The Indian army said its soldiers exchanged fire with the Pakistani army overnight along the de facto border in Kashmir.

Small arms and artillery fire were both in use. This comes as the two neighboring countries saw their worst violence in two decades after India launched missile strikes on Pakistan.

At least 43 deaths have been reported by both countries since the military escalation between them on Wednesday, with Islamabad saying that 31 civilians had been killed by India’s missiles and New Delhi reporting 13 casualties.

Meanwhile, Pakistan said it shot down 12 drones shot by India overnight, with one civilian being killed and multiple soldiers being wounded as a result of one of the drones. 

According to Pakistan’s military spokesman Ahmed Sharif Chaudhry, the attack was “another act of aggression” by India.

The country’s civil aviation authority said three of the country’s airports will remain closed until 18:00 local time (1300 GMT). That included the airport for the Pakistani capital, Islamabad.

The airports in Karachi and Lahore will also be shut until the early evening. (DW)

Six days after Pakistan decided to shut its airspace to all flights owned and operated by Indian carriers, New Delhi has announced a reciprocal move by shutting down its airspace to all Pakistan-owned and operated planes.

Both India and Pakistan have now blocked each other’s airlines over their airspace till 11:59 pm UTC on May 23 (5:29 am IST on May 24). These may be revised closer to that date. 

A NOTAM or Notice to Air Missions was released by New Delhi, which read, “Indian airspace not available to Pakistan-registered aircraft and aircraft operated or leased by Pakistan airlines. These include military flights.”

The move comes amid escalating tensions between India and Pakistan in the wake of the horrific terror attack in Jammu and Kashmir’s Pahalgam in which 26 tourists were gunned down by terrorists with links to Pakistan. The terror attack was religiously motivated and came days after an inflammatory speech by Pakistan’s army chief General Asim Munir.

With its already-strained ties deteriorating further and at a time when Pakistan is fearing military action by India, flights from Pakistan were in any case avoiding Indian airspace. But with an official announcement by India, its flights shall not be permitted even if they wish to. 

Flights from Pakistan, which are scheduled for destinations in Southeast Asia and Oceania, will now have to circumnavigate India. This will put an immense burden on the already cash-strapped Pakistani carriers, while also increasing travel time considerably.

While India has taken a number of diplomatically-punitive measures, including putting the Indus Waters Treaty in “abeyance”, declaring Pakistani military diplomatic staff at its High Commission as “persona non grata”, closing all its border posts, and cancelling all visas given to Pakistani nationals, Islamabad too has taken some measures, like suspending all trade, closing its airspace to Indian airlines, and citing rights to suspend “all bilateral pacts, including the Simla Agreement”.

Pakistan is worried about an imminent military offensive by India, which has vowed to take action against those responsible for the terror attack in Kashmir’s Pahalgam. India has pledged to go to the “ends of the Earth” to find terrorists and their backers and punish them “beyond their imagination”. (NDTV)

Pakistan’s minister for information and broadcasting says Islamabad has “credible intelligence” that India intends to launch a military strike within the next 24 to 36 hours, as tensions between the two countries escalate following a deadly attack in Indian-administered Kashmir.

In a social media post early on Wednesday, Attaullah Tarar accused India of using last week’s attack in Pahalgam, which killed 26 tourists, “as a false pretext” to potentially strike Pakistan.

The minister did not provide any concrete information to back up his claim, and the Indian government did not immediately comment publicly on the allegations.

“Any act of aggression will be met with a decisive response. India will be fully responsible for any serious consequences in the region,” Tarar said in the post on X.

Pakistani Minister of Defence Khawaja Muhammad Asif also told the Reuters news agency on Monday that a military incursion by India was “imminent”.

Islamabad is on high alert but will only use its nuclear weapons if “there is a direct threat to our existence”, Asif said.

India’s Ministry of External Affairs did not immediately respond to a request for comment from the Reuters news agency on the latest remarks from Tarar.

Tensions between the two countries have been rising after India said there were Pakistani elements linked to the attack on April 22 in the mountain resort of Pahalgam.

It was the deadliest attack on tourists in Indian-administered Kashmir in more than two decades, and Indian Prime Minister Narendra Modi has promised to pursue the attackers.

A statement issued in the name of The Resistance Front (TRF), which is believed to be an offshoot of the Pakistani-based Lashkar-e-Taiba, claimed responsibility for the attack.

But Islamabad has denied any role in what happened and called for a neutral investigation.

After the attack, the neighbours unleashed a raft of diplomatic measures against each other, including visa revocations and the closure of Pakistani airspace to Indian airlines.

India also suspended its participation in the Indus Waters Treaty, which regulates water-sharing from the Indus River and its tributaries between the two countries.

The move spurred protests in Pakistan, and the Pakistani government has said it is preparing legal action over New Delhi’s decision.

Fire also has been exchanged along the Line of Control (LoC), the 740km (460-mile) de-facto border separating Indian- and Pakistani-controlled areas of Kashmir, prompting international calls to de-escalate tensions.

On Tuesday, the United States urged the two countries to work towards a “responsible solution”.

“We are reaching out to both parties, and telling … them to not escalate the situation,” a Department of State spokesperson told reporters, quoting a statement by Secretary of State Marco Rubio.

The spokesperson added that Rubio would speak to the foreign ministers of India and Pakistan on Tuesday or Wednesday and encouraged other foreign ministers to do the same.

The United Nations also said Secretary-General Antonio Guterres spoke with Pakistani Prime Minister Shehbaz Sharif and Indian Minister of External Affairs Subrahmanyam Jaishankar and “underscored the need to avoid a confrontation that could result in tragic consequences”. (Al Jazeera)

Top Lashkar-e-Taiba commander Altaf Lalli was killed in an encounter with security forces in Jammu and Kashmir’s Bandipora, days after the 22 April terror attack in Pahalgam, India that left 26 people dead, India Today reported.

The action is part of a wider security operation targeting LeT operatives suspected to be linked to the attack.

Acting on specific intelligence, the Indian Army and J&K Police launched a joint operation in Bandipora on Friday (25 April) morning.

Contact was established with terrorists, resulting in an exchange of fire.

Earlier, it was reported that one of the terrorists was injured in the initial phase of the encounter. Two police personnel, part of a senior officer’s security detail, also sustained injuries during the operation.

Meanwhile, Army Chief General Upendra Dwivedi also arrived in Srinagar and was briefed on the Bandipora encounter.

He is set to conduct a security review and assess the ongoing operations against LeT terrorists linked to the Pahalgam terror attack.

Earlier in the day, security forces and J&K authorities demolished the homes of two terrorists suspected to be linked to the Pahalgam attack.

Pakistan’s National Security Committee (NSC) has announced countermeasures to India’s punitive measures against Pakistan following the devastating Pahalgam attack in India-administered Kashmir this week.

The statement released by the office of Pakistani PM Shehbaz Sharif goes on to announce countermeasures against India and to further denounce some of India’s moves in recent days.

Here is what the statement says about actions Pakistan will take:

“Pakistan vehemently rejects the Indian announcement to hold the Indus Waters Treaty in abeyance. … Any attempt to stop or divert the flow of water belonging to Pakistan as per the Indus Waters Treaty … will be considered as an Act of War and responded with full force.”

“Pakistan shall exercise the right to hold all bilateral agreements with India including but not limited to Simla Agreement in abeyance, till India desists from its manifested behaviour of fomenting terrorism inside Pakistan; trans-national killings; and non-adherence to international law and UN Resolutions on Kashmir.”

“Pakistan shall close down the Wagah Border Post, with immediate effect. All cross-border transit from India through this route shall be suspended, without exception.”

“Pakistan suspends all visas under SAARC Visa Exemption Scheme (SVES) issued to Indian nationals. … ndian nationals currently in Pakistan under SVES are instructed to exit within 48 hours, less Sikh pilgrims”.

Pakistan declares the Indian Defence, Naval and Air Advisors in Islamabad persona non grata.

The strength of the Indian High Commission in Islamabad will be reduced to 30 diplomats and staff members, with effect from 30 April 2025.

“Pakistan’s airspace will be closed with immediate effect for all Indian owned or Indian operated airlines. … All trade with India, including to and from any third country through Pakistan, is suspended forthwith,” the NSC statement said. 

The countermeasures were announced following a National Security Committee (NSC) meeting held in Islamabad as Pakistan today.  

The meeting was held against the backdrop of the Indian Prime Minister Narendra Modi-led government’s decision to suspend the Indus Water Treaty and ban the entry of Pakistani nationals after 26 people lost their lives in the Pahalgam attack. 

The announcement, made by the Ministry of External Affairs (MEA), laid out five measures that New Delhi has termed as “a decisive response to cross-border terrorism”.

What are the five measures?

As we wait for Pakistan’s official response to the matter, here are the five measures New Delhi introduced following the Pahalgam attack:

• The Indus Waters Treaty of 1960 will be held in abeyance with immediate effect until Pakistan credibly and irrevocably abjures its support for cross-border terrorism.
• The Integrated Check Post Attari will be closed with immediate effect.
• Pakistani nationals will not be permitted to travel to India under the SAARC Visa Exemption Scheme (SVES) visas. Any SVES visas issued in the past to Pakistani nationals are deemed cancelled. Any Pakistani national currently in India under an SVES visa has 48 hours to leave India.
• The Defence/Military, Naval and Air Advisors in the Pakistani High Commission in New Delhi are declared Persona Non Grata. India will be withdrawing its own Defence/Navy/Air Advisors from the Indian High Commission in Islamabad.

The Jammu and Kashmir Police on Thursday released sketches of three individuals suspected to be involved in the recent terrorist attack in Pahalgam, in which 26 civilians were killed. 

The police have identified two of the suspects as Pakistani nationals and have announced a reward of Rs 20 lakh for credible information leading to their arrest.

According to the notices made public by the Anantnag police, the suspects are: Hashim Musa alias Suleman, a citizen of Pakistan, Ali Bhai alias Talha Bhai, also a citizen of Pakistan and Abdul Hussain Thokar, a resident of Anantnag district in Jammu and Kashmir. All three are believed to be members of the Pakistan-based terror group Lashkar-e-Taiba.

The attack, which took place in Baisaran near Pahalgam on Tuesday, claimed the lives of 25 Indian nationals and one Nepali citizen. It is one of the deadliest assaults on civilians in the region in recent years.

In response to the attack, Prime Minister Narendra Modi delivered a strongly worded statement today during a public address in Bihar. In his first remarks since the incident, PM Modi said, “India will identify, track and punish every terrorist and their backers. We will pursue them to the ends of the earth. India’s resolve will not falter. Terrorism will not go unpunished.” 

The Cabinet Committee on Security (CCS), chaired by Prime Minister Modi, held an emergency meeting yesterday and announced a set of five retaliatory measures against Pakistan.

Foreign Secretary Vikram Misri, briefing the media yesterday evening, announced that both Indian and Pakistani high commissions will reduce their staff strength from 55 to 30, effective from 1 May. Military, naval and air advisors in the Pakistani High Commission in New Delhi have been declared persona non grata and must leave within a week. India will similarly withdraw its advisors from Islamabad.

Pakistani nationals will no longer be permitted to travel to India under the SAARC Visa Exemption Scheme. All existing visas under this scheme are cancelled, and current holders must leave India within 48 hours. The only land border crossing between India and Pakistan is now shut. Pakistani citizens who crossed into India via Attari with valid permissions must return before 1 May.

India has also put the 1960 agreement in abeyance until Pakistan ceases support for terrorism. (NDTV)

Questions have been raised in the Jammu and Kashmir Legislative Assembly regarding the allotment of land to former Sri Lankan cricketer Muttiah Muralitharan’s company, Ceylon Beverages.

The Jammu and Kashmir government found itself in a contentious situation on Saturday following allegations of a 25-acre free land allotment to Sri Lankan cricketer Muttiah Muralitharan’s company, Ceylon Beverages.

The company plans to establish an aluminium can manufacturing and beverages filling unit in the Bhagthali industrial estate in Kathua district adjoining Punjab, with an investment of ₹1,642 crore.

The issue came to light after CPM MLA Mohammad Yousuf Tarigami raised a question in the Legislative Assembly, seeking clarity on the land deal. However, Agriculture Minister Javaid Ahmad Dar feigned ignorance when questioned, admitting that he had no knowledge of the land allotment to Muralitharan’s company.

The controversy centers on the fact that the 25 acres of land were reportedly allocated to Ceylon Beverages free of charge as part of Jammu and Kashmir industrial policy, introduced after the abrogation of Article 370. The land allotment has sparked concerns among locals, especially those claiming that they had proprietary rights over the land and were allegedly evicted to make way for the project.

Muralitharan’s company already operates a plant in Karnataka and now seeks to expand into Jammu and Kashmir. The lease for the land was reportedly signed on June 14 last year. According to the company’s online profile, Ceylon Beverages is Sri Lanka’s largest beverage processing, filling, and exporting entity, providing contract filling services to major international clients like Coca-Cola and Nestle.

J&K industrial policy, which was launched on April 1, 2021, offers incentives like subsidies on capital investment, GST rebates on plant and machinery purchases, and financial assistance for working capital loans. This policy aims to attract large-scale investments and create jobs within the region.

Since its inception, the UT administration has received interest from a range of companies, including Dubai-based Emaar Group and India’s Kandhari Beverages Pvt Ltd, with proposed investments worth over ₹1.23 lakh crore.

Kathua district, due to its proximity to Punjab and Himachal Pradesh, has become a focal point for many industrial projects.

Tarigami brought up the issue during a discussion on satellite townships being developed across the Union Territory. “What are these townships about? Who will be residing there? A Sri Lankan cricketer has been allotted land without being charged a paisa,” he remarked.

Congress MLA Ghulam Ahmed Mir echoed Tarigami’s concerns, calling the situation a “serious issue” that warranted a thorough discussion in the Assembly.

Responding to the concerns of the legislators, Agriculture Minister Javaid Ahmad Dar acknowledged the matter but said it falls under the Revenue Department’s jurisdiction. “We will look into the matter to verify the facts,” he said.

This is not the first time since the abrogation of Article 370 that questions have been raised regarding land allotments in Jammu and Kashmir. However, the involvement of a high-profile foreign figure like Muralitharan has added a new layer of complexity to the ongoing debate.

In Pakistan-occupied Jammu and Kashmir (PoJK), tensions are escalating as the region’s “illegal” government seeks to undermine the fundamental rights of its citizens through a contentious “presidential” ordinance. This ordinance imposes strict penalties on what it deems ‘illegal’ public gatherings, rallies, and protests in PoJK. It closely resembles the Public Order and Peaceful Assembly Act of 2024, which the federal government introduced in Islamabad last September. Both pieces of legislation grant the authorities extensive powers to approve or deny permits for public assemblies and enforce severe penalties for violations. Due to this stringent law, considerable unrest has erupted in PoJK, leading to a nearly complete wheel-jam and shutter-down strike throughout the region. Recent months have witnessed numerous protests, reflecting a growing resistance against the unlawful Pakistani governance in PoJK.

The ongoing protests are led by the Jammu Kashmir Joint Awami Action Committee (JKJAAC), a coalition of civil society activists advocating for rights in PoJK. Local citizens are coming out in large numbers to reject the draconian ordinance, which the PoJK Supreme Court has reportedly annulled. However, the organizing committee does not trust the Court’s ruling and demands the complete repeal of the law. The PoJK administration has dismissed the key demands of JKJAAC and warned of strict actions against the civilians. The unrest in PoJK followed a call for protests from some groups against the “Peaceful Assembly and Public Order Ordinance 2024,” which was promulgated on October 29 and continued into November.

On November 22, at least 30 people were injured in clashes between police and protesters in the southern town of Kotli in PoJK. Protests also occurred in Rawalakot, led by local factions of the Jammu Kashmir Liberation Front (JKLF), the National Awami Party (NAP), and the National Students Federation (NSF). Demonstrators burned copies of the ordinance, prompting police to file complaints against 25 individuals and 200 unidentified people. Four individuals were arrested during these peaceful protests. The Pakistani government did not foresee such a significant response from local groups and residents of PoJK regarding the draconian ordinance.

Tahira Toqeer, a leader of the JKLF, accused police of using unwarranted excessive force. Officers discharged tear gas into shops where people sought safety and initiated a harsh baton charge, with videos circulating on social media. Some protesters claimed online that police had set vehicles on fire at the Public Works Department (PWD) Rest House to “frame” demonstrators. Interestingly, Pakistan’s mainstream media has largely ignored the ongoing protests in PoJK. However, social media showcases numerous videos and images of the strike, indicating widespread public anger. The local administration is now advocating for serious legal action against the protesters, while the JKJAAC intends to amplify the civilian movement until the ordinance is repealed. While strike supporters echoed the cabinet’s view, others noted that the Supreme Court only suspended the ordinance’s enforcement until the case is finally adjudicated, rather than repealing it.

Shaukat Nawaz Mir, a key member of JKJAAC, expressed, “Our initiative is focused on safeguarding the citizens’ fundamental rights in this state, rights that are compromised by this law. A peaceful strike will send a strong and unambiguous message about the people’s dedication to civil liberties.” He also claimed that the PoJK government plans to withdraw the benefits on electricity and wheat. Earlier this year, the region witnessed violent protests against rising electricity costs and reductions in subsidies for essential food items like wheat.

The Pakistani government has been illegally exploiting PoJK’s natural resources, specifically water and electricity, directing them towards projects under the China-Pakistan Economic Corridor (CPEC). Experts believe that China uses Pakistan-occupied Gilgit-Baltistan (PoGB) and PoJK as part of a wider geopolitical strategy. Over the years, Beijing has cultivated a lopsided economic and trade dependence on Islamabad. Many Chinese companies are also building dams and major infrastructure projects in PoGB and PoJK, which has greatly impacted the local communities, who are facing a severe unemployment crisis in the occupied territories.

Many Kashmiri human rights activists have expressed serious concerns about the ongoing human rights abuses in PoJK. Reports indicate that activists involved in the May protests—demanding lower electricity bills and the restoration of subsidies for essential items like flour—were systematically targeted by Pakistani authorities. Moreover, incidents of enforced disappearances have sharply increased in PoJK. The abduction of family members, activists, and locals has driven people to protest in the streets. One notable case involved Raja Mudassir, a resident of PoJK, who was kidnapped by Pakistani security agencies during Ramadan, with his whereabouts still unknown. This incident sparked significant protests throughout various parts of the occupied region. In light of the recent civilian unrest, local organizations have warned that they will escalate their protests by blocking access to the occupied region from neighboring provinces such as Khyber Pakhtunkhwa and Punjab.

The PoJK people feel strongly about the measures taken to control their liberties, and the strike’s success suggests a larger confrontation may be brewing. One organizer stated, “Our campaign is for the fundamental rights of the citizens of this state, which this law compromises. A peaceful strike will send a loud and clear message about the people’s commitment to civil liberties.” It should be noted that JKJAAC also held large protests earlier this year, ultimately forcing the local PoJK administration to accede to its demands. Pakistan’s military establishment is concerned that their attempts to exert control over the occupied territory forcefully have triggered strong responses from the local population.

One JKJAAC member accused the local administration of “stubbornness” for refusing to release detained activists and repeal the “black law,” claiming these actions are part of a military establishment agenda to create unrest in PoJK. As civil groups plan to expand their movement on the ordinance issue, the likelihood of targeted attacks, false charges, and enforced disappearances of activists by federal agencies in PoJK is increasing. Pakistan-occupied Jammu and Kashmir (PoJK) continues to suffer from severe load-shedding making it difficult for the local populace to lead a normal life. With high electricity bills having become the norm, people are faced with a double whammy.

This situation is compounded by the local administration being unwilling to raise the minimum wages of teachers and professors. Recently, many teachers, professors, staff members and students of public education institutions held a sit-in in Gilgit Baltistan. Teachers and professors alike complained that their minimum wages have not been raised even after serving for many years at public educational institutions. The cost of electricity in Pakistan has doubled in the last three months resulting in widespread anger and protests. In PoJK, the people are even suffering due to heavy taxes on wheat flour and other necessities.

The issue of load-shedding is important as the region faces intense cold during the winter. People have also been facing immense problems due to the irregular supply of electricity. Pamir Times, a popular local newspaper recently stated, “Remote valleys and far-flung areas are also either engulfed in darkness or rely on diesel-generators, lanterns burning Kerosene oil or natural gas, and candles.” Daily Baad-e-Shimal, a local Urdu newspaper, states, “Gilgit-Baltistan is facing the worst electricity crisis, with Gilgit having 20 hours’ load shedding.”

It added, “People are in real trouble as no government since the past 15 years has been able to end this problem, and there are no such hopes in the near future as well.”

A poll conducted by Pamir Times found that 80% of the around 500 respondents said their regions were suffering from up to, or over, 20 hours of load shedding. It adds, “Gilgit-Baltistan has massive potential to generate electricity from the elements of nature, including water, sunlight, and wind. The federal and regional government have failed to utilize any of these resources available in abundance in the region”.  

The newspaper notes that “Successive governments in the region have failed to develop a sustainable mechanism for power generation and distribution in the region. Knee-jerk reactions and populist rhetoric or tactics are often employed to quell the agitating masses, without addressing the deepening crisis, partly exacerbated by promotion of tourism in the region.”  Due to the irregular supply of power, businesses in the region, especially hotels, have been suffering.

One of the major reasons for the power crisis is the limited investment in the region’s power infrastructure. The ageing and poor transmission lines and outdated power generation units further exacerbate the power crisis. Another critical factor is poor management of the existing resources. There is extensive theft of electricity, especially in urban areas, by locals who tamper with the power meters, causing massive power losses. Furthermore, weak law enforcement and a lack of accountability and monitoring by government agencies have also contributed to this situation. Since Gilgit Baltistan is one of the top summer tourist destinations for visitors from Pakistan, the demand for electricity increases yearly. Hotels in the region typically account for the majority of energy consumption. In addition to the hotel and tourism industries, household consumption doubles in the winter, providing the fact that the temperature of this region remains below zero degrees Celsius.

Amidst load shedding and high inflation, when essential commodities have become more expensive than ever before, contractual employees in educational institutions are finding it hard to run their normal livelihoods. Teachers targeted the Gilgit Baltistan Assembly for dropping a ‘bomb of inflation’ and hiking the salaries of ministers and officials to the tune of 600 per cent, while their minimum wages were still frozen in time. Teachers in Gilgit-Baltistan have protested for several reasons, including non-regularisation of jobs, adequate salaries, and non-payment of salaries. Teachers and staff at Karakoram International University have been protesting non-payment of salaries, while private school teachers have protested irregularities in the recruitment process.

Protestors complained that although the order to increase the minimum wage had been passed, they had not received any notification from the finance ministry of Gilgit Baltistan. A resentful protestor, highlighting the apathetic attitude of the administration, said, “The Gilgit Baltistan Finance Ministry has not yet released the notification. We have tried to hold a dialogue with them many times, and they asked us for more time, and we kept the peace, but even after five months the administration has failed to notify us. This is not a big amount; it is not a huge amount.”  

One woman professor who joined the protests said, “Till now they have not given any confirmation. We are running schools and colleges; we are two contingents who are running these institutions. We just forward one representative amongst ourselves, we don’t have a (proper body) to represent our issues which is why we have been left behind. We, ladies, are (protesting), our brothers too are with us, how much they have to bear! We are with them. We will stand and protest alongside them whenever they ask us. If they don’t have a budget for us, they (administrators) should cut down on their needless expenses. These administrators in the assembly have increased their salaries to the tune of 600%, they should cut down on that! They should cut down on their lavishness and immorality! They are dropping the ‘bomb of inflation’ on the poor employees”, said another employee.

Since last year, when people began to protest the high electricity bills, a much larger section of the population has begun to come out on the streets to protest against the administration. Recently, on the call of the Awami Action Committee Gilgit Baltistan, protest meetings were held in the region demanding a proper share in taxes. “The federal government collects the tax on our mountains, tourist points and from the climbers who come here. We don’t get our proper share. The money that comes from the tourism sector also goes to the federal government. Apart from that, the government is getting crores of money from the new NHA toll plaza. We are just demanding our proper share and legal rights,” said Faizan Mir, leader of the Awami Action Committee.

Gilgit Baltistan is part of the illegally occupied territory of PoJK. Ethnic residents there have no representation in governance and policy-making processes. In recent times, there have been massive uprisings against the administration, and it seems that Gilgit Baltistan will witness more such protests considering the current scenario. The protests are widespread across the region and issue-based, the predominant ones being load-shedding, land, taxes and unemployment. Harsh Vardhan Shringla, Chief Coordinator, G20 on Monday said that around 20 million tourists are expected to visit Jammu and Kashmir this year.

Shringla said that the idea is to increase the number of foreign tourists visiting J&K.

His remarks came while addressing a joint press conference on the first day of the third G20 Tourism Working Group Meeting in Srinagar.

“We expect around 20 million tourists to visit Jammu and Kashmir this year. But the idea is to increase the value in terms of eco-tourism, film tourism, and adventure tourism, not only that but also to increase the number of foreign tourists coming to Jammu and Kashmir, and that attention the G20 meeting will bring,” Shringla said.

Meanwhile, G20 Sherpa, Amitabh Kant, who was also present at the press conference, said that India’s G20 presidency came at a time when there is a lot of global turbulence.

“Amid all these crises, India sees the G20 as an opportunity and as Prime Minister Narendra Modi has said that India’s G20 presidency will be inclusive, decisive, and will be action-oriented,” Kant said.

Union Minister Reddy emphasised on private investments in the tourism sector and said that Kashmir cannot become a world tourist destination without it.

“That’s why we want global and domestic investment. We are also encouraging 100 per cent FDI under the leadership of PM Modi, including in Northeastern states and hill states,” Reddy added.

He also said, “Every ministry is taking some responsibility for tourism encouragement and developing infrastructure activity to encourage foreign tourists and domestic tourists. And also Government of India is committed to working with all the G20 countries, innovative countries and all international organizations to promote sustainable tourism and sustainable practice.”

Notably, Srinagar is decked up to host the third Tourism Working Group Meeting of G20 members. Seven countries, including Spain, Singapore, and Mauritius are discussing film tourism in the summer capital of Jammu and Kashmir.

Spain, Singapore, Mauritius, Nigeria, South Africa, Brazil and India are among seven countries to discuss the global perspective of film tourism, as well as, its economic benefits and impact in J&K.

Time and again Pakistan has shown strong discontent at New Delhi’s intention to convene the G20 Tourism Working Group conference in Kashmir.

Rejecting Pakistan’s criticism, India had said G20 meetings are being organized in the entire country and hence it is “natural” to hold meetings in Jammu and Kashmir and Ladakh as “these are inalienable parts of India.”

Pakistan recently slammed India’s decision to host a G20 meeting in Srinagar and parts of Kashmir as an “irresponsible move”.

“G20 meetings are being organized in entire India, in all cities and parts of India. It is therefore natural to hold the meetings in Jammu and Kashmir and Ladakh because these are inalienable parts of India,” Ministry of External Affairs (MEA) Official Spokesperson Arindam Bagchi said during the MEA Weekly Media Briefing.

“That is what I would like to say. The meetings are being held in all parts of India, that is our natural response,” the MEA official spokesperson said.

As of now, the G20 Working group meeting in Jammu and Kashmir will focus on five key priority areas: Green Tourism, Digitalization, Skills, MSMEs and Destination Management.

The meeting aims to strengthen economic growth, preserve cultural heritage and promote sustainable development of the region.

The event will witness the participation of G20 member countries, invited countries, international organizations, and industry stakeholders. (ANI)

China has opposed the holding of a G20 meeting in Kashmir, while Turkey and Saudi Arabia have not registered for the event to be held in Srinagar.

On Friday, Chinese Foreign Ministry spokesperson Wang Wenbin said that “China firmly opposes holding G20 meetings in any form in ‘disputed’ areas and will not attend such meetings.”

India countered the objection by saying it is free to hold meetings on its own territory. It said peace and tranquility on its border is essential for normal ties with China.

The 3rd G20 Tourism Working Group meeting will be held on May 22-24 in Srinagar amid heightened security in the region.

This is the first major international event in Jammu and Kashmir since its special status was scrapped in 2019 and it was bifurcated into two union territories.

Around 60 delegates from G20 countries are expected to attend the meeting in Srinagar. earlier it was expected that over 100 delegates would attend the meet.

Sources say Turkey has decided to stay away from the meeting, and Saudi Arabia has not registered for the event so far.

Srinagar is under an unprecedented security blanket. Marine commandos and National Security Guards (NSG) have been deployed in the region as part of the ground-to-air security cover.

Marines, also known as Marcos, have taken over the security of Dal Lake, around the Sher-e-Kashmir International Convention Centre (SKICC), the venue for the G20 meeting. NSG commandos have been conducting area domination exercises along with police and paramilitary forces. On Thursday, NSG carried out searches at Lal Chowk.

Paramilitary troops were seen entering the houseboats and carrying out searches.

Houseboats are made of wood, including cedar, and have exquisite wood carvings. They represent the culture and age-old tradition of Kashmir.

Officials say the G20 event in Srinagar is to showcase Kashmir’s tourism potential and also send a message to the world that it is an integral part of the country.

The participation of member countries of the world’s most powerful club is seen as an endorsement of India’s stand.

Security forces have inputs that terrorists may try to carry out some major attack to disrupt the G20 event. Massive security operations are being carried out to prevent any such attempt. Army, Border Security Force (BSF), Central Reserve Police Force (CRPF), Sashastra Seema Bal (SSB) and Jammu and Kashmir Police are part of the security grid in the region. (NDTV)

In a major development, the abrogation of Article 370 in Jammu and Kashmir has brought transparency into the region’s financial system and led to the growth in the economy. After August 5, 2019, the move, which saw the special status of J-K being scrapped and the region bifurcated it into two Union Territories, has brought about unprecedented transparency in governance.

Under the new system, the government procurement, recruitment, spending of its resources, taxation or deployment of resources are all available online 24×7, making the entire process more transparent. The reforms have ensured that every rupee spent on the ground is accounted for and that money is going directly to the people, without any intermediaries involved.

The new financial system, which has been introduced in the region during the past three years was unheard of in J-K till 2019. Key reforms introduced by the government in J-K’s financial structure have brought the fiscal system of the Himalayan region at par with any other progressive arrangement across the country.

Implementation of transformative reforms such as Budget Estimation and Allocation Monitoring System (BEAMS), online submission of bills through J-K PaySys, mandatory administrative approvals, technical sanctions and e-tendering, digital payments, GFR, GeM and related measures have brought financial systems in J-K at par with other states and UTs across the country. It is for the first time in the past 70 years that people are able to oversee works being executed on a real-time basis on the “EMPOWERMENT” (Enabling Monitoring and Public Overview of Works being Executed and Resources for Meaningful Transparency) a web portal that hosts all the works being executed in the UT and allows public oversight over all works under execution.

After 2019 the helmsmen have worked hard to promote good governance in financial management. It has been one of the core objectives of the government. The financial system in J-K has become one of the most transparent systems anywhere. Publication of pictorial e-compendiums related to projects completed under Back to Village, District Capex, UT Capex and JKIDFC have led to the citizens remaining aware about the development works taking place in their areas.

Digital payments, major reforms in J-K Bank, publication of important manuals relating to budget and audit, 100 per cent physical verification of works have ensured implementation of projects within the stipulated deadline without cost over-runs. The entire financial set-up of Jammu and Kashmir has been revamped during the past three years. This has led to wiping out corruption at all levels.

The J-K Bank has registered gradual improvement in its productivity per Rs 100 of aggregate earnings. The Bank has been in a position to generate Net Value Added or NVA to the tune of Rs 37.94 (FY 2019-20), Rs 41.39 (FY 2020-21) and Rs 42.88 (FY 2021-22) respectively. Putting a completely new financial setup in place is among the key changes that have taken roots in J-K post scrapping of Article 370, a temporary provision in the Constitution.

In the Financial Year 2022-23 the government completed 92000 works in comparison to 9000 works before 2019. The works that are taking place in the Union Territory are 3-4 times more on the same amount of money and without facing any obstacles. In 2022-23, Panchayats completed 43000 works which was just about 3000 before the new financial system was made operational.

The number of beneficiaries receiving old age and widow pension has increased from 4.5 lakh to 10 lakh from 2019 to 2023. As many as 11.5 lakh beneficiaries have been weeded out from the Consumer Affairs and Public Distribution Department. The money is reaching where it is intended to reach and there is no siphoning of public money due to direct beneficiary transfer and digitisation of services.

The J-K Finance Department has become one of the most vibrant departments in the country. It has achieved financial discipline and saturation of all beneficiary-led schemes. Implementation of centrally sponsored schemes has helped the common man grow and get all the benefits that couldn’t reach him due to Article 370 being in vogue.

According to the officials J-K received Rs 7,655 crore in the year 2021-22 under the centrally sponsored schemes. The amount was increased to Rs 8,938 crore in 2022-23, representing a roughly 15 per cent increase. For the first time since 1947 around Rs 9,000 crore reached the average man in J-K directly through digital transactions.

In the fiscal year 2022-23, 2,63,595 persons were employed in Jammu and Kashmir through various initiatives. Figures vindicate the growth that J-K has witnessed after the Article 370 was read down by the Centre in 2019. The so-called special status was nothing more than a road block which kept the Himalayan region deprived of development and prosperity.

In erstwhile J-K State funds sanctioned by the Centre getting lapsed was a routine. Politicians, who ruled J-K, didn’t exhibit the will to fill in the voids and bring people close to the system by implementing the schemes that could have helped common residents build their lives and address uncertainties. The old financial system of the Himalayan region had outlived its utility. Article 370 was the root cause of J-K remaining backward and not scaling the heights that it should have after 1947.

For Kashmir-based leaders, J-K was an “issue” that needed to be resolved. They had created a notion that J-K’s economy cannot blossom till Pakistan and the terrorists sponsored by it are taken on board. Prime Minister Narendra Modi led government did a big favour to the people of J-K by ending the 70-year-long status-quo. The historic decision to merge the Himalayan region completely with the Union of India led to everything, including the financial system of J-K, falling in place.

The Board recommended plan proposals worth Rs 1669 crore for the financial year 2023-24 for the Union Territory of Jammu and Kashmir under Samagra Shiksha.

The meeting, which was held online for plan approvals for the year 2023-24, was attended by Principal Secretary, School Education, Alok Kumar, Joint Secretaries of DoSEL, Srija (Economic Advisor) and Vipan Kumar (JS), Director Finance, Shobit and officers from J&K administration including Director SCERT, Prakshit Manhas, Project Director Samagra Shiksha, Deep Raj, Director School Education, Jammu, Ashok Sharma, Director School Education, Kashmir, Tassaduq Hussain, Special Secretary, Kanta Devi and Joint Director Planning, Parshotam Kumar besides other concerned stakeholders.

During the meeting, Secretary DoSEL, complimented the UT government for registering a substantial increase in Gross Enrolment Ratio at the Secondary and Senior Secondary level for the past 3 years.

While speaking on the occasion, Alok Kumar said that J&K is witnessing tremendous improvement in every sphere of growth and development in recent years. He said that this year’s it is the largest-ever budget recommended in the PAB meeting for various interventions since 2018-19. The visit of the Group of 20 countries to Kashmir is like reentering paradise, which was hit by terrorism and was put under political and economic deadlock. Therefore, the presence of the G-20 can inspire people to move forward.

Given Pakistan’s over-obsession with Kashmir, its vociferous objection to India hosting a G-20 event in this Union Territory (UT) shouldn’t come as any surprise as it has been raising this issue at every forum irrespective of its relevance to the agenda under discussion. Even though its rhetoric goes unheard and at times even ends in embarrassment, Islamabad still refuses to accept the fact that its Kashmir narrative virtually has no takers.

The state of Jammu and Kashmir in India has suffered from multifaceted problems over the last few decades. However, India has taken various initiatives in combating terrorism and has successfully defeated its old rivalries. It has shut all doors of violence and transformed Kashmir into a global hub of tourism, as well as an international economic corridor by inviting international economic summits. The once turbulent state of India has finally choked off the oxygen to terrorism and separatism.

Now that it has raised objections to New Delhi holding a G-20 event held in Kashmir, the obvious question that arises is whether Pakistan is in a position to prevent India from holding G-20-related events and the summit later this year? Even an amateur will tell you that the current situation and developments taking place across the border suggests a definite ‘No’ and the reason is simple. One, despite Islamabad’s claim of J&K being ‘disputed territory’, the UN and International community rightly accepts J&K is an integral part of India.

Kashmir has remained a strategically pivotal region for Pakistan, but the practice of highlighting human rights violations through the induction of infiltration, terrorism, and separatism in the region has come to an end. There was a time when life was completely paralyzed, with schools and businesses shut for months on end. However, the wounded paradise is now hailing from Asia’s beautiful Dal Lake, the fragrance of tulip gardens, and showcasing paradise to tourists from around the world, generating business, boosting the economy, and energizing school children in a peaceful and joyful environment. It is a fact that people are fed up with the violence instigated by Pakistan-backed groups in Kashmir, and they are embracing peace more and more each day.

Two, Islamabad lacks diplomatic leverage to muster any worthwhile support for its Kashmir stance, or dissuade G-20 member nations from attending meetings in J&K. It failed to get the international community to force New Delhi to restore Article 370 and while Organisation of Islamic Conference (OIC) may issue some statements vaguely supporting Pakistan, all its members (except Pakistan) have maintained extremely cordial relations with India. UAE has even signed MoUs with the J & K Government for several infrastructural development projects running into millions of dollars.    

Thirdly, a bankrupt Pakistan cannot use the financial grant or aid ‘carrot’ to beguile poor nations into toeing its line on this issue and creating a pressure group capable of forcing New Delhi to shift the venue of the G-20 events from Kashmir. Pakistan’s financial condition is so fragile that Prime Minister Shehbaz Sharif has himself admitted that “Today, when we go to any friendly country or make a phone call, they think that we have come [to them] to beg for money.”

Lastly, the international community would be well aware of the miserable conditions in Pakistan occupied Kashmir (PoK) as videos of its desperate residents scrambling for rations and protesting against non-availability of essential commodities have gone viral on social media. In contrast, the absence of public protests and stone pelting by unruly mobs in Kashmir Valley is a clear indicator that the locals are happy and content with measures taken by the authorities to ensure their well-being.

Pakistan had been prognosing a doomsday scenario in J&K after Article 370 abrogation. While former Prime Minister Imran Khan predicted a “blood bath”, by saying that “Pakistan will exercise all possible options to counter the illegal steps,” Pakistan’s Foreign Office hinted at the possibility of Islamabad considering military action. This veiled threat was reinforced by the then Pakistan army chief Gen Qamar Javed Bajwa who announced that the Pakistan army would go to “any extent” to support separatist activities in Kashmir.

Hence, holding G-20 related events in J&K is a great opportunity for New Delhi to unambiguously reiterate once again that J&K is, and will always remain, an integral part of the Indian Union. It will facilitate showing the delegates that Kashmir Valley’s Muslim majority population takes immense pride in being Indians. This will expose Islamabad’s brazen lies that Kashmiris are being religiously persecuted and marginalised in the UT of J&K.

Holding G-20 events in Kashmir Valley will effectively debunk Pakistan’s false propaganda that its Muslim majority is impoverished because of institutionalised neglect and under siege due to a host of curbs and restrictions. By interacting with locals, G-20 delegates are able to get a first-hand account of the prevailing situation here for themselves, and perhaps this is why Islamabad is so nervous about G-20 events being hosted by J&K.

Under New Delhi’s chairmanship, 56 meetings of G-20 will be held across the entire length and breadth of the country from “Kashmir in the north to Kanyakumari in the south”, and will cover all 28 states of India. Being the world’s main platform for economic cooperation, G-20 has an extremely great responsibility in shaping and improving global governance and architecture on all major international economic challenges.

Hence, despite Islamabad’s frantic efforts, G-20 members will neither have the time or inclination to humour Pakistan by digressing from its hectic agenda by the Kashmir issue. In any case, since the UN has categorically decreed that Kashmir is a bilateral issue between India and Pakistan which requires to be mutually resolved between the two without any external interference, Islamabad’s latest attempt to internationalise the Kashmir issue in the most puerile manner is bound to end in yet another humongous embarrassment! India tore into Pakistan after its UN envoy raised the Kashmir issue here, saying no amount of rhetoric and propaganda can change the fact that the Union Territories of Jammu and Kashmir and Ladakh are and will always be an “inalienable” part of the country.

Counsellor in India’s Permanent Mission to the UN Pratik Mathur’s remarks came after Pakistan’s Permanent Representative at the UN Munir Akram spoke about Jammu and Kashmir in his statement at the UNGA meeting.

“The Union Territories of Jammu and Kashmir and Ladakh were, are and will always be an integral and inalienable part of India. No amount of misinformation, rhetoric or propaganda from any country can change that fact,” Mathur said at the UN General Assembly plenary on ‘Use of the veto’ on Wednesday.

Pakistan consistently rakes up the issue of Jammu and Kashmir at various UN platforms, irrespective of the agenda and topic of discussion at the meetings.

New Delhi has repeatedly emphasised that Jammu and Kashmir and Ladakh were, are and will always be an integral and inalienable part of India. (PTI)
