Speaker of Parliament Jagath Wickramaratne on Wednesday (June 3) endorsed the certificate on the Inland Revenue (Amendment) Bill, which introduces mandatory Taxpayer Identification Number (TIN) certificates for significant financial transactions as part of wider reforms to modernize tax administration.

The Inland Revenue (Amendment) Act, No. 11 of 2026, amending the Inland Revenue Act, No. 24 of 2017, was passed on May 19, 2026. 

The Act clarifies provisions, strengthens compliance and enforcement, improves accuracy in tax calculations, supports strategic economic objectives, and enhances transparency and anti‑money laundering measures.

Key changes include revisions to income calculation, clearer rules on exemptions for specific projects and businesses, and an expanded scope for disclosure of information to relevant authorities.

Accordingly, the Inland Revenue (Amendment) Bill now comes into force as the Inland Revenue (Amendment) Act No. 11 of 2026. (Newswire)

Sri Lanka’s Inland Revenue Department (IRD) has issued a notice outlining the requirements for Sri Lankan non-residents concerning the Tax Identification Number (TIN). 

According to the IRD, Sri Lankan residents above 18 years of age are chargeable with income tax and are required to obtain registration with the Commissioner General of the IRD.

However, Sri Lankan non-residents are not required to obtain the said registration with the Commissioner General of the IRD.

Instead, Sri Lankan non-residents will be required to obtain the Tax Identification Number (TIN) for four key activities as proposed in the Budget 2024.

The four key activities are as follows;

• Opening a current account
• Obtain approval for a building plan
• Registering a motor vehicle, renewing the revenue licence
• Registering title deeds on lands

The proposal to incorporate the National Identity Card (NIC) when issuing the Tax Identification Number (TIN) for tax registration will be submitted to the Cabinet of Ministers, it was reported.

According to News1st, State Minister of Finance Ranjith SIyambalapitiya said that the proposal in this regard will be submitted to the Cabinet next week. 

He further said that it will be proposed to use the NIC number as the TIN when issuing NICs to individuals above 18 years of age. 

The State Minister of Finance revealed that recommendations concerning the proposal had been called from six institutions and four institutions have so far submitted their recommendations. (NewsWire)

The Kurunegala District Deputy Inspector General’s Office has warned of a financial scam targeting personal bank account details using the Tax Identification Number (TIN) recently introduced by Sri Lanka’s Inland Revenue Department. 

According to the Kurunegala District DIG’s Office, scammers are posing as bank officers and obtaining bank details of individuals using the TIN number programme.

It has been revealed that the Police have received details of several individuals who have lost large sums of money through the financial scam.

Scammers who call as staff members of a state bank and inform about how to maintain an account in the bank concerning the TIN number, then ask for the One-time passwords (OTP) of the bank customer who needs to set up the account. Not knowing that they are caught by a fraudster, some people have given OTP to them without further investigation. 

It has been revealed that the fraudulent gang that obtains the OTP has entered the bank account of the person they contacted and taken large sums of money, Kurunegala District DIG’s Office said. 

It is reported that in the recent past, over Rs. 200,000 had been stolen from the bank account of a Buddhist monk from Kurunegala, while Rs. 1 million had been stolen from another individual. 

The Kurunegala District DIG’s Office requested the public not to fall victim to such scams and it has launched a special programme in Kurunegala to warn the public in this regard. (NewsWire)

The Ministry of Finance has taken measures to simplify the newly introduced Taxpayer Identification Number (TIN).

State Minister of Finance Ranjith Siyambalapitiya said steps are being taken to convert an individual’s National Identity Card (NIC) number into the particular person’s Taxpayer Identification Number.

Earlier this month, the State Minister announced that preparations are underway to commence the implementation of the Tax Identification Number from February 01, 2024.

The government has clarified that a Tax Identification Number does not automatically make someone liable for income tax.

The obligation arises only when income exceeds the annual tax exemption limit of Rs. 1.2 million for those above 18, it added.

The government further said that submitting the TIN is mandatory when opening a current account, requesting building plan approval, registering a motor vehicle, renewing a license, and registering title to land from 01st February. (NewsWire)
