The appointments of three chairmen of state-owned institutions were approved by the Parliamentary Committee on High Posts yesterday (26).

The appointments approved by the committee are as follows;

• Dr. D.B.P.H. Dissabandara – Chairman of the Securities and Exchange Commission of Sri Lanka
• M.D.C.A. Perera – Chairman of the National Lotteries Board
• Eng. P.V.A. Hemalal – Chairman of Kahatagaha Graphite Lanka Limited 

The meeting was chaired by Prime Minister Harini Amarasuriya, and a group of committee members participated in this meeting. (Newswire)

Over Rs. 662,758,638.00 was officially handed over by the National Lotteries Board Chairman, M.D.C.A. Perera, to the Deputy Minister of Finance, Anil Jayantha Fernando, today (03).  

In 2025, the National Lotteries Board recorded 38 grand prize winners and awarded Sri Lanka’s largest-ever lottery prize of Rs. 470 million through the Mega Power Lottery.

A portion of the daily lottery income is regularly allocated, both monthly and annually, to the Consolidated Fund, the Ministry of Agriculture, the Ministry of Health, the Ranaviru Service Fund, the Social Services Fund, the Sports Fund, the Shrama Vasana Fund, and the National Kidney Fund.

In September 2025, Rs. 508 million from other lottery revenues was contributed to the Consolidated Fund.

In November 2025, Rs. 150 million in dividends from annual lottery profits was also transferred to the Consolidated Fund.

Additionally, Rs. 4.2 million from the Friday draw of the NLB Jaya Lottery in September 2025 was allocated to the National Kidney Fund.

The National Lotteries Board (NLB) has disclosed that several lottery sales agents have been appointed through political influence, hinting at the involvement of current and former Parliamentarians. 

Addressing the media, NLB Chairman M.D.C.A. Perera revealed that it has been found that the politically appointed agents have failed to remit millions of rupees owed to the Board for years.

He said several district agents have been selling tickets for the National Lotteries Board, with some having not paid their dues for over five years. 

“One such agent is Lakisha Tharangika Rajapaksha, appointed in 2016 on the recommendation of then Education Minister Akila Viraj Kariyawasam. She owes Rs. 9.8 million since 2019/20. When looking into why no action had been taken, investigations revealed she is a close relative of the former minister, confirmed through her marriage certificate. Another agent, Disanayaka Mudiyanselage Geetha Nandani, owes Rs. 2.1 million since 2019. Her application listed the email address of MP Hesha Vithanage, and her marriage certificate confirmed she is his wife,” the NLB Chairman said.

The Fort Magistrate’s Court today further remanded former National Lotteries Board Director, Thusitha Halloluwa, until 06 June over the alleged misuse of state property.

He was remanded based on investigations into a case filed over the alleged misuse of state property during his tenure as the Acting Director of the National Lotteries Board.

Reports state that the accusations concern the alleged misuse of a computer and a mobile phone valued at over Rs. 470,000. (Newswire)

The Development Lotteries Board (DLB) has increased its contributions to the President’s Fund and the government after achieving its highest-ever profit in its 40-year history. 

According to the President’s Media Division (PMD), this marked a significant milestone as the DLB recorded a profit margin of 32% for the fiscal year 2022-2023, double the previous year’s figure.

Consequently, contributions to both the President’s Fund and the government saw notable increases, with a 13% rise for the former, surpassing the target, and a 6% increase for the latter. 

Chairman and CEO of the Development Lotteries Board, Ajith Gunaratne Narangala attributed this success to strategic measures aimed at mitigating the country’s economic challenges, with special guidance from President Ranil Wickremesinghe, who also serves as the Minister of Finance.

The chairman mentioned that measures have been implemented to boost the prize money for both regular and newly introduced special lottery tickets of the Development Lotteries Board. 

Additionally, the board has initiated the introduction of lottery tickets via digital technology, aiming to provide consumers in the country with a novel experience.
