The Sri Lankan government is moving forward with plans to establish a national network of daycare and therapy centres for children with autism spectrum disorder (ASD) and other neurodevelopmental conditions. 

Secretary to the President Dr. Nandika Sanath Kumanayake has directed officials to prepare a detailed concept proposal within two weeks, following discussions held yesterday at the Presidential Secretariat. 

The President’s Office states this initiative, championed by President Anura Kumara Disanayake, aims to create a coordinated system involving multiple ministries and government departments, with the Presidential Secretariat overseeing implementation.  

The programme will utilise a Rs 250 million allocation from this year’s budget, channelled through the Ministry of Women and Child Affairs to district-level administrators. Key aspects of the plan include developing specialised human resources, creating a scientifically validated care model and establishing clear operational guidelines. 

During yesterday’s meeting, officials emphasised the need for an integrated approach that brings together healthcare providers, social services and education specialists to ensure comprehensive support for affected children and their families.  

Senior government figures attending the planning session included Kapila Janaka Bandara, Senior Additional Secretary to the President, K.D.R. Olga Secretary to the Ministry of Women and Child Affairs, Sampath Manthrinayake, Secretary, Ministry of Rural Development, Social Security & Community Infrastructure,   H.A. Fort Magistrate Nilupuli Lankapura has ordered the Criminal Investigations Department (CID) to conduct a comprehensive probe and present facts to the court related to the misplacement of items worth Rs. 162 million from the President’s Media Unit in the past.

The order was issued yesterday after the CID had informed the court that it had launched a probe based on a complaint filed in this regard and that it would take steps to brief the court on the progress of the probe.

The President’s Office has corrected the list of former state officials who had returned their state vehicles following the regime change, which was recently revealed to the media. 

Issuing a correction statement, the President’s Office acknowledged that it had reported Udayakantha Gunathilaka as Udayashantha Gunasekara, related to the return of a Toyota Hilux vehicle. 

The President’s Office extended an apology for the inconvenience caused to former MP Udayashantha Gunasekara due to the mistake and clarified that the vehicle had been used and returned by Udayakantha Gunathilaka.

The correction comes after former MP Udayashantha Gunasekara took to social media to clarify that he had not been part of the Parliament or involved as a state official after 2020. 

“I entered Parliament from the Moneragala District in 2004 and reentered in 2015, serving as a Member of Parliament until 2020. After this, I have remained an independent person and a non-member of Parliament. The President’s Office has revealed details on the allocation of the state vehicles that were recently returned following the change in regime. 

Issuing a statement, the President’s Office said the returned vehicles had been parked outside the Presidential Secretariat under Police protection, due to a lack of space inside the state building premises. 

The President’s Office further said that the 107 vehicles had been provided for officials given private appointments by the former President under the powers vested in him. 

Stating that it was not the intention of the new administration to exhibit the returned state vehicles, the President’s Office said under the directive of the new President, measures are being taken to immediately allocate the vehicles for essential services.

The National Physical Planning Department has designated 11 temples of significant archaeological, historical, and sacred importance as Sacred Sites in the Government Gazette. 

According to the President’s Media Division (PMD), thereby, the total count of sanctuaries recognized as sacred places of worship in Sri Lanka has now risen to 142. 

These areas, now recognized as sacred sites, had their respective documents submitted to the Presidential Secretariat on Thursday (Feb 15), presided over by the Secretary to the President, Saman Ekanayake.

Plans are in motion to erect a temporary accessway at the Bambalapitiya railway station.

According to the President’s Media Division (PMD), the measures have been taken in this regard on the directives of President Ranil Wickremesinghe.

The President’s Media Division (PMD) has raised concerns over recent news reports calling for an international investigation team to probe the 2019 Easter Sunday terror attacks. 

The PMD has cited the editorial published in the Gnanartha Pradeepaya newspaper on Sunday (Oct 08), as well as the news report titled “An international investigation team is needed for an independent, transparent, and thorough investigation and monitoring.”

Issuing a statement, the PMD said that in April this year, Minister of Public Security Tiran Alles delivered 88 volumes and 48,909 pages of the presidential commission report on the Easter attacks to the President of the Catholic Bishops’ Conference, Bishop Harold Anthony following a request made by the latter.

During a recent telephone conversation between Minister Alles and Bishop Harold Anthony, the latter had mentioned that he is personally reviewing the report. In light of this, President Ranil Wickremesinghe is preparing to engage in discussions with representatives of the Bishops Conference, the PMD said. 

The PMD further said that the government cannot endorse the idea of international investigations into Sri Lanka’s internal matters.

The Constitution of Sri Lanka and all other existing laws do not provide for conducting international investigations. Consequently, carrying out such investigations would be in violation of the law.

A committee, led by a retired Supreme Court judge, has been established to conduct an inquiry and produce a report regarding the Channel 4 television program, the PMD said.

The PMD added that the government also intends to engage in further discussions on this issue once the Bishops’ Conference has thoroughly reviewed the report from the Presidential Commission. (NewsWire)

The Presidential Secretariat and Government Ministries have commenced accepting applications for the “Wasath Siriya 2023” Sinhala and Tamil New Year contests.

To enter the “Wasath Siriya” Avurudu Prince/Princess (Open category) competition, applicants must submit a recent colour photograph taken within the last three months. Eligible applicants should be unmarried and aged between 20 and 35 years. 

The completed application should be forwarded to chiefacct.pd@presidentsoffice.lk prior to 3.00 pm on 20.04.2023. 

Valuable gold ornaments will be awarded for first, second and third place winners.

The program to distribute free rice to 2.9 million low-income families commenced in the Colombo District under the patronage of the President’s Senior Adviser on National Security and Chief of Presidential Staff, Sagala Ratnayake on Sunday (26). 

According to the President’s Media Division (PMD), the program was carried out with a focus on the Dematagoda, Narahenpita, and Wellawatte areas, which fall under the Thimbirigasaya Divisional Secretariat Division. 

As part of the program, 995 recipients received bags of rice at the Mihidusenpura Community Hall in Dematagoda, 448 recipients received rice at the Dabare Mawatha Community Hall in Narahenpita, and 169 recipients were given rice at the Ranjan Wijeratnapura Community Hall in Wellawatte. 

The distribution of free rice to low-income families for two months is part of the government’s 2022/2023 Maha season rice purchase and rice stock disposal program, which was implemented on the instructions of President Ranil Wickremesinghe. 

Each family will receive 10 kg of rice per month during this period. Initially, the rice subsidy was intended for 2 million families, but it was later expanded to 2.9 million families as per the directives of the President. The program’s first phase will be rolled out in several districts, including Colombo, Gampaha, Kalutara, Kandy, Ratnapura, Galle, and Matara. 

Addressing the program held at the Mihidusenpura Community Hall in Dematagoda, Sagala Ratnayake explained how Sri Lanka was able to turn a corner during a difficult period with the assistance of the International Monetary Fund (IMF). 

Sagala Ratnayake emphasized that the country had faced an economic crisis due to wrong decisions made in the past, but now under the leadership of President Ranil Wickremesinghe, the country is following a more appropriate economic program.

A committee will be formed by President Ranil Wickremesinghe to identify suitable government hospitals as teaching hospitals to provide clinical training for Medical Students, according to the President’s Media Division (PMD).

The PMD stated that medical students at the General Sir John Kotelawala Defence University (KDU), Dr. Neville Fernando Hospital, Lyceum Campus and other universities in Colombo, Kalutara, Gampaha, Kurunegala and Polonnaruwa, will be enrolled without hampering the training of students in State Universities. 

Accordingly, State Minister of Health Dr. Seetha Arambepola will be appointed as the Chairperson of the aforementioned Committee, while the other members are Additional Secretary to the Ministry of Health Dr. R.M. The tax on personal income was imposed as a short-term strategy to resurrect the country from the existing economic situation, the Director General of the Department of Financial Policy, Kapila Senanayake stated.

According to the President’s Media Division (PMD), Senanayake said that this new tax system in Sri Lanka is of a meagre percentage compared to other Asian countries. 

Senanayake also stated that there is an opportunity to discuss short-term strategies to provide some relief by considering trade union leaders and civil organization representatives’ views and suggestions on the new tax system. 

According to the instructions of the President’s Secretary Saman Ekanayake, a meeting was held yesterday (06), presided over by the President’s Trade Union Director General Saman Ratnapriya and the Director General of the Financial Policy Department Kapila Senanayake, to inform the trade union leaders and representatives of civil organizations regarding the new tax policy on earnings. 

These details were made public during the event, which was hosted at the Finance Ministry Auditorium. 

According to Saman Ratnapriya, the new tax policy that is assessed at the time of earning has created difficulties for government and semi-government employees, and as a result of the issues they have experienced, they have responded professionally. It was also made clear that the main goal of this conversation was to gather concepts and recommendations to find solutions to the current issues. 

Saman Ratnapriya also stated that these conversations will result in swift short-term solution recommendations that may be taken to address the difficulties that have emerged. These quick short-term solution proposals will be presented to the President and the Prime Minister.

Speaking at the event, Director General of the Department of Financial Policy Kapila Senanayake explained in great detail about the government’s revenue, government spending, and financial strategies used to reduce the annual budget deficit. He also mentioned that Sri Lanka has a very low percentage of personal income taxation when compared to other Asian nations.

Kapila Senaratne further explained the financial situation in Sri Lanka, problems of personal taxation, tax reforms related to personal income tax, the basis for increasing personal income tax and the implications of tax reforms. 

In addition to outlining numerous tax rules, Senior Deputy Commissioner of the Department of Inland Revenue K.K.I. Eranda also described how taxable personal income is calculated as per the new tax law. 

The trade union leaders who took part in the discussion stated that there are issues with the new tax policy’s tax system that is imposed on personal income and that the trade unions should be consulted before creating the tax policy. The trade union leaders further demanded that fair services be given to the public for the taxes levied like in other countries, and prompt solutions should be provided to reduce the inconvenience the professionals face due to the new tax act faces.
