Vice Chairman of China’s Sinopec Group, Lv Lianggong, assured Sri Lanka’s Minister of Foreign Affairs, Vijitha Herath, that construction of the new oil refinery in Hambantota will begin without delay. The pledge came during a meeting held at the ministry in Colombo today.

The proposed project, estimated at USD 3.7 billion, is expected to produce up to 200,000 barrels per day once operational. Lv Lianggong led a 10-member delegation to discuss the project’s progress and unresolved issues related to its implementation.

Lv Lianggong said support from Minister Herath had helped resolve many long-standing challenges. As a result, the project agreement was signed in January. He also outlined remaining concerns that need to be addressed and requested the minister’s intervention to ensure swift resolution, citing the importance of the project to both countries.

Minister Herath agreed to personally intervene to resolve pending issues promptly, highlighting the positive impact of foreign investment on Sri Lanka’s economy. Both parties committed to commencing the project without further delay.

Sri Lanka secured a large foreign direct investment during President Anura Kumara Dissanayake’s four-day state visit to China, with a $3.7 billion deal signed today for an oil refinery in Hambantota.

Sri Lanka’s key fuel suppliers, the Lanka Indian Oil Company (LIOC) and China Petroleum & Chemical Corporation (Sinopec) have also revised fuel prices, in line with the price revision of the Ceylon Petroleum Corporation (CPC).

The Lanka Indian Oil Company (LIOC) has announced that its fuel prices will be revised to match the reduced prices of the CPC.

Meanwhile, Sinopec has also said its fuel prices will be revised to match those of LIOC and the CPC.

However, Sinopec added that its price of Auto Diesel will remain unchanged at Rs. 314, while its price of Diesel is Rs. 3 less than that of CPC. 

The CPC announced that fuel prices will be reduced from midnight on Sunday (June 30).

Accordingly, the revised fuel prices are as follows;

• 92 Octane Petrol – reduced by Rs. 11 to Rs. 344
• 95 Octane Petrol – reduced by Rs. 41 to Rs. 379

China Petroleum & Chemical Corporation (Sinopec) is found to be selling fuel at a lesser price than the Ceylon Petroleum Corporation (CPC) and the Lanka Indian Oil Company (LIOC) following the recent fuel price revision.

Fuel prices were revised yesterday (Oct 01), with the CPC, LIOC, and Sinopec increasing their prices. 

Despite the price hike, Sinopec is found to be selling Petrol Octane 92 at Rs. 7 lesser and Auto Diesel at Rs. 3 lesser than the price of the CPC and LIOC.

Accordingly, the fuel price of the Chinese oil major is Rs. 3 less than the prices announced by the Ceylon Petroleum Corporation (CPC) and Lanka Indian Oil Company (LIOC). 

The CPC and LIOC increased fuel prices with effect from midnight yesterday (Aug. 31).

Chinese oil major Sinopec expects to start operations in Sri Lanka on September 20, Minister of Power and Energy Kanchana Wijesekera said on Tuesday (Aug. 15).

According to Reuters, Minister Wijesekera told reporters that Sinopec will be allowed to sell fuel for less than the maximum retail price set by the government.

Minister Wijesekera further stated that Sinopec’s entry into Sri Lanka will help reduce pressure on Sri Lanka’s foreign exchange reserves.

He added that Sri Lanka expects two other international fuel operators to start operations by October and November.

“Reducing pressure on our foreign exchange with Sinopec’s entry will also help us increase fuel imports and strengthen the economy,” Wijesekera stated.

Australia’s United Petroleum and U.S. firm RM Parks in collaboration with Shell are the other two companies that have received approval to operate in Sri Lanka.

The entry of the new players will end a market duopoly of state-run Ceylon Petroleum Corp and Lanka IOC, a unit of Indian Oil Corp.

Under the new deal, the Chinese firm will be given a 20-year licence to operate 150 fuel stations and will also be able to invest in 50 new fuel stations.

Sri Lanka is grappling with its worst financial crisis since independence from the British in 1948 with reserves at $3.8 billion at the end of July.

Sri Lanka’s economy was severely hit last year by spiralling energy costs worsened by the war in Ukraine, which caused long lines at fuel stations and hours-long power cuts.

“Sinopec and Vitol have also been shortlisted for a refinery project in southern Sri Lanka and we expect their request for proposals to be handed over at the end of August,” Wijesekera added.

The first fuel cargo of China Petroleum & Chemical Corporation (Sinopec) has commenced discharging and the second cargo will arrive tomorrow, Minister of Power and Energy Kanchana Wijesekera said today.

Taking to Twitter, the Minister stated that the entry of new retail suppliers to the domestic market will ease the forex requirements for petroleum products.

He further stated this was so as the suppliers will bring in products on a 12-month financing facility from their principal investors with no forex requirements from the domestic financial institutes. 

Sinopec will commence retail petroleum operations with 150 fuel stations islandwide once the agreements with the fuel station dealers are signed and finalized, the Minister added.

In May 2023, the contract agreement to permit Sinopec to enter Sri Lanka’s fuel retail market was signed at the Presidential Secretariat of Sri Lanka.

The agreement was signed after negotiations were completed with Sinopec Fuel Oil Lanka (Pvt) Ltd and its parent company in China and Singapore in this regard.

The negotiations focused on awarding a long-term contract regarding the importation, storage, distribution, and sale of petroleum products in Sri Lanka.

The contract agreement to permit China Petroleum & Chemical Corporation (Sinopec) to enter Sri Lanka’s fuel retail market was signed at the Presidential Secretariat today.

According to the President’s Media Division (PMD), negotiations have been completed with Sinopec Fuel Oil Lanka (Pvt) Ltd and its parent company in China and Singapore in this regard.

The PMD stated that the negotiations were focused on awarding a long-term contract regarding the importation, storage, distribution, and sale of petroleum products in Sri Lanka. 

The negotiations were conducted following the recommendations of the Cabinet-appointed Special Committee for this purpose.

The signing of the contract comes after the government announced in April that China’s Sinopec, United Petroleum of Australia, and RM Parks of the USA are slated to enter Sri Lanka’s retail market under a collaboration with Shell PLC.

Final negotiations are underway between Sri Lankan authorities and the foreign companies that have been approved to enter the local fuel retail market, it was reported. 

According to The Sunday Morning, Sri Lankan authorities are waiting for the selected foreign companies to declare their prices.

Final negotiations are currently being conducted by Sri Lanka with the companies that have been finalised for the awarding of licences to enter into the local petroleum business.

Once the negotiations are completed, the fuel prices of each company will be declared, it was reported.

As per the report, sources familiar with the discussion have revealed that the companies would be allowed to come up with a cost-reflective price for petroleum products.

The sources further said that as per the discussion, the price should not exceed the price that has been declared by the Government at present.

A team of officials and technical experts from the Chinese oil and gas enterprise, Sinopec, have visited Sri Lanka to finalize the agreements and commencement of operations for retail fuel sales, Minister of Power and Energy Kanchana Wijesekera said.

Taking to Twitter, Minister Wijesekera stated that he met the officials yesterday at the ministry to discuss a timeline, conditions on the agreement, and other concerns. 

During the discussion, it was decided to sign the agreements by mid-May and commence operations 45 days from the signing, he said. 

The Minister further stated that officials from the Ministry of Power and Energy, Central Bank of Sri Lanka (CBSL), Ceylon Petroleum Corporation (CPC), and Ceylon Petroleum Storage Terminals Limited (CPSTL) participated in the talks.
