Iranian President Ebrahim Raisi’s visit to Sri Lanka marks a significant milestone. The inauguration of the Uma Oya Multipurpose Project, a hydro power project supported by Iran, symbolizes the potential for further collaboration in energy generation and infrastructure. Despite challenges like funding delays, the completion of the project underscored a sustained dedication to supporting Sri Lanka’s development initiatives.

During his visit, President Raisi emphasized Iran’s readiness to expand bilateral relations not only with Sri Lanka but also with other Asian countries. This is in line with Tehran’s Look East policy, a policy necessitated by Western sanctions. He expressed Iran’s willingness to provide technical expertise and support for development projects. Raisi also addressed key issues, including political, economic, trade, and cultural collaboration, enhanced cooperation in various sectors such as agriculture, tourism, and technology.

The joint press conference held by Raisi and Sri Lankan President Ranil Wickremesinghe reaffirmed their shared commitment to advocating for global issues, including Palestine. The signing of agreements in various fields further solidified the commitment to expanding bilateral cooperation and people-to-people contacts. Overall, the visit signifies a new chapter in the relationship between the two nations, characterized by mutual respect, cooperation, and shared aspirations for peace and prosperity in the region.

US Secretary of State Antony Blinken’s visit to Shanghai and Beijing, China, from April 24 to 26 marked another important diplomatic engagement between on the world stage. The visit encompassed a series of significant meetings with key Chinese leaders, including President Xi Jinping, Foreign Minister Wang Yi, Minister of Public Security Wang Xiaohong, and Shanghai Party Secretary Chen Jining.

The discussions were characterized as in-depth, substantive, and constructive, covering a wide range of bilateral, regional, and global issues. One of the primary emphases of the talks was the commitment to using diplomacy to make progress in areas of difference and cooperation between the two nations. This approach is framed within the context of responsibly managing the competition between the United States and China.

Key priorities addressed during the discussions included the implementation of commitments made during previous meetings, such as the Woodside Summit. These commitments encompassed various areas, including counternarcotic cooperation, military-to-military communication to avoid conflict, and discussions on managing the risks associated with advanced forms of artificial intelligence.

The Secretary also reiterated Washington’s commitment to defending its interests and values, including preventing the use of advanced US technologies to undermine national security and the economy. Human rights issues, including the cases of wrongfully detained American citizens, erosion of autonomy in Hong Kong, human rights violations in Xinjiang and Tibet, were also addressed.

Furthermore, concerns were raised regarding China’s support to Russia’s defense industrial base, which was seen as enabling Russia’s actions in Ukraine and undermining European and transatlantic security.

On regional security, Blinken emphasized the importance of maintaining peace and stability across the Taiwan Strait and expressed concerns about destabilizing actions in the South China Sea. Additionally, discussions touched upon the crisis in the Middle East and the commitment to the complete denuclearization of the Korean Peninsula.

Both sides reaffirmed the importance of maintaining open lines of communication and agreed to continue high-level diplomacy and interactions in the period ahead. Despite the complexities and differences, Blinken’s visit aimed to foster dialogue and engagement between the United States and China on various fronts.

Meanwhile, in the US, universities have taken different approaches to student protests against the Israel-Hamas conflict. While some schools called in law enforcement to disperse demonstrations, leading to arrests and confrontations, others opted to wait out the protests as the end of the semester and graduation ceremonies approached.

These protests have emerged on numerous campuses in response to the arrest of over 100 demonstrators at Columbia University the previous week. Students are advocating for their universities to sever ties with companies supporting Israel’s military actions in Gaza, and in some cases, to disassociate from Israel itself.

Organized by coalitions of student groups, these protests are largely independent but draw inspiration from similar actions at other universities. With the semester ending soon, concerns have arisen about potential disruptions to upcoming commencement ceremonies. Additionally, some Jewish students expressed fears of encountering antisemitism on campus due to the nature of these protests. Columbia University became the focal point of nationwide protests as demonstrators erected a tent encampment on the New York campus.

Negotiations between protest representatives and university administrators, which began on Friday, aimed to address demands such as severing financial ties with Israel and companies involved in the Gaza conflict, and granting amnesty to protesting students and staff.

Talks broke down, with lead negotiator Mahmoud Khalil stating that the university threatened police and National Guard intervention if the encampment persisted. In response, hundreds of students and faculty gathered on the lawn, marking the largest turnout since the protests began. Following overnight developments, the university extended a 48-hour deadline to demonstrators, provided certain conditions were met, including restricting non-student access to the encampment and reducing the number of tents. Despite initial reports, a university spokesperson denied suggesting the involvement of the National Guard.

While tensions flared outside the university, law enforcement described the students within the encampment as peaceful and cooperative. Initial attempts to clear the encampment resulted in over 100 protester arrests, inadvertently galvanizing student movements nationwide and inspiring renewed protests at Columbia. US House Speaker Mike Johnson visited Columbia to address concerns of antisemitism among Jewish students. He pledged solidarity with Israel and Jewish students, emphasizing their support for the country. This, however, contrasts with the participation of several Jewish students in pro-Palestine protests.

All in all, these events highlight the interconnectedness of diplomatic maneuvers and grassroots activism. These developments underlie that which has been evident for quite some time, namely a turnaround in the international order.

The 3rd successful “Break-Fast At Sunset” was held on the 31st of March 2024 at the Vidyawardana Maha Vidyalaya of Pelawatta, Battaramulla. The event saw the participation of more than 1,500 including children, their parents, and invitees representing leadership of all faiths and public officials.

The Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka) organised an insightful session that explored the latest tax updates affecting both individuals and businesses while assisting them in navigating through the changes.

The session titled “Navigating Tax Changes: TIN Registration and Temporary Concessions Explained,” held mid-month, helped individuals, including professionals, understand how to sign up for a Taxpayer Identification Number (TIN), apart from highlighting how to take advantage of the temporary concessions that will end before 31st March 2024.

The session brought together a highly knowledgeable panel, including Mr. Sulaiman Nishtar, Head of Tax at Ernst & Young; Mr. Nihal Wijewardana, Senior Deputy Commissioner at the Department of Inland Revenue; Mr. Prasad Dassanayake, Managing Partner at Dassanayake Associates; and Ms. Sarah Afker, Chairperson of the CA Sri Lanka Faculty of Taxation.

In his insightful presentation, Mr. Nishtar provided the participants, comprising chartered accountants as well as students and other professionals, with an overview of the income tax changes implemented for the year 2023/2024 and their impact. During his speech, he specifically highlighted restrictions on cash payments exceeding Rs. 500,000 while also elaborating in detail on the penal provisions for non-compliance.

Touching upon the highly discussed TIN registration, Mr. Nishtar explained in detail the possible inconveniences that a person may have to face once the measures explained in the budget proposals are brought into effect by law when purchasing property, renewing motor vehicle licences, opening current accounts at banks, among other matters.

The session concluded following a panel discussion where experts delved into detail on the matter at hand. Sharing his thoughts, Mr. Nihal Wijewardana, who spoke on behalf of the Department of Inland Revenue, explained that registering for income tax is not obligatory for individuals with only employment income but also stressed the significance of obtaining the TIN for all resident citizens above 18 years old. According to him, non-residents do not necessarily need to register for a TIN unless they need to renew their vehicle licence in their name or to purchase assets. He also forecasted possible amendments to the income tax law, which will likely introduce marginal relief for employees with interest income as their only other source of income other than employment-related income.

Mr. Prasad Dassanayake utilised the platform to speak further on the temporary concessions,discussing the available temporary tax concessions such as enhanced capital allowances and additional deductions for information technology related businesses, valid until 31st March 2024.

The 72nd Battle of the Golds cricket encounter between Sri Sumangala College (SSC) and Moratu Maha Vidyalaya (MMV) will take place at De Soysa International Cricket Stadium, Moratuwa on 29th and 30th March 2024 and the 31st One Day Encounter will take place on 31st March 2024. 

The first encounter between the two schools dates back to 1934 and it’s believed to be the 11th oldest big match in the country. Of the 71 big matches played between the two schools until 2023, Sumangalians won 08 and Moraliyans 07, with the rest being declared draws. 

The first victory for Sumangalians was in 1962 under the captaincy of S. Sigera while the first victory for Moraliyans was in 1956 under the captaincy of T. Hapugoda. 

The last time Sri Sumangala College won the Battle of the Golds was in 2007 under the captaincy of Iresh Pushpakumara and for Moratu Maha Vidyalaya it was in 2010 under the captaincy of Anuruddhika Kalhara. 

Among the many successes of Sri Sumangala College, Iresh Pushpakumara’s 08 wickets in an inning in the 2007 big match, is the best bowling figure in history and Roshan Wimalasena’s 153 in 1996 is the highest score in history. In the 1981 big match, Ravin Wickramaratne set another record by scoring an unbeaten 104 runs and taking 5 wickets with a hat trick. Interestingly, Wickramarathna has also been 

elected as the Vice President of Sri Lanka Cricket. A few other victories for Sumangalians include 1975 Captain Tissa Eleperuma representing the Ceylon Team before the test status was granted, 1983 Captain Don Anurasiri being the first Sumangalian to present Sri Lanka’s test cricket team, who was subsequently followed by 1995 Captain Indika Gallage and 2001 Captain Dilruwan Perera. In 2023, 2023 captain Vishwa Lahiru was selected to represent the Sri Lanka U19 National Team and in 2024 in the U19 World Cup. 

A few other remarkable cricketers in the local playing field who began their cricketing career at Sri Sumangala College including Kaushal Silva, Kithruwan Vithanage and Oshada Fernando. 

Moratu Maha Vidyalaya Squad: Mahith Appihami (Captain), Isuru Nidarshana (Vice Captain), Deneth Sithumina, Vihanga Nimsara, Shehara Fernando, Kanchana Nimshan, Hasindu Gimsara, Vihanga Nethsara, Himash Tharushka, Nishitha Fernando, Malith Shehan, Akalanka Silva, Sandaneth Yahampath, Sanjana Senevirathne, Sandun Suwaris, Sithum Silva.

Moratu Maha Vidyala holds the unique record of becoming the one and only school in Sri Lanka which has produced national cricketers both in men’s and women’s categories. Sarath Fernando and Bernard Perera of Moratu Maha Vidyalaya represented the nation before Sri Lanka obtained the test status. 

Ajantha Mendis from Moratu Maha Vidyalaya who reintroduced mystery to spin bowling was the first test player to represent Sri Lanka followed by Nishan

Madushka. Further, former Sri Lankan player, Hasantha Fernando played up to under 15 in Moratu Maha Vidyalaya and Lucky Roger represented the Sri Lankan under-19 team in 1988. Inoshi Fernando and Upeksha Thabrew represented the nation in women’s cricket who are old girls of Moratu Maha Vidyalaya. 

The one-day encounters, which began 31 years ago in 1993, have resulted in 15 victories for Sumangalians, 12 for Moraliyans, 02 matches where no decision was taken and a match not played in 2001. 

Vidusha Peiris will captain Sri Sumangala College. Vidusha Peiris is the son of Sri Sumangala College 1993 Captain Arosha Peiris. Mahith Appuhami will be captain Moratu Maha Vidyalaya. 

Both the Principals, Raweendra Pushpakumara of Sri Sumangala College and Ruwan Arambepola of Moratu Maha Vidyalaya along with the Head coaches Asela Perera (Sri Sumangala College) and Sanjaya Dissanayake (Moratu Maha Vidyalaya) are making every effort to maintain high discipline on all three days. 

In the 2023/2024 cricketing season, Sumangalians have performed incredibly well. Sumangalians so far has played 08 matches in the U19 Division II Tier A tournament 1st round and has secured 07 winnings with 05 innings wins, 01 outright wins and 01 matches ended with no decision. Moraliyans has played 08 matches in the U19 Division I Tiear B tournament 1st round and has secured 06 wins with 01 wins by innings, 05 1st inning wins, and they lost 01 match by innings and 01 match in the 1st innings. 

For Sri Sumangala College Duranla Silva scored more than 500 runs with 02 centuries and Krishan Eranga scored more than 400 runs with a century. Rusith Jayawardana also scored more than 400 runs with a century and Sri Lanka U19 National Player Vishwa Lahiru scored more than 400 runs with 02 centuries. Neksha Iddamalgoda scored more than 400 runs with a century and the Vice Captain Kavindu Gayathra scored more than 300 runs with a century. From the bowling department, Sri Lanka U19 National Player Vishwa Lahiru and Mevindu Kumarasiri have grabbed more than 50 wickets each so far. 

For Moratu Maha Vidyalaya, Vice Captain Isuru Nidarshana scored more than 600 runs and Deneth Sithumina scored more than 500 runs. Kanchana Nimshan scored more than 400 runs and Captain Mahith Appuhami scored more than 300 runs. From the bowling department, Vice Captain Isuru Nidarshana and Nishitha Fernando have gabbed more than 40 wickets each so far.

Sri Sumangala College, in Panadura, Sri Lanka, was founded in 1909 at Rankoth Viharaya in memory of Ven Weligama Sri Sumangala Thero, who played an important role in Buddhism on the island result of the Panadura Vadaya. Two female fellow members of the Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka) brought honour to the nation and the local accounting fraternity earlier this month when they clinched top regional awards, outshining many other female accountants from South Asia.

Chartered Accountant Ms. Chandrika Muhandiramge was bestowed with the prestigious “Lifetime Woman Leadership Award,” while Ms. Ranjani Joseph, also a Chartered Accountant was honoured with the “Best Woman Practitioner Award” at the SAFA Women Leadership Awards 2024, organised by the South Asian Federation of Accountants (SAFA) and held in Nepal early this month.

Stepping up in its standing as the National Body of Accountants and as a leading professional body, the Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka) took the initiative to bring together experts to focus on the highly debated restructuring process of State-Owned Enterprises (SOEs).

The enlightening forum, held on 04th March 2024, in collaboration with the Ministry of Finance, Economic Stabilisation, and National Policies, served as a pertinent platform that brought together prominent figures representing the government, industry and corporate to discuss and debate critical issues and explore potential solutions related to SOE restructuring in the country.

The event was keynoted by Dr. Indrajit Coomaraswamy, former Governor of the Central Bank of Sri Lanka, followed by an insightful panel discussion featuring Mr. Suresh Shah, Director-General of the State-Owned Enterprises Restructuring Unit, Ministry of Finance, and Mr. Reyaz Mihular, Chairman of Bairaha Farms PLC and Former Chairman of Sri Lanka Telecom. The session was moderated by Mr. Arjuna Herath, Past President of CA Sri Lanka and Chairman of the Policy Advocacy and Economic Contribution Committee (PAECC) of CA Sri Lanka.

During the forum, participants were provided with an in-depth understanding of the current landscape of SOEs in Sri Lanka and a detailed analysis of the challenges and opportunities associated with SOE restructuring, in addition to exploring the best practices and recommendations to ensure effective SOE reforms which will benefit the country on the long term.

Among those present at the event were also Mr. Heshana Kuruppu, President of CA Sri Lanka; Mr. Tishan Subasinghe, Vice President of CA Sri Lanka; Mr. Asoka Piyadigama, Chief Executive Officer of CA Sri Lanka; and Ms. Lakmali Priyangika, Chief Operating Officer of CA Sri Lanka.

The Royal Turf Club Nuwara Eliya held its first race for the year on 24th February 2024. Titled the RTC Sports Tourism Race Day, this event was part of an ambitious programme to uphold the tradition of horse racing in Nuwara Eliya while promoting tourism in the area.
Since the inception of horse racing in Sri Lanka, The Royal Turf Club, Nuwara Eliya has been a flag bearer of the sport.
RTC Nuwara Eliya treasurer Nisitha Rupasinghe said “The RTC Sports Tourism Day was conceptualized in order to increase tourism in Nuwara Eliya along with upholding the tradition of horse racing. The RTC since 2016 has maintained the Nuwara Eliya racecourse and looked after all matters relating to it, as we like to think the race course in Nuwara Eliya is a site of national heritage. On the 24th of February, we  scheduled four races for the day. The main race of the day was the RTC Sports Tourism Day race followed by the three other races where the Stables and Hill Rise Trophy, The Sunday Times Trophy and the Yes 101 Trophy were awarded to the winners of the respective races. “

South Asia continues to grapple with the complex challenge of internet censorship. As governments deploy measures to control online content and restrict connectivity, concerns surrounding digital freedom have grown.

This comparative analysis sheds light on the nuanced landscape of internet censorship in Sri Lanka and Pakistan, examining key incidents, government actions, and the far-reaching consequences on the digital realms of both nations.

Political Context and Suppression of Protests

In recent times, the global landscape has witnessed a concerning trend of declining internet freedom, notably exemplified in the cases of Sri Lanka and Pakistan, where the suppression of protests has been closely intertwined with the imposition of internet censorship.

Sri Lanka experienced a marked in internet freedom during the protests that erupted in March 2022, triggered by the government’s mishandling of an economic crisis. Then-president Gotabaya Rajapaksa’s government restricted the Aragalaya movement, which advocated for political reforms, by imposing a 16-hour blocks on various social media platforms.

This suppression also involved the arrest of online activists and journalists, accompanied by the introduction of new criminal penalties aimed at controlling the dissemination of what the government deemed to be false information.

Similarly, Pakistan has a history of grappling with internet censorship, dating back to 2012, when the government-initiated efforts to establish a national-level URL filtering system. Over the subsequent years, the country experienced intermittent bans on major social media platforms, often driven by concerns related to blasphemous content and political protests.

Notably, YouTube became a focal point of restrictions. The government’s assertive control over internet infrastructure and its engagement in legal battles over website censorship underscore the intricate intersection of politics and the digital realm.

These instances underscore a broader global challenge where governments, in response to political unrest and protests, are increasingly resorting to the curtailment of internet freedom as a means of stifling dissent. The suppression of online platforms, the arrests of activists and journalists, and the introduction of stringent legal measures all highlight the growing trend of using internet censorship as a tool for political control.

As the digital space continues to play a pivotal role in shaping political narratives and mobilizing public opinion, the delicate balance between governmental authority and the preservation of fundamental freedoms remains a critical issue on the global stage.

The Regulatory Landscape and Legal Framework for Internet Censorship in Sri Lanka

Sri Lanka, a signatory to the International Covenant on Civil and Political Rights (ICCPR), guarantees freedom of expression as a fundamental right. Despite constitutional provisions and international obligations, challenges arise in balancing this freedom with concerns related to national security, public order, and the prevention of discrimination, especially in times of internet censorship.

Under Article 19 of the ICCPR, freedom of expression encompasses the right to seek, receive, and impart information and ideas through any means. Nevertheless, laws can impose restrictions on this right if they are provided by law and deemed necessary to protect rights or reputations, national security, public order, public health, or morals.

These standards equally apply to online expressions. The constitutional provisions outlined in Article 14(1) of the Sri Lankan Constitution significantly impact the landscape of internet censorship in the country.

While the constitution guarantees freedom of speech and expression, it also allows for restrictions in several areas, including national security, public order, and the rights and freedoms of others. This creates a framework within which the government can justify and enforce measures to regulate online content.

The Police Ordinance grants the police powers to control situations threatening public peace and order. Section 98 of the Ordinance criminalizes spreading false reports to create panic. This provision, potentially applicable to false reports on social media, addresses threats to public order. Limited information is available on its use for arrests or charges.

The Public Security Ordinance empowers the president to enact Emergency Regulations (ERs) in the interests of public security. ERs, once operational, supersede other laws (except the Constitution) and are immune from judicial scrutiny. Recent ERs include prohibitions on spreading false information, demonstrating the government’s intent to combat disinformation during emergencies.

Examining Internet Censorship Laws in Pakistan: Impact on Citizens’ Rights and Digital Freedom

The Prevention of Electronic Crimes Act (PECA) is a pivotal piece of legislation governing online activities in Pakistan. Section 38 of PECA outlines limited civil or criminal liability for service providers regarding user-generated content. However, the controversial Removal and Blocking of Unlawful Online Content Rules 2021 introduces financial liability for non-compliance with takedown requests.

Moreover, the Pakistan Telecommunication Authority (PTA) plays a significant role in content regulation. During the coverage period, PTA sent notices to social media companies, held meetings, and initiated registration processes under the new rules. Major platforms like Facebook, Twitter, Google, and TikTok faced content removal requests, primarily related to blasphemy, obscenity, and national security.

The legal landscape empowers the government to influence digital platforms, as seen in the removal of thousands of content pieces across various platforms. TikTok, a popular platform in Pakistan, received numerous requests resulting in the removal of videos, raising concerns about freedom of expression.

The vague language used in laws, such as terms like ‘immoral’ and ‘objectionable,’ leaves room for interpretation, leading to potential misuse. Critics argue that without clear definitions, the government can wield these laws arbitrarily, impacting individual freedoms.

These censorship measures, while aimed at preserving public morality and national interests, pose challenges to citizens’ rights and digital freedom. The lack of transparency and oversight provisions raises concerns about the potential abuse of power. Examining internet censorship laws in Pakistan reveals a complex landscape where legal provisions grant authorities substantial control over online content.

Striking a balance between preserving societal values and protecting citizens’ rights is essential. Continuous scrutiny, dialogue, and adherence to international standards are crucial for refining these laws and safeguarding digital freedom in Pakistan.

Transparency in Content Restrictions Safeguarding Citizen Rights 

In Sri Lanka, the opacity surrounding content restrictions raises significant concerns regarding due process and accountability. Blocking orders, issued on vaguely defined grounds, leave citizens in the dark about the criteria for content suppression. This lack of clarity not only hampers citizens’ understanding of the limitations imposed on their digital expression but also raises questions about the fairness of the process.

Civil society groups, recognizing the crucial importance of transparency, have resorted to right to information (RTI) requests to unveil records. The struggle for transparency in Sri Lanka is, therefore, not just an advocacy effort but a fundamental endeavor to protect individual rights.

Similarly, in Pakistan, the absence of transparency in content restrictions poses a challenge to citizen rights. The reliance on blocking orders issued by government entities, often citing reasons like “publishing false information,” further underscores the need for a clear and accountable process.

Without transparency, individuals are left uninformed about the basis on which their online content may be restricted, potentially compromising their freedom of expression.

Emphasizing the importance of transparency in content restrictions becomes crucial, not only as a safeguard for individual rights but also as a cornerstone of a democratic society that values open discourse and an informed citizenry. Thus, Transparency in content restrictions is not just a procedural formality; it is a cornerstone of protecting citizens’ rights in the digital age.

The comprehensive digital control exercised by the governments of Sri Lanka and Pakistan underscores their authority to navigate and influence the digital landscape at a nationwide level. As these nations grapple with the delicate balance between maintaining order and preserving democratic principles, the implications of centralized authority on digital freedom remain a focal point of discussion and advocacy.

A centralized approach to digital control, especially in the midst of critical political developments, poses challenges to the principles of open discourse, freedom of expression, and the right to access information.

The lack of decentralized decision-making processes may result in arbitrary restrictions and the suppression of diverse voices within the digital sphere. Balancing the need for security with the preservation of individual rights in the digital age remains a crucial challenge that requires ongoing scrutiny and dialogue within these evolving societies.
