Former Presidential Advisor Sagala Ratnayake has advised the current government to appoint a National Security Advisor to prevent potential threats from terrorists to Sri Lanka.

Addressing the media yesterday, Ratnayake said that the introduction of an intelligence-sharing network with other countries had helped the former government avoid such threats. 

“Critical information was exchanged through this network, which helped us ensure the nation’s safety. When information was received on potential threats, we took timely measures. As a result, Sri Lanka has not faced major threats in the recent years,” he revealed.

Sagala Ratnayake pointed out that if the government had taken such necessary measures then they could have prevented these threats from emerging. 

Highlighting the negative impact of such threats on the growing tourism industry and the country, he stressed that the government must take measures to prevent such instances from occurring.

Sagala Ratnayake emphasized that such warnings not only affect the tourism industry but will also severely impact the economy, directly affecting Sri Lanka’s foreign exchange, hinder job opportunities, and business activities.

A 21-year-old student has been arrested for allegedly having recorded footage on his mobile phone of the vehicle convoy of Senior Advisor to the President on National Security and Chief of Presidential Staff Sagala Ratnayaka. 

According to Lankadeepa newspaper, the youth, who is a resident of Pottuvil, was arrested near 28th Lane Junction on Sir Earnest De Silva Mawatha in Colpetty, while the Police had taken custody of his phone.

During interrogation, the youth had revealed that he had arrived in Colombo with a 44-year-old man also from Pottuvil to visit the UAE Embassy.

He further revealed that he had recorded footage on his mobile phone of the vehicle convoy as he had not seen a VIP vehicle convoy with Police protection before.

Under the leadership of President Ranil Wickremesinghe, Sri Lanka has stabilized economically over the past two years, despite the challenges faced, Senior Advisor to the President on National Security Sagala Ratnayaka said.

Ratnayake highlighted President Wickremesinghe’s effective political leadership, which has led to the economy regaining stability, and efforts underway to fortify the country in preparation for upcoming challenges.

Sagala Ratnayaka made the remarks on Wednesday (May 08) while addressing the inauguration ceremony of Litro Gas Company’s new gas filling station in Mabima, Kaduwela, which was established with an investment exceeding Rs.01 billion.

Following the directions of President Ranil Wickremesinghe to enhance sustainable development and meet public needs, Litro Company has constructed this gas filling station, integrating modern technology. The company anticipates a significant boost in gas cylinder capacity by 180,000 and aims to distribute 60,000 gas cylinders daily.

Addressing the gathering, Sagala Ratnayaka said “Two years ago, the idea of Litro Company constructing a state-of-the-art facility seemed incredible. Litro faced adversity, with gas cylinder explosions and long queues for fuel. At that time, our country struggled with a scarcity of foreign exchange and lacked a stable currency. It was an unprecedented period of challenge. However, under the capable leadership of President Ranil Wickremesinghe, aid arrived from foreign associates.

“Initially, Litro posed a burden on the government. President Wickremesinghe, upon assuming office, revamped the management of the company, leading to its current success. Thanks to Litro’s achievements, the company managed to repay a Rs. 26 billion loan from the World Bank within six months. Moreover, last year, Litro contributed Rs.3 billion rupees to the government.

The government has announced the establishment of an ‘Anti-Narcotic Command’ to combat the influx of drugs and possible weapons trafficking from foreign nations into Sri Lanka. 

Making the announcement, Senior Adviser on National Security to the President and Chief of the Presidential Staff, Sagala Ratnayaka said this initiative will empower the country’s armed forces and the State Intelligence Service to collaborate with international intelligence agencies in conducting necessary operations. 

According to the President’s Media Division (PMD), Ratnayaka made the remarks today (24) while inspecting the recent seizure of 200 kilograms of heroin valued at Rs. 4 billion, which was intercepted in the high seas and brought to the Colombo port on Monday.

Based on data obtained from a collaborative mission involving the Sri Lanka Navy and the Police Narcotics Bureau, the Sri Lanka Coast Guard Ship ‘Samudraraksha’ was dispatched on a deep-sea mission approximately 91 nautical miles (168 km) to the west of Galle. During this operation, a shipment of heroin was intercepted and subsequently transported to the port of Colombo. 

Sagala Ratnayake further emphasized that the drafting of essential legislation to create this ‘Anti-Narcotic Command’ is currently underway and will soon be presented to the Parliament. 

Ratnayaka underscored that while 65% of drug raids result in arrests, the remaining 35% continue to infiltrate the country. He stressed the urgency of implementing a modern program aimed at entirely preventing the entry of drugs into our country. 

“First and foremost, I extend my congratulations to both the Navy and the Police Narcotics Bureau for successfully apprehending 200 kilograms of heroin. Remarkably, this marks the second substantial drug seizure within a brief span of time. The initial operation was executed based on intelligence provided by the Police Narcotics Bureau, while the most recent operation, according to information from the State Intelligence Service, was carried out by the Navy. The widespread global network of drug trafficking necessitates ongoing efforts to safeguard our population from this peril. In collaboration with the Navy, Police and various government agencies, Sri Lanka actively conducts drug raids. These endeavours result in the apprehension of approximately 65% of drugs attempting to enter the country, with the remaining 35% still making their way in. According to the latest intelligence, these drug shipments arrive at the international maritime border via large vessels and are subsequently transported into the country via smaller boats. This expansive drug network poses a significant challenge,” Ratnayaka said.

He went on to say that there is a concerning possibility of arms trafficking intertwined with these drug trades. 

“Vigilance in this regard is paramount, as it could pose a substantial threat to national security. To address these challenges, the development of new legislation is underway, with the creation of an Anti-Narcotic Command in progress. Proposed laws are in preparation and will be presented to the Parliament for future implementation. Ratnayaka attended as the keynote speaker at the Geopolitical Cartographer discussion on the Indian Ocean and Indo-Pacific dimensions of recent high-level visits. He commenced the discussion by highlighting the profound transformation of the Indian Ocean from a mere maritime trade route to a global nexus encompassing security, economics, environmental concerns, social issues and strategic interests. He also emphasised the implementation of a robust reform program, which is poised to bring harmony to the Indian Ocean with its commitment to a free and open Indo-Pacific, while noting that the national interests of individual states significantly influence the international system.

He also underscored Sri Lanka’s unique position in the Indian Ocean region, highlighting the nation’s on-going economic recovery following the COVID-19 pandemic and the implementation of robust reform and revival programs. A preliminary discussion has been held on the National War Heroes Commemoration Ceremony to be held this year, the President’s Media Division (PMD) reported.

According to the PMD, arrangements have been made to hold the National War Heroes Commemoration Ceremony with pride to honour the Nation’s war heroes who died in the Thirty Year civil war in Sri Lanka.

The National War Heroes Commemoration Ceremony will take place under the patronage of Commander-in-Chief, President Ranil Wickremesinghe.

A preliminary discussion was held at the Presidential Secretariat today (08) under the chairmanship of the President’s Senior Adviser on National Security and Chief of the Presidential Staff, Sagala Ratnayake.

The National War Heroes Ceremony will be held on May 19 at the Battaramulla War Heroes Memorial.

Former Presidents, Prime Ministers, Deputy Ministers, the Speaker, the Secretary of the Ministry of Defence, Chiefs of Defence, as well as Commanders of the three armed forces including the Inspector General of Police and the war heroes who were injured in the war, the relatives of the fallen war heroes as well as school cadet groups, will be to be invited to participate in this war hero commemoration ceremony.

Measures will be taken to assist pavement hawkers to engage in business without obstructing the public during the April festive season, President’s Senior Advisor, Sagala Ratnayake stated.

According to the President’s Media Division (PMD), Ratnayake said that an environment will be created for the pavement hawkers to engage in their business in a way that would not obstruct the public during the upcoming Sinhala and Tamil New Year celebrations. 

Sagala Ratnayake made this observation when he met representatives of the Kolomthota Eksath Welenda Sangamaya and other pavement hawkers’ associations at the President’s Office yesterday (06).

He engaged in a cordial discussion with the pavement hawkers listening to their issues and agreed to solve them in a way that would not cause inconvenience to the pedestrians. 

Sagala Ratnayake added that he will discuss the issues of the pavement hawkers with the President and appoint a committee to solve their issues. 

Meanwhile, Ratnayake in consultation with the Inspector General of Police took steps to solve issues presented by some pavement hawkers during the meeting itself. 

The PMD stated that attention was also given to the issuance of a special identity card for the pavement hawkers taking into account their demands.

The program to distribute free rice to 2.9 million low-income families commenced in the Colombo District under the patronage of the President’s Senior Adviser on National Security and Chief of Presidential Staff, Sagala Ratnayake on Sunday (26). 

According to the President’s Media Division (PMD), the program was carried out with a focus on the Dematagoda, Narahenpita, and Wellawatte areas, which fall under the Thimbirigasaya Divisional Secretariat Division. 

As part of the program, 995 recipients received bags of rice at the Mihidusenpura Community Hall in Dematagoda, 448 recipients received rice at the Dabare Mawatha Community Hall in Narahenpita, and 169 recipients were given rice at the Ranjan Wijeratnapura Community Hall in Wellawatte. 

The distribution of free rice to low-income families for two months is part of the government’s 2022/2023 Maha season rice purchase and rice stock disposal program, which was implemented on the instructions of President Ranil Wickremesinghe. 

Each family will receive 10 kg of rice per month during this period. Initially, the rice subsidy was intended for 2 million families, but it was later expanded to 2.9 million families as per the directives of the President. The program’s first phase will be rolled out in several districts, including Colombo, Gampaha, Kalutara, Kandy, Ratnapura, Galle, and Matara. 

Addressing the program held at the Mihidusenpura Community Hall in Dematagoda, Sagala Ratnayake explained how Sri Lanka was able to turn a corner during a difficult period with the assistance of the International Monetary Fund (IMF). 

Sagala Ratnayake emphasized that the country had faced an economic crisis due to wrong decisions made in the past, but now under the leadership of President Ranil Wickremesinghe, the country is following a more appropriate economic program.
