after the bill was held up by peers on opposition benches.

It will make existing guidance on mobile phone bans in schools statutory, a move that ministers have resisted until now.

The government had consistently argued that the vast majority of schools had already banned mobile phones, and that there was no need to add a legal requirement. They finally capitulated, however, describing it as “a pragmatic measure” to get the bill through.

Announcing the move on Monday, the education minister Jacqui Smith told the Lords: “We recognise the strength of feeling on this issue, both in this house and beyond.”

“Notwithstanding the fact that we think the guidance we already have in place provides headteachers and schools with a range of approaches to be able to deliver the objective that we all share, we are committing to tabling an amendment in lieu which will place the existing guidance on a statutory footing on the face of the bill, creating a clear legal requirement for schools.”

“We’ve listened to concerns about how we support headteachers in delivering on this policy and we have listened to parliament.”

The bill is regarded by many as the biggest piece of child protection legislation in decades and includes proposals for a compulsory register for children who are not in school, a crackdown on profiteering in children’s social care, and a “single unique identifier” to help agencies track a child’s welfare.

Pepe Di’Iasio, the general secretary of the Association of School and College Leaders, said: “A statutory ban on mobile phones in schools doesn’t really change very much. Most schools already have policies in place under which pupils are not permitted to use mobile phones.

“What would really be helpful is for the government to make funding available to schools for the safe and secure storage of mobile phones, such as storage lockers or locked pouches.”

The education secretary, Bridget Phillipson, has previously written to headteachers in England to stress that schools should be phone-free throughout the entire school day, but the guidance has been non-statutory.

Research from the children’s commissioner for England last year found that 99.8% of primary schools and 90% of secondary schools already had policies in place that limited or restricted the use of mobile phones during the school day.

However, many headteachers, dealing with challenges from parents, will welcome the move, which will provide clarity in classrooms.

Ministers have only grudgingly agreed to it. England have had a setback in their preparations for the T20 World Cup next month, with the Indian government yet to issue visas to the spinners Adil Rashid and Rehan Ahmed.

The delay means both players, who have Pakistani heritage, are unlikely to travel with the rest of the squad this weekend for six warm-up games against Sri Lanka, and it is unclear when they will join their teammates.

The visa delays have not come as a surprise to the England and Wales Cricket Board, which has become accustomed to the Indian government’s bureaucratic approach in recent years due to its worsening diplomatic and political relations with Pakistan.

Shoaib Bashir missed the first Test of England’s series in India two years ago, as he had to fly back to London to complete the visa application process, while Saqib Mahmood has had issues in the past.

The ECB is understood to have received assurances from the Indian government that it has no objection to both players’ applications, but the timing is uncertain and it has engaged help from the UK government in an attempt to expedite the process. Rashid is in South Africa playing in the SA20 T20 competition, while Ahmed is in Australia for the Big Bash, and it is hoped they will be able to fly from there straight to Sri Lanka or India.

The ECB is confident that the visas will be issued in time for Rashid and Ahmed to play in the World Cup, with England’s campaign beginning against Nepal in Mumbai on 8 February, but their preparation has been affected before a tournament they will start under considerable pressure after their 4-1 Ashes defeat.

Brendon McCullum, the head coach, will want to reach the semi‑finals at least to ease fears over his own position after England crashed out of the Champions Trophy without winning a game last year in his only previous tournament in charge of the white-ball team; the captain, Harry Brook, will face intense scrutiny following the revelation last week that he was fined £30,000 by the ECB for a nightclub altercation with a bouncer the night before a one-day international in New Zealand in October.

While finishing in the top two in a group completed by West Indies, Bangladesh and Italy should not be beyond England, the Super Eight stage will be far more competitive.

England play three one-day internationals and three T20s in Sri Lanka beginning on 22 January, and Brook may have limited spin options at his disposal. Liam Dawson is the only other specialist spinner in the squad, and Will Jacks and Jacob Bethell may be required to do more bowling than expected if the absent duo do not arrive in time to play in the matches.

In another political complication, the venue for England’s group game against Bangladesh is uncertain after their opponents requested that the International Cricket Council move its matches to a neutral venue due to security concerns amid tensions with India.

Harry Brook has publicly apologised for bringing “embarrassment” to the English cricket team in a scuffle at a New Zealand nightclub shortly before the Ashes.

Brook was struck by a bouncer after being refused entry to a Wellington nightclub on October 31, just hours before captaining the English team in a one-day international, the UK’s Telegraph has reported.

It is understood the 26-year-old was not injured in the altercation and reported it himself to the team’s management.

Brook was fined about £30,000 ($60,000), the maximum amount possible, by the English Cricket Board (ECB) and put on a final warning about his behaviour.

England lost the ODI to New Zealand the following day, relinquishing the series 3-0, with Brook scoring six runs.

The Telegraph’s report on Thursday came just hours after Australia sealed a 4-1 Ashes victory in Sydney, concluding a series that’s been marred by controversy for the English side.

Brook, who vice-captained the Test side, issued an apology on Thursday saying he was “deeply sorry for letting down my teammates, coaches and supporters”.

“I want to apologise for my actions. I fully accept that my behaviour was wrong and brought embarrassment to both myself and the England team,” he said in a statement provided to the ABC.

“I have reflected on the lessons it has taught me about responsibility, professionalism and the standards expected of those representing your country.

Brook said he was “determined to learn from this mistake and to rebuild trust through my future actions, both on and off the field”.

“I apologise unreservedly and will work hard to ensure this does not happen again,” he said.

The ECB said the incident had been “dealt with through a formal and confidential ECB disciplinary process”.

“The player involved has apologised and acknowledged their conduct fell below expectations on this occasion,” it said in a statement.

The English side has been heavily criticised during this summer’s Ashes, both on and off the field.

A mid-series trip the team took to Noosa, labelled by onlookers as a “stag do”, resulted in ECB’s managing director Rob Key launching an investigation into player conduct and claims of excessive drinking. 

At the time Key also revealed he had previously looked into reports players had been spotted drinking the night before a match in New Zealand, just before the Ashes.

A short clip of Brook and Jacob Bethell was shared by a member of the public on social media, said to have been taken while they were out in Wellington.

“I didn’t feel like that was worthy of formal warnings, but it was probably worthy of informal ones,” Key said in December.

“I think that was a bit of a wake-up call actually for what they’re going into.”

England could play seven home Tests in 2027, the highest number in a summer since 2022, under plans being considered by the England & Wales Cricket Board.

The ECB is considering its home schedule for 2027 and what Test programme should be played before the five-match Ashes series. In 2019 and 2023, the last two home Ashes summers, England played a one-off Test against Ireland before the series.

But England are now poised instead to play a two-match series against opponents before the next Ashes. The opponents have yet to be finalised, with Sri Lanka and the West Indies two prime candidates. Both teams would be expected to be more competitive than Ireland in 2023, who were thrashed by 10 wickets at Lord’s.

Any decision about whether England will schedule seven home Test matches is interconnected with discussions about the 2027 World Test Championship final. England hosted the 2021 and 2023 finals, and will also stage this year’s final, which is between Australia and South Africa at Lord’s next month.

But there is a strong desire in India to host the 2027 final, and a feeling among many global administrators that it cannot always be held in England. Should the 2027 final be played in India, it could take place in late March, which would free up space in the English summer for an extra Test.

The ECB remains keen to host the World Test Championship final and many see it as the ideal location, given its climate and timezone are best suited to the June slot it has occupied in its first three cycles. And, as strong sales for the Lord’s final between Australia and South Africa suggest, perhaps the only market that would fill grounds for neutral games between any opponents.

England staged seven Test matches a summer for the bulk of the 2000-18 period. Seven home Tests were also scheduled for 2021, but India withdrew from the final Test – which was instead staged in 2022, ensuring that England played seven home Tests that year instead. But in the current Future Tours Programme, which covers the 2023-26 summers, England are playing only six home Tests each season.

Reintroducing seven-match home summers would be a strong indication of England’s commitment to the Test game at a time when the format is under threat.

Scheduling an extra Test in 2027 could also bring an extra high-profile game to a northern venue that summer. There has been widespread criticism – including from Test captain Ben Stokes – at the lack of any northern venues for the Ashes series in 2027. The five venues that have been awarded Tests against Australia that summer are Edgbaston, Lord’s, Trent Bridge, the Utilita Bowl and The Oval.

Playing a two-match series prior to the 2027 Ashes could also have significant consequences for the World Test Championship. England have not reached the final in any of the three editions of the tournament.

Some prominent figures in the ECB believe the current World Test Championship is unfair, with England penalised for playing five-match series against both Australia and India in every cycle of the competition.

Conversely, South Africa qualified for this year’s final after not facing either Australia or England in the 2023-25 cycle. Under the current terms of the World Test Championship, each country plays three series at home and away over the cycle, with the two teams who acquire the highest percentage of points contested reaching the final.

If England played a two-match home series in 2027, they would play four multi-match series at home over the 2027-29 cycle. One of these would therefore not be part of the World Test Championship.

The 2027 Ashes could thus potentially not count towards the 2027-29 cycle, with Australia potentially being one of the two opponents that England did not meet in Test Championship clashes during that campaign. While interest in the series would not be undermined by its exclusion from the World Test Championship schedule, under this scenario England’s chances of reaching the final would be likely to increase.

Occasionally scheduling Ashes series outside the World Test Championship framework could potentially ensure a more equitable set of opponents among the nine competing sides. While discussions around the future of the Test Championship are continuing, the competition seems certain to remain in some form. (Telegraph)

England announced that Harry Brook will take over as the new men’s white-ball skipper on Monday, April 7.

The 26-year-old has been appointed as Jos Buttler’s successor in the white-ball format after the latter resigned from his role following England’s winless Champions Trophy 2025 campaign.

Brook, who has been part of the white-ball setup since 2022, has been pivotal to England’s batting lineup across formats.

Currently ranked number two in the ICC Men’s Test Batting Rankings, Brook has spent the past year as vice-captain in both ODI and T20I formats.

He made his captaincy debut against Australia last September in Buttler’s absence, earning praise for his tactical awareness and calm leadership. Brook was also the captain of England U19s in the Men’s U19 World Cup 2018.

“It’s a real honour to be named England’s white-ball captain,” Brook was quoted by ECB.

“Ever since I was a kid playing cricket at Burley in Wharfedale, I dreamed of representing Yorkshire, playing for England, and maybe one day leading the team. To now be given that chance means a great deal to me.

During their white-ball tour of India and the Champions Trophy earlier this year, England managed to win only one out of the 11 matches they played across formats, eventually leading to Buttler’s resignation from the captaincy. However, the swashbuckling batter confirmed he will continue to feature across formats.

Pakistan became the first team in Test history to lose a match by an innings despite scoring 500-plus in the first innings.

On Friday, Pakistan crumbled to defeat by an innings and 47 runs at the hands of England in the opening Test at the Multan Cricket Stadium in Multan.

After opting to bat, Pakistan posted 556 in the first innings over two days before England responded with 823 for seven declared.

Harry Brook top-scored with 317 and Joe Root scored 262 with the pair being involved in a record fourth-wicket stand of 454.

After trailing by 267 runs, Pakistan was bowled out for 220 and suffered another loss at home.

Rioting continued to escalate in towns and cities across England on Sunday – with police condemning a “staggering” level of violence.

Downing Street is expected to hold a COBRA emergency response meeting on Monday after “thugs” tried to storm hotels housing asylum seekers on the sixth day of disorder.

The meeting is due to involve relevant ministers and police officials, who will discuss the response in the coming days to ensure there is no repeat of the violent scenes.

More than 140 people have been arrested so far across the country. In Middlesbrough alone, officers arrested 43 people.

Sky’s north of England producer Hope Yeomans reported from the town – capturing clashes between police and rioters live on air – and said it was different to the disorder elsewhere in the country.

How the UK riots unfolded

That was because there were two groups targeting one another – the far-right rioters who started the day’s disorder, and the Asian community defending their homes and livelihoods from vandalism and violence.

More than 300 people earlier marched in the town carrying a banner saying: “Tom Jones is Welsh, Axel Rudakubana [the Southport stabbings suspect] isn’t” while chanting “we want our country back” as they made their way through the town centre.

Cars were set alight and windows smashed. Burning wheelie bins were also hurled at officers, leaving the road strewn with smoking rubbish.

David Felton, assistant chief constable of Cleveland Police, said on Sunday night: “The level of violence we have seen today is staggering.

“We know the shocking scenes across Middlesbrough today will have caused alarm amongst communities.

“I want to reassure the people of Teesside that we will continue to identify those involved in these acts of violence and arrest them and put them before the courts.”

Shortly before 1.30am, Cleveland Police said the disorder in Middlesbrough had ended.

The force added: “A policing presence will remain in the town throughout the night and into tomorrow and the coming days.

“The total number of arrests made so far in connection with the incidents today is 43. A full investigation is now under way.”

The lawlessness added to a sense of emergency from the government, with Prime Minister Sir Keir Starmer telling rioters they would regret their “thuggery” in a news conference on Sunday.

He said: “I guarantee you will regret taking part in this disorder, whether directly or those whipping up this action online and then running away themselves.

“This is not a protest, it is organised, violent thuggery and it has no place on our streets or online.”

The Home Office has also announced that mosques will be offered greater protection with new “emergency security” that can be rapidly deployed to respond to violent disorder.

Two hotels attacked in Rotherham and Tamworth

Elsewhere, chairs were hurled at police and windows were smashed as masked anti-immigration rioters broke into a hotel housing asylum seekers in Rotherham, South Yorkshire.

Objects including rocks and long pieces of wood were thrown at the Holiday Inn Express and at police officers who lined up in front of the building as they tried to protect it.

At least 10 officers were injured, including one who was left unconscious. One injured officer in riot gear was carried away by colleagues.

Hotel employees and residents were “terrified”, but no injuries to them were reported.

Assistant Chief Constable Lindsey Butterfield, of South Yorkshire Police, said on Sunday: “Today in Rotherham we have seen our officers attacked and at least 10 injured, significant damage caused and a fire set outside a hotel full of terrified residents and staff.

“The mindless actions of those today have achieved nothing other than sheer destruction and leaving members of the public and the wider community in fear.”

Later, a large group of individuals threw projectiles, smashed windows, started fires and targeted police in an area around another Holiday Inn in Tamworth, Staffordshire.

The hotel also houses asylum seekers.

Members of the public were told to avoid the area and one officer was injured, suffering a suspected broken arm.

Windows of the hotel were smashed, with three petrol bombs used to start fires.

Staffordshire Police said the disorder later ended with the crowd dispersed from outside the Holiday Inn. They appealed for information to help identify people who attacked the hotel and police officers.

A force statement said: “Police officers were faced with being attacked with petrol bombs and fireworks and damage was caused to the hotel by protesters, with the lives of residents inside put at risk. Fortunately, no one inside was injured.”

Assistant Chief Constable Stuart Ellison added: “The senseless violence and acts of despicable thuggery in Tamworth tonight are completely inexcusable. The local community do not deserve to be subject to this behaviour, and neither do the brave officers putting themselves in harm’s way to keep everyone safe.” (Sky News)

The England cricket team could be preparing an IPL reunion as they aim to shake things up in the coaching department. 

With reports stating that present white-ball head coach Matthew Mott will depart next week, England are looking to add another star name to their coaching unit. 

Despite a disappointing 2023 ODI World Cup, and failing to reach the final of the 2024 T20 World Cup, England are reportedly set to stick with Jos Buttler as captain. 

However, Buttler’s boss at Rajasthan Royals, Kumar Sangakkara, is reportedly a candidate for the head coach role.

As per a report by The Telegraph UK, Sangakkara could be one of the favourites to replace Mott in charge of England’s white-ball outfits. Sangakkara has been the Director of Cricket for Rajasthan Royals since January 2021, a period in which the franchise has even reached the IPL final.

Buttler has grown into a pivotal player under Sangakkara’s directorship at the Royals, and could form a familiar bond with him at the helm of the England cricket team.

Apart from Sangakkara, former Australia batsman Michael Hussey and Afghanistan head coach and former England batsman Jonathan Trott have been reported to be candidates.

Trott has led Afghanistan to many heights in his one-and-a-half-year tenure as head coach, including sixth place in the 2023 ODI World Cup and the 2024 T20 World Cup semis. 

On the other hand, Hussey is already familiar with the English dressing room, having serves as their batting coach between 2022 and 2023.

The report also states that former England all-rounder Andrew Flintoff is unlikely to remain in the race for the head coach role.

Two children have been killed and nine injured in a knife rampage targeting a Taylor Swift-themed dance class in a town in northern England on Monday, with a teenage suspect arrested over an attack one witness described as a “horror movie”.

Merseyside Police’s Chief Constable Serena Kennedy said six of the injured children are in critical condition and the attack also left two adults in critical condition.

Kennedy said that the police understands the attacker walked into the premises armed with a knife and started to attack the children.

“We believe that the adults who were injured were bravely trying to protect the children who were being attacked,” she said at a news conference on Monday evening.

Merseyside Police said it received reports of a stabbing in Southport, north of Liverpool. Emergency services were called to a “major incident” in the town at around 11:50 a.m. local time (6:50aET). A 17-year-old boy was arrested at the scene on “suspicion of murder and attempted murder.”

“The investigation is in its early stages and the motivation for the incident remains unclear. However Counterterrorism Police Northwest have offered their support,” Kennedy said.

In its ongoing efforts to speed up the pace of play in international cricket, the International Cricket Council (ICC) has introduced a stop clock, on a trial basis, in Full Member Men’s ODI and T20I matches (approximately 59 fixtures) between December 2023 and April 2024.

The trial will start with the first T20I match between the West Indies and England on 12 December in Barbados.

The stop clock will restrict the amount of time taken between overs, meaning that the bowling team will need to be ready to bowl the first ball of their next over within 60 seconds of the previous over being completed. Failure to do so for the third time in an innings (following two warnings) will result in a five-run penalty being imposed against the fielding team.

Harry Brook has hit out at “keyboard warriors” while explaining his decision to leave social media.

The England batsman scored a maiden IPL century in April, having joined Sunrisers Hyderabad ahead of the 2023 season. However, amid inconsistent form for his new team, the 24-year-old has been subject to trolling from a number of cricket fans.

Brook has enjoyed a fast start to life as a test cricketer, hitting four centuries in less than a year in the red ball game. That hasn’t stopped some criticising him from behind a screen, though, and he has opened up on the experience.

The England star endured a tough start to the IPL season. He hit 13, 3 and 13 again in his first three outings, with Sunrisers only winning one of the three games.

Things changed in a big way in their fourth game, though, as Brook bagged his first IPL century against Kolkata Knight Riders. Reflecting on that achievement, he told ESPN Cricinfo he was happy to be able to “shut up” his critics.

“It’s one of the hardest bits,” Brook added. “When you’ve got nothing to do, you’re in the hotel, and you don’t really get out and about as much as at home, you do find yourself on your phone a lot.

“Things pop up, but it’s keyboard warriors at their finest – it’s pointless,” he continued. “I’ve gone off it [social media] for now. Hopefully that makes a difference.”

Sunrisers missed out on qualification for the playoffs last season, prompting a recruitment drive which brought Brook to the franchise along with a number of others including fellow England man Adil Rashid. Play-off qualification could be a challenge again this time, though, after three wins and six losses in the first nine games.

Brook hasn’t been able to add to that century in the games since. His old coach Martin Speight, however, recently spoke of how the batsman’s game has improved after working on his technique.

“By putting a trigger in, it loaded his core up ready to move and helped to align his body properly so that his bat could come down in a straight path,” Speight told Cricinfo in March. “He realised that if his head was in the right position and his trigger was right, he shouldn’t miss it, and that’s still the basis of his game.
