The first Shell-branded fuel station has been declared open in Sri Lanka at B.S. Cooray Filling Station in Ambathale in the Colombo District. 

This follows the signing of a retail brand license agreement by Shell Brands International AG (Shell) and RM Parks (Private) Limited, and affiliates of Shell and RM Parks (Private) Limited signing a product supply agreement in March 2024. 

RM Parks (Private) Limited is a partnership of the Tristar Group (Tristar), a fully integrated energy logistics business serving the downstream oil and gas industry, and RM Parks Inc., an experienced distributor of Shell fuels in the North American fuel retailing market. 

RM Parks (Private) Limited will rebrand a network of 150 retail fuel stations across Sri Lanka to Shell, which it was awarded a contract to operate for an initial period of 20 years by the Sri Lankan Ministry of Petroleum and Energy in 2023.

RM Parks Inc, the California-based US fuel distribution company, signed an agreement with the Board of Investment of Sri Lanka (BOI) with an investment of US$ 110 million, to serve the Sri Lankan petroleum sector, in collaboration with Shell Plc. 

Issuing a statement, the BOI said Shell Plc operates as an energy and petrochemical company in Europe, Asia, Oceania, Africa, the United States, and the rest of the Americas. The company operates through Integrated Gas, Upstream, Marketing, Chemicals and Products, and Renewables and Energy Solutions segments. It explores for and extracts crude oil, natural gas, and natural gas liquids; markets and transports oil and gas; produces gas-to-liquids fuels and other products; and operates upstream and midstream infrastructure necessary to deliver gas to market. 

The company also markets and trades natural gas, liquefied natural gas (LNG), crude oil, electricity, and carbon-emission rights; and markets and sells LNG as a fuel for heavy-duty vehicles and marine vessels. In addition, it trades in and refines crude oil and other feedstocks, such as low-carbon fuels, lubricants, bitumen, Sulphur, gasoline, diesel, heating oil, aviation fuel, and marine fuel; produces and sells petrochemicals for industrial use; Additionally, it generates electricity through wind and solar resources; produces and sells hydrogen; and provides electric vehicle charging services, as well as electricity storage. The BOI said the contract also allows the company to import, store, distribute and sell petroleum products including petrol, diesel, jet A-1, kerosene and furnace oil, and related value-added products and to expand its business to distribution of other petroleum or gas products, by-products (including aviation fuel), EV charging, and provision of value-added services such as car wash, car service, department stores/ convenience stores, internet café, ATM, food courts in the local market. US-based petroleum distribution company, RM Parks will commence operations in Sri Lanka next month, Minister of Power and Energy Kanchana Wijesekera announced. 

According to Daily News, Minister Wijesekera disclosed that RM Parks of the USA has deposited their initial payment with the government.

“The US-based company will initially take over 150 fuel stations and will operate them. RM Parks also has the authorization to build new petrol sheds on their own and operate in Sri Lanka,” he added.

The minister further said RM Parks is the third international petroleum player to enter the Sri Lankan market.

In June this year, an agreement was signed between the government and RM Parks, in collaboration with Shell for a long-term contract for the importation, storage, distribution, and sale of petroleum products in Sri Lanka. 

Earlier this year, Chinese petroleum giant Sinopec entered the Sri Lanka market by signing a contract in May 2023, while it already commenced operations last month.  

Sinopec also has the authorization to build new petrol sheds on its own and operate in Sri Lanka.

Furthermore, Australia’s United Petroleum Company is also expected to commence operations in Sri Lanka soon.
