The Church of Ceylon has expressed deep concern and disappointment over the Cabinet’s decision to proceed with a constitutional amendment to raise the retirement age of appellate court judges.

In a statement, the Anglican Church in Sri Lanka said it had hoped the President and Cabinet would heed the strong arguments of the Bar Association of Sri Lanka, the wider legal community, and civil society, who warned that such a move could undermine the rule of law and public confidence in judicial independence.

The Church noted that the government’s justification, citing the need to clear case backlogs, was weakened by the fact that many appellate court vacancies remain unfilled without rational explanation. 

“We can only conclude, therefore, that the real motivation for this amendment lacks bona fides,” the statement said.

Highlighting its long‑standing calls for broader constitutional reform, including abolishing the executive presidency, strengthening independent institutions, and addressing minority grievances, the Church criticized the government for failing to initiate such reforms despite promises. 

Pursuing an amendment that was not part of recent reform debates or election campaigns, it said, “lacks moral legitimacy and constitutional propriety.”

President Anura Kumara Dissanayake has reviewed the progress of key energy projects, including the Hybrid Renewable Energy System (HRES) in the North, the second 220 kV underground transmission cable from Kerawalapitiya to Colombo Port, and major petroleum storage expansions at Kolonnawa and Muthurajawela, during a pre‑budget discussion at the Presidential Secretariat on Wednesday (15). 

The meeting, held alongside a review of 2026 allocations for the Ministry of Energy, also focused on resuming suspended Japan International Cooperation Agency (JICA) assisted projects and setting funding priorities for the 2027 Budget. 

During the meeting, extensive discussions were held on the progress of projects implemented by the Ministry of Energy under the 2026 budget allocations, the projects expected to be completed within this year and the funding requirements for 2027.

The President reviewed the progress of the Hybrid Renewable Energy System (HRES) project currently being implemented on the islands of Delft, Analaitivu and Nainativu and instructed officials to focus on developing and promoting these islands as Green Energy Islands.

Attention was also drawn to the resumption of energy projects that had been launched with the assistance of JICA but were suspended midway due to the economic crisis. Discussions were also held on the budgetary allocations required for these projects under the 2027 Budget.

The President further reviewed the progress and future plans of several major ongoing and forthcoming projects, including the second 220 kV underground transmission cable system from Kerawalapitiya to the Port of Colombo, the Sampur–Kappalthurai Electricity Transmission Development Project, the new Habarana–Kappalthurai Electricity Transmission Development Project (CEATP), the installation of a STATCOM system at the Padukka 220 kV Grid Substation (GSS) and the Rooftop Solar Power Integration and Virtual Net Metering Project.

The President also reviewed the progress and future funding requirements of 14 major projects currently being implemented in the petroleum sector. 

These include the construction of six new storage tanks at the Kolonnawa Oil Storage Complex, the construction of two new storage tanks and the expansion of fuel storage facilities at the Muthurajawela Fuel Storage Complex, the rehabilitation of storage tanks at the Kolonnawa Oil Storage Complex and the development of filling facilities in Zone 07 of the Kolonnawa Oil Storage Complex.

South Korea’s ex-President Yoon Suk Yeol has been sentenced to 30 years in prison for sending military drones into North Korea, a move prosecutors argued was aimed at creating a pretext for his disastrous martial law declaration in 2024.

The drone flights, which Pyongyang said included the dropping of propaganda leaflets, triggered a spike in military tensions between the nations in October 2024.

Special prosecutors, who had sought a 30-year prison term for Yoon, said in April that the ex-leader’s effort to “fabricate wartime conditions” with the drones had undermined state security.

Yoon was “given 30 years in jail” for the charges involving the drones, a spokesperson for the Seoul Central District Court told the AFP news agency on Friday, without giving further details.

Yoon had denied wrongdoing.

The ruling adds to a series of judgements against the ousted conservative leader, once South Korea’s top prosecutor, whose martial law order plunged Asia’s fourth-largest economy into its deepest political turmoil in decades.

In February, a South Korean court sentenced Yoon to life in prison after finding him guilty of leading an insurrection linked to the martial law attempt.

He was removed from office last year after the Constitutional Court upheld his impeachment, triggering a snap election that was won by liberal President Lee Jae Myung.

Yoon’s lawyers said he neither ordered nor later approved the drone operation, which they said was unrelated to martial law and instead a response to months of North Korean launches across the border of balloons stuffed with rubbish.

Yoon, who is already in custody, can appeal Friday’s lower court ruling. 

Drone flights remain a flashpoint in tensions between the two Koreas, which remain technically at war.

Lee expressed regret earlier this year after an investigation found government officials had sent drones into the nuclear-armed North Korea in January.

Maldives President Dr. Mohamed Muizzu will undertake a State Visit to Sri Lanka from May 3 to May 6, 2026, at the invitation of President Anura Kumara Dissanayaka.

Iranian President Masoud Pezeshkian has released a letter addressed to the people of the United States, urging them to look beyond “distortions and manufactured narratives” about Iran and its role in global affairs.

In the message, Pezeshkian emphasized Iran’s long history as one of the world’s oldest civilizations, stressing that the country has never initiated a war in modern times despite enduring invasions, sanctions, and foreign interventions. He noted that Iranians distinguish between governments and ordinary people, saying they hold no enmity toward Americans.

The letter criticized the U.S. military presence around Iran and recalled the 1953 coup backed by Washington, support for Saddam Hussein during the 1980s war, and repeated sanctions. The Presidential Suite at the Sri Jayewardenepura General Hospital, which until now had been reserved exclusively for the use of the Executive President, was opened today (24) for medical treatment of the general public.

According to the President’s Office, following instructions given by President Anura Kumara Dissanayake, the Ministry of Health, together with the hospital administration, made this decision.

Sri Jayewardenepura General Hospital was built in 1984 as a major aid project of the Japanese government, with a capacity of 1,000 beds. However, in addition to this plan, the Presidential Suite numbered 1001 was added for the private use of the Head of State.

Although the Presidential Suite has been used only on a few limited occasions over the past 42 years since the hospital’s opening, it was maintained continuously without being made available for patients, in anticipation of a President’s visit.

However, from today, this the Presidential Suite will be utilized for the benefit of ordinary patients receiving treatment at the hospital.

The move is in line with the current government policy of deploying state property and resources more effectively to meet the health needs of the people. (Newswire)

Public security cannot be guaranteed at a time when killings take place near the residence of President Anura Kumara Dissanayake, MP Namal Rajapaksa said.

He said ministers have claimed that all key decisions are made in Pelawatte, the party headquarters. He questioned how public security could be guaranteed when killings were taking place in the area, referring to the recent murder of a lawyer and his wife in Akuregoda.

He said similar incidents had occurred in the recent past, including a killing inside a courtroom and an assault on a lawyer near a court complex.

He also referred to an incident in which an MP allegedly assaulted a Police officer following a raid on an illicit marijuana cultivation site.

Rajapaksa said the Health Minister had meanwhile warned doctors that public sentiment could turn against them. He alleged that the government was attempting to use public pressure to suppress its opponents.

He also noted that some individuals had criticized the conviction of those found guilty of killing former MP Amarakeethi Athukorala during the Aragalaya movement.

President Anura Kumara Dissanayake today launched the national programme ‘Godanagamu Adhishtanaye Sanhinda’ to restore religious sites damaged by Cyclone Ditwah, vowing to preserve their historical and cultural value.

The launch event took place at Sri Bodhirukkarama Viharaya in Doragala, Gampola, one of six religious sites in the Kandy and Udapalatha areas that were completely destroyed.

Another 15 sites sustained partial damage. The President said nearly 1,350 religious, cultural and archaeological sites across the country were affected by the cyclone and will be restored under this initiative.

“The bond between villages, temples, and religious sites is vital to daily life. Rebuilding them is essential for restoring normalcy,” President Dissanayake said.

Villages, temples and religious sites share a deeply rooted and intimate connection with the lives of the people. To fully restore normalcy and rebuild communities, these religious sites must be carefully rehabilitated and re-established in harmony with the daily lives of the people. Currently, approximately 1,350 religious and cultural sites across the country have suffered varying degrees of damage. Recognizing that the bond between communities and their temples is essential to the fabric of daily life, this restoration programme has been launched to ensure these sacred sites are rebuilt and the vital connection between people and their religious heritage is fully restored.

The Asian Development Bank recently presented a survey report, which highlighted the current condition of the Central Highlands compared to its historical state. The report also projected potential future scenarios, indicating risks such as severe soil erosion and exposed rock surfaces if no intervention is undertaken. It further noted that several water reservoirs in the highlands are increasingly silted and at risk of degradation. In response to these findings, a new legal framework has been established to protect the Central Highlands, accompanied by the formation of a dedicated Authority to implement it. This Authority will consolidate all efforts across the highlands under a single management structure. Accordingly, a comprehensive programme for the restoration and preservation of the Central Highlands has been initiated, ensuring urgent and coordinated action to safeguard this vital ecological region.

In the aftermath of this disaster, significant efforts are being made to restore livelihoods by creating the necessary economic foundations and infrastructure. Under the Prajashakthi Programme, a total of LKR 24,000 million has been allocated for this purpose. The development of the road network is particularly critical. For this year alone, the Road Development Authority has allocated LKR 24,000 million specifically for the construction and improvement of minor roads at the provincial level. In addition, more than LKR 8,000 million has been earmarked for provincial councils. Local government institutions are also contributing a portion of their own revenue to improve these roads. With these resources in place, it is expected that reconstruction and rehabilitation of the road network will commence promptly, facilitating the rapid restoration of connectivity and economic activity.

Programmes to improve the livelihoods of the people are being actively implemented. Plantation workers will, for the first time in history, receive a daily wage of LKR 1,750 starting February 10. Efforts are being made to gradually increase this further. To facilitate this increase of LKR 400 per day, the government decided to contribute LKR 200, recognizing that we cannot move forward by completely dismantling those institutions and companies. This marks the initial step in ensuring that workers on plantations are protected and receive the support they need.

Ensuring rural prosperity remains a key priority. New economic opportunities must be created for these communities. For this purpose, substantial small- and medium-scale credit schemes have been prepared this year, with LKR 96 billion allocated to support rural development and uplift the livelihoods of the people.

Many rural underprivileged families still lack homes suitable for living. This year’s budget has allocated provisions for the construction of 31,000 new houses. In addition, approximately 20,000 new homes are being built to replace those destroyed in the Ditwa disaster. As a result, a total of 51,000 new homes are planned for construction this year. It is believed that with the active involvement of government machinery, these initiatives can be successfully implemented. The support and cooperation of Divisional Secretaries will also be essential to achieve these targets.

Rural poverty alleviation also prioritizes education. A transformative era in education is essential, as it represents the primary pathway to liberate rural communities from the cycle of poverty. Consequently, special attention is being given to strengthening the education sector.

Currently, around 38,000 students drop out of school before sitting for the G.C.E. Ordinary Level examination. Nearly 74% of individuals who have been imprisoned lacked education beyond Grade 10 and became involved in crime or substance abuse. Therefore, it is crucial to prevent school dropouts prior to the O-Level examination. Even after the examination, a significant number leave school, though some proceed to the G.C.E. Advanced Level and successful students gain entry to universities. Education remains the cornerstone of the nation’s path forward.

However, the educational path we have chosen is not just about access, it is about ensuring every child receives a full 13 years of compulsory education, a responsibility of the government. Today, we have launched a programme to enforce this. If a child fails to attend school, parents will receive a short notification indicating the absence. Accordingly, teams of officials will be appointed at the Divisional Secretariat level to investigate. If a child misses school for two or three consecutive days, these officials will determine the cause. Not a single child should be left without completing the full 13 years of education this is our expectation.

Furthermore, in our educational reforms, we have identified several critical factors. The out-dated curricula must be modernized and connected with contemporary global knowledge. To achieve this transformation, we have structured education into four continuous stages. Grades 1–5, 6–9, 9–11 and 11–13. These stages are designed to ensure continuity and a seamless learning experience for every student.

Through this educational reform, it is expected that the first students will graduate in 2032. By that time, the country will have established highly recognized vocational training centres nationwide. To achieve this, plans are underway to amend the relevant legislation, increase the salaries of instructors, and provide the necessary tools and equipment. For the first time, a budget allocation of 8 billion has been set aside specifically for vocational education.

Meanwhile, there were some who were waiting for an opportunity to create disruption, attempting to build false narratives. If that happens when we building a road, we would build the road. We cannot let such attempts halt progress. However, when it comes to decisions regarding children’s education, there must be no doubt or mistrust. Therefore, the reforms for Grade 6 have been scheduled for next year. Full confidence and support from parents are essential and it is our expectation that these reforms will be implemented with the complete trust of society. The new educational reforms for Grade 1 will commence on the 29th of this month, while the Grade 6 reforms are postponed until next year, accompanied by a comprehensive programme of awareness campaigns and parental engagement.

What is needed is a responsible and conscientious citizen, one capable of succeeding on the global stage. Even more importantly, we need a child who can build and uplift their own family. Poverty today is often determined by the level of education received. One of the key objectives of these educational reforms is to lift rural communities out of poverty.

At present, many of the fundamental human relationships in society have been severely weakened. What is needed is a society built on ethical, positive human connections. The relationships between government officials and the public they serve, between the Maha Sangha and Dayaka Sabha and between teachers and students have all deteriorated significantly. To rebuild the country socially, all these vital connections must be restored. In this effort, the responsibility entrusted to religious leaders, including the Maha Sangha, is immense.

As our Maha Sangha have emphasized, what is needed is a generation that fosters social harmony and brings positive contributions to society. It should not be groups that create conflict, but religious institutions that guide society in a constructive direction. Today, the role of these institutions has become more essential than ever. President Anura Kumara Dissanayake instructed officials to expedite the allocation of funds for the repair of damaged roads, culverts, and embankments in the Nuwara Eliya District, and to ensure that all restoration work is completed before the end of this year.

He made these remarks during a discussion held to assess the damage to roads in the Nuwara Eliya District and to determine the urgent measures that need to be taken in response.

The discussion was held this morning (08) at the Nuwara Eliya District Secretariat between the President and the relevant officials.

During the meeting, lengthy discussions were held on the time required to repair all roads in the district that were damaged due to Cyclone Ditva.

The President inquired from officials about the roads that cannot be reopened through ordinary repairs, and requested that a detailed report be submitted on the matter.

President Anura Kumara Dissanayake today assured Parliament that emergency regulations will not be used to suppress freedom of expression or criticism directed at the government.

Addressing concerns sparked by remarks made recently by Deputy Minister Sunil Watagala, the President said there was “unnecessary uproar” over the statement and insisted that public opinion will not be curtailed under emergency law.

He stated that neither he nor the administration is bothered by critical or unfavourable comments made against them, adding that existing laws are adequate to deal with defamatory content if required.

However, President Dissanayake warned that emergency regulations will be strictly enforced against anyone who disrupts public harmony, spreads fear among disaster-affected communities, or interferes with relief operations. He said such acts would be considered attempts to destabilize society during a national crisis.

“We will never use emergency regulations to suppress views or opinions. If there are defamatory remarks targeting me personally, they will be dealt with under normal laws, as I have said before,” he said.

The comments came after Deputy Minister Watagala directed police officers to use emergency provisions against individuals, including those abroad, who allegedly spread false or malicious content on social media targeting the President and government ministers.  (Newswire)

The National Housing Development Authority (NHDA)  says, according to preliminary assessments, 1,289 houses have been completely destroyed in Sri Lanka due to Cyclone Ditwah.

Officials from the authority said that approximately 44,500 houses have sustained partial damage due to landslides and related impacts. 

The information was disclosed during a meeting between President Anura Kumara Dissanayake and officials of the Ministry of Finance and NHDA at the Presidential Secretariat this morning (04). 

During the meeting, the President instructed the Ministry of Finance and NHDA to ensure that the identification of fully and partially damaged houses affected by adverse weather conditions is carried out according to a proper and transparent methodology.

President Anura Kumara Dissanayake further directed them to establish a special mechanism to gather accurate data efficiently, which is essential for the compensation process. 

The discussion was convened to review the damage caused to houses by Cyclone Ditwah and to assess the progress of the compensation process. 

Highlighting the importance of providing long-term, stable solutions to people living in high-risk and disaster-prone areas so that they are not repeatedly affected by such calamities, the President instructed officials to prioritize the collection of reliable data to support these efforts. Sri Lanka Podujana Peramuna (SLPP) MP D.V. Chanaka has alleged that President Anura Kumara Dissananayake has sued the Police Department to gather crowds for the public rally organized in Tangalle on November 20.

Addressing the Parliament today, MP Chanaka read excerpts from a letter allegedly sent to the Police divisional heads on gathering crowds for the event. 

“They have no way of gathering crowds, as the public is against the government. The DIG in charge of the area has issued a letter to every division head, including Galle and Matara, on how to gather the public,” he said.

MP Chanaka went on to reveal that per the letter, the Tangalle Police has been instructed to bring 397 people, the Beliatta Police 420, the Walasmulla Police 360, the Weeraketiya Police 414, the Middeniya Police 246, the Anugunukolapelessa Police 264, the Kirinda Police 36, the Harbour Police 36, and the Tissamaharama Police 198 people. 

“This is a different way to gather a crowd. There is written evidence. The Police are in a troubled situation. Are the Police here to bow down to politicians and gather crowds for their events?” he questioned.

MP Chanaka further challenged the government to deny the allegation, adding that he will make the document public if they do so. (Newswire)
