Deputy Minister of Finance Anil Jayantha Fernando assured today that the Rebuilding Sri Lanka Fund remains safe and protected.

Addressing the media today, he said that all expenditures related to the Fund are subject to parliamentary approval and existing legal limitations.

The Deputy Finance Minister revealed that as of April 24, 2026, a total of Rs. 9,583 million has been deposited into the fund.

“Contributions have been received from 49 countries, comprising both Sri Lankan and foreign donors, with some donations made in foreign exchange but credited in Sri Lankan Rupees,” he said. 

Anil Jayantha Fernando further said that while Rs. 500 billion has been allocated through a supplementary estimate to address post-Ditwah response in 2025; a large portion of these funds is yet to be utilized. 

He noted that the government will carefully consider how best to deploy the funds for approved programmes that benefit the public. 

“There need not be any fear. The money remains safe in the Rebuilding Sri Lanka Fund account,” he told reporters.

The Parliamentary Committee on Public Finance (COPF) has approved the Regulations Issued under the Imports and Exports (Control) Act, No. 1 of 1969, post consideration.

The COPF Committee took into consideration the Regulations issued under the Imports and Exports (Control) Act, No. 1 of 1969 (as amended) during a meeting of the Committee on Public Finance, chaired by MP Harsha de Silva, in Parliament yesterday (06 Jan).

Accordingly, Regulations issued under the Imports and Exports (Control) Act, No. 1 of 1969(as amended), were presented to the Committee seeking approval to enable tax exemptions, streamlined procedures, and the swift clearance and distribution of relief goods donated by foreign donors to those affected by Cyclone Ditwah, received in the name of the Disaster Management Center or any government institution.

The Committee questioned the Ministry of Finance on the non-establishment of the Disaster Management Fund, despite the existence of the necessary legal provisions and approvals. 

The Committee also raised concerns regarding the delay in establishing the “Rebuilding Sri Lanka Fund” as a statutory fund, noting the potential issues that could arise if further delays persist. 

Accordingly, the Committee urged officials of the Ministry of Finance to take proactive measures in this regard.

Following in-depth deliberations, the COPF Committee approved the Regulations issued under the Imports and Exports (Control) Act, No. 1 of 1969. (Newswire)

The Ministry of Finance, Planning and Economic Development announced that the ‘Rebuilding Sri Lanka’ Fund, established to support those affected by Cyclone Ditwah, has received more than Rs. 4.2 billion in financial assistance to date.

Secretary to the Ministry, Harshana Suriyapperuma, said the Treasury has recorded Rs. 4,286 million in total contributions, including Rs. 4,263 million in direct deposits into bank accounts and Rs. 23 million in foreign currency. 

“The total is now over Rs. 4.2 billion, with foreign currency contributions exceeding USD 6 million,” he noted.

Suriyapperuma expressed gratitude for the support received from well‑wishers, entrepreneurs, organizations, businesses, and Sri Lankans living overseas. 

He added that multilateral agencies such as the IMF, ADB, and World Bank are considering assistance for Sri Lanka’s rebuilding efforts, with details to be shared once finalized.

Highlighting the global response, Suriyapperuma said contributions from North America ranked the highest, followed by donations from Australia, China, the UK, Germany, Bhutan, Italy, the UAE, Canada, New Zealand, the Maldives, Saudi Arabia, and France. 

He further noted that South Korea remains among the top contributors in terms of assistance, support, and grants.

In addition to financial donations, significant contributions have been received in the form of goods and services, which Sri Lanka Customs is recording.

Swedish national, V. P. Nackholm, has contributed USD 33,000 to the Government’s ‘Rebuilding Sri Lanka Fund’, established to support the recovery of affected communities and national reconstruction in the aftermath of Cyclone Ditwah.
