Former SDIG Priyantha Jayakody, who was arrested by the Criminal Investigations Department (CID) yesterday, has been remanded until 06 August.

He was remanded after being presented before the Mahara Magistrate’s Court today. 

The Sri Lanka Police earlier said that Priyantha Jayakody was arrested, based on a probe into an incident of threatening former Public Security Minister Tiran Alles and SDIG Lalith Pathinayake.

The Police said a suspect was arrested yesterday for allegedly threatening former minister Tiran Alles and SDIG Lalith Pathinayake, pretending to be an underworld figure residing overseas.

Interrogations of the suspect had revealed that the man had pretended to be an underworld figure and had threatened former minister Alles and SDIG Pathinayake at the request of former SDIG Priyantha Jayakody. 

Based on the revelation, the CID arrested former SDIG Priyantha Jayakody yesterday and produced him in court today. (Newswire)

Notorious underworld figure Nadun Chithaka Wickremeratne, alias Harak Kata, has alleged that he continues to be detained in Tangalle because he refused to pay Rs. 300 million demanded by former Public Security Minister Tiran Alles and suspended IGP Deshabandu Tennakoon.

Harak Kata made the claim while being escorted by police from the Colombo Court Complex after a hearing today. “There are so many things to say. I will reveal them then,” he told reporters before being taken back to prison.

He further claimed that his ongoing detention in Tangalle costs Rs. 10 million per month.

Former Minister of Public Security Tiran Alles has left the Criminal Investigations Department (CID) after recording a statement in connection with a shooting incident in 2023.

According to reports, Tiran Alles left the CID after recording a statement for more than 5 ½ hours. 

The former minister reported to the CID this morning to record a statement regarding the shooting incident in front of a prominent hotel in Weligama in 2023. 

Suspended Inspector General of Police (IGP) Deshabandu Tennakoon is already under remand custody over the incident. 

Tennakoon is accused of orchestrating the shooting involving officers from the Colombo Crimes Division (CCD), Weligama Police, and the Special Task Force, which resulted in the death of a CCD officer and injuries to another.

The Sri Lanka Government has defended the continued deployment of Special Task Force (STF) security for former Minister of Public Security Tiran Alles, citing intelligence reports that warn of threats to his life.

The issue came under scrutiny during a cabinet press briefing on February 11, when a journalist asked Cabinet Spokesman Minister Nalinda Jayatissa why Alles still receives STF protection while security for other former officials, including ex-President Mahinda Rajapaksa, has been reduced.

Minister Jayatissa responded that security allocations are based on intelligence assessments.

Today the BBC reported that a senior STF official confirmed that 19 officers were initially assigned to protect Alles. Seven officers were designated as close protection personnel, while 12 others were stationed at his residence and other locations.

Alles first received STF protection during his tenure as Minister of Public Security due to reported threats from underworld groups.

Speaking to BBC Sinhala, Alles said the number of STF officers assigned to him has been reduced since the new government took office.

“I now have only six STF personnel for my protection. The intelligence reports not only warned of threats to me but also highlighted risks to my family members,” he said.

Minister of Public Security Ananda Wijepala said security allocations are reviewed every six months to determine necessity.

“We conduct periodic evaluations and make adjustments. If security is no longer needed, it will be removed,” he said, adding that a new assessment will be conducted regarding Alles’ security.  (NewsWire)

Sri Lanka’s on-arrival visa system will continue until the court’s verdict is issued on the case filed against the visa issuance system, Minister of Public Security Tiran Alles said. 

Addressing the media yesterday, Minister Alles said that 12 additional counters have been established at the Katunayake Airport for this purpose.

Stating that queues were reported at the existing counters due to several flights arriving at the same time, the minister said as a solution, 12 more counters have been set up to issue on-arrival visas.

Minister Alles revealed that due to the interim order issued by the court against visa processing company VFS Global, measures are being taken to issue on-arrival visas to tourists for 30 to 60 days. 

The new visa issuance system by global visa processing service, VFS Global and its charges came under the spotlight after a local passenger had raised concerns over the process, with the video of the incident being widely circulated on social media.

A probe launched by the Committee on Public Finance (CoPF) also found that VFS Global had been picked without calling for official bids, resulting in the Department of Immigration and Emigration losing out on receiving competitive rates for visa issuance.

In July this year, three petitions were filed at the Supreme Court against Minister of Public Security Tiran Alles and the government against the VFS visa procedure. Opposition MPs Patali Champika Ranawaka, M.A. Sumanthiran, and Rauff Hakeem filed the three petitions. 

The lack of a proper visa issuance system has severely inconvenienced tourists visiting Sri Lanka, with long queues regularly reported at the visa counters at the Katunayake Airport.

In a bid to resolve the issue, earlier in September, the Cabinet of Ministers authorized President Ranil Wickremesinghe to implement visa-free access for 38 countries with immediate effect.

Minister of Public Security Tiran Alles claims that long queues were reported for passports in the past few days due to the actions of certain individuals interfering with the system.

Addressing the media, Minister Alles clarified that long queues were reported recently not due to a shortage of passports, but due to certain individuals taking over the token system.

He revealed that the ministry initially introduced an online appointment system with registrations opening at midnight, but all appointments were booked within the first 15 to 20 minutes.

Minister Alles said it was later found that a group of individuals with over 100 SIM cards were booking the appointments and later selling the slots to the public for Rs. 45,000.

Stating that as a result this online system was suspended, he said then the ministry introduced a token system, which was also taken over by this group, with the tokens being sold to the public for Rs. 25,000 and Rs. 20,000.

Minister Tiran Alles said that measures were then taken to brief the Police on the token system and hand over the process to the Police for implementation, resulting in queues for passports ending by 10.30 am.

Public Security Minister Tiran Alles has requested the public to delay applying for passports until October, urging only those with immediate requirements to apply for urgent passports. 

Addressing a media briefing, the Minister said that those who apply for passports in October will be able to obtain new e-passports which meet international standards. The new passports will feature enhanced security features, the Minister revealed. 

The tender for the new passports had been delayed due to various reasons, causing the delay in issuing new passports, the Minister said. 

“Although the daily requirement is to issue around 3,000 passports, only 900 is currently issued due to the current situation,” Minister Allen said, adding that certain provisions have been allowed to issue around 100 passports daily for extremely urgent requirements. 

“Of all the passports issued so far, only 23% passports have been used,” the Minister revealed, urging the public to only apply for passports for urgent requirements. 

Minister Alles revealed that the government intends to improve the country’s passport ranking from its current 193rd position. “We’re trying to rank somewhere above 50 with the new passport,” he said. (Newswire)

Three petitions have been filed at the Supreme Court against Minister of Public Security Tiran Alles and the government against the VFS visa procedure introduced at the Katunayake Airport.

Opposition MPs Patali Champika Ranawaka, M.A. Sumanthiran, and Rauff Hakeem have filed the three petitions. 

The petitioners have called on the court to issue an order suspending the visa system as there was a potential threat of the breach of vital security data from the nation.

“I moved the Supreme Court against Minister of Public Security, @TiranAlles  and the Government for allegedly aiding and perpetrating a multi-billion dollar scam involving the IVS visa procedure,” MP Champika Ranawaka said in a post on ‘X’. 

Also speaking to the media today, MP Champika Ranawaka said a decision had been taken to file the said petition taking into consideration that they were members of the Parliamentary Committee on Public Finance (CoPF).

Meanwhile, MP Rauff Hakeem told the media that the VFS visa deal was considered a scam which is 10-fold worse than the Central Bank bond scam. 

The new visa issuance system by global visa processing service, VFS Global and its charges came under the spotlight after a local passenger had raised concerns over the process, with the video of the incident being widely circulated on social media.

A probe launched by the Committee on Public Finance also found that VFS Global had been picked without calling for official bids and had resulted in the Department of Immigration and Emigration losing out on receiving competitive rates for visa issuance.

“If competitive bids were called for then the government could have obtained the services for a fee less than US$ 25,” CoPF Chairman MP Harsha de Silva said, presenting the CoPF report in Parliament recently. 

Stating that local firm Mobitel had also in the past offered to provide some service for US$1, MP de Silva said however, no specifications had been issued on the criteria for the visa issuance service amidst which VFS Global had been selected. 

He said the CoPF is of the view that if specification documents had been available then, not only Mobitel but other overseas firms would also have had an opportunity to engage in competitive bidding for the visa issuance service in Sri Lanka, adding that an issue has arisen as to why the selection of firms had been conducted without a specification document. All but two individuals wanted over the recent shooting incident in Athurugiriya have been arrested, Minister of Public Security Tiran Alles said. 

Addressing the media today, he said the authorities had apprehended those who had been involved in the stage-by-stage planning of the shooting.

Businessman ‘Club Wasantha’ and another individual were killed and four others injured after two gunmen opened fire inside a tattoo studio in Athurugiriya on July 10. 

When asked about the wealth and money source of Club Wasantha, Minister Alles said he was known to operate several clubs through which he had earned income.

Chief Opposition Whip MP Lakshman Kiriella raised concerns in Parliament today over the newly introduced visa issuance system at the Katunayake Airport, claiming that the Parliament was not informed of the decision on the charges of global visa processing service, VFS Global.

Addressing the Parliament, MP Kiriella said the Gazette published on the new visa issuance scheme only approves an increase in visa fees and not that of VFS Global. 

Stating that the Parliament Hansard also only consists of the discussion on the increase in visa fees, MP Kiriella questioned how the VFS fee had been implemented following a discussion in the Cabinet. 

MP Kiriella pointed out that the VFS fee is a separate segment, and as the Parliament has the Financial Power, the matter cannot be decided by the Cabinet. 

He further accused the authorities of having completely bypassed the Parliamentary system.

Opposition Leader MP Sajith Premadasa has raised seven key questions related to Sri Lanka’s newly introduced on-arrival visa application system which came under fire recently.

Concerns were raised on the new process, following a video on social media, showing a traveller claiming that the process had been awarded to an Indian company which was levying extra processing fees and causing delays.

Addressing the media today, Public Security Minister Tiran Alles clarified the said incident and also provided details on the move to provide Sri Lanka’s visa application system from a state-run platform to a global visa processing service, VFS Global. 

Slamming Minister Alles for failing to address the matter properly, Opposition Leader MP Sajith Premadasa further criticised the minister for penalizing the whistleblower.

Taking to ‘X’, the Opposition Leader raised the following key questions from the relevant authorities.  

  1. When cabinet papers were submitted for VFS selection?
  2. What were the factors that led to choosing VFS at 25.77 USD over 1 USD per arrival that SLT Mobitel offered?
  3. Considering Sri Lankan visa approval requires only a passport copy as opposed to visas of some other countries that need VFS for extensive documentation, how was the outsourcing justified?
  4. When cabinet papers were submitted, did the Tourism minister object on the basis that higher fees might impact arrivals, are there any written observations he made on the papers? 
  5. Did the Tourism Minister object to the scrapping of the most popular 30-day visa category?
  6. At any point has the Tourism Minister who claims he is not involved been in conversation with any VFS officials?
  7. Why is VFS involved in SL tourism promotion and how was the scope of work and costs calculated? 

Opposition Leader Sajith Premadasa warned that Sri Lanka’s tourism industry was at stake and that this confusion could not continue.

The recent changes have impacted the Visa cost structure, with an additional service charge of USD 18.05 being introduced. Minister Alles assured that there would be no changes to this fee, adding that the service provider would not be able to increase this fee according to the agreement. “We have looked at the charges of other countries and introduced this amount which is lower than charges by other countries,” he said.

Minister Alles said that the government had entered into a contract with the company for a period of 12 years. “Their initial investment was 200 million for the equipment and software,” he said. 

Tourism industry stakeholders have pointed out that the USD 75 Visa will now cost USD 100.77 with the new service fee. 

The changes were approved both by the Cabinet of Ministers and Parliament, the Minister said, refuting allegations. “No person can say that they were not aware of this,” he said. “The VFS process was presented to the Cabinet on two occasions within three months,” he explained. 

Responding to allegations that the local company was not given an opportunity to better the existing system, the Minister said that the company had not attempted to make improvements. “They were given a chance for four years,” he said. 

The Minister also said that the new system should also aid in preventing corruption. “We have taken action against corruption in the past,” he added. (Newswire)

The Katunayake Airport Police have issued a summons to the individual who had caused a disturbance in the visa issuance section at the Bandaranaike International Airport recently.

The Officer-in-Charge (OIC) of the Katunayake Airport Police confirmed to Newswire that a statement had been recorded from the individual this morning.

He further said that statements were also recorded from the Immigration Officials who were found to have been involved in documenting the incident. 

The Katunayake Airport Police OIC added that investigations are ongoing into the matter. 

After recording his statement, the individual seen in the viral video told the media that he had acted in such a way after seeing that opportunities that could be provided to unemployed Sri Lankan youth have been outsourced.

“It was sad to see such opportunities being given to foreign firms and also a vital system such as the visa system being outsourced to foreign companies who will make a profit out of this,” he added. 

Stating that he was a Sri Lankan citizen employed in Thailand, the man further said he was also saddened to see the large gap in development between Sri Lanka and Thailand. 

Refuting reports of political affiliations and sabotage moves, the man said he had raised his voice for the youth of the nation and had expressed his opinion as per his rights under the Constitution of Sri Lanka. 

Meanwhile, Minister of Public Security Tiran Alles also said action will be initiated against the individuals involved in the recent disturbance in the visa issuance section at the Katuayake Airport.

Addressing the media today, Minister Alles said that action will be taken against the individual who had caused the disturbance, as well as the Immigration officials who had documented the entire incident. 

“We have identified those who were involved in this incident. Some immigration officers had documented the incident and we have found those who were involved. I will initiate action against them. I will not allow people to sabotage development moves,” he warned. 

Action is being taken against several persons after Sri Lanka’s new visa-issuing process sparked concern, following a video widely circulated on social media, claiming that the process had been awarded to several Indian companies. 

In the video, an agitated Sri Lankan national claimed that Indian companies who had taken over visa processing at the Katunayake Airport were causing delays and levying extra processing fees. 

At the time, the Indian High Commission also refuted reports of Indian companies taking over visa issuance at the Katunayake Airport.“Any reference to India in this context is unwarranted,” the Indian High Commission said.

Also, issuing a clarification on the allegations related to the outsourcing of the Visa application process, the government said the responsibility for on-arrival visa applications was awarded to VFS Global, a company operating in 151 countries with 3,388 centres worldwide, following assessment and approval by the Cabinet of Ministers on September 11, 2023. 

Based on a proposal tabled by Public Security Minister Tiran Alles, the company was selected following the Government’s procurement process. VFS Global was chosen from two other contenders, due to its global reputation and extensive experience, with the view of streamlining the process for foreign visitors to apply for online visas, the government revealed. The BAR Association of Sri Lanka (BASL) has called for the removal of Tiran Alles as Public Security Minister over his alleged ‘irresponsible, arbitrary, and misleading statements’ in the recent past. 

Issuing a statement, the BASL also called on the Public Security Minister to retract his recent statement while addressing the new Police STF Squadron to fight crimes.

The minister was reported by various media as having said “Eliminating criminals is not a sin. Don’t be afraid to use the weapon in your hand for the right thing, and we stand by you.”

Raising concerns over the minister’s statement, the BASL said it is a direct contradiction to the fundamental principles enshrined in the Constitution and the established procedures governing the criminal judicial system. 

“The dispensation of justice, including the imposition of penalties upon wrongdoers, is exclusively within the jurisdiction of the courts as mandated by the Constitution. Such actions must adhere strictly to due process, including thorough investigations and fair trials conducted in accordance with the law.

“Given the alarming increase in extrajudicial killings, custodial deaths, and incidents of torture perpetrated by law enforcement in recent times, the minister’s statement perpetuates a dangerous misconception that justice, sentencing, and punishment lie beyond the purview of the judiciary and can be administered arbitrarily, without adherence to due process,” the BASL pointed out.

Sri Lanka Police has introduced a new motorcycle squadron to crack down on the underworld and organized crime-related activities in the nation.

The motorcycles for the new squadron were handed over by Minister of Public Security Tiran Alles at the Police Specia Task Force (STF) camp in Katukurunda, Kalutara.

Minister of Public Security Tiran Alles has ordered an immediate probe into the alleged assassination attempt on Fort Magistrate Thilina Gamage, it was reported.

According to Lankadeepa newspaper, the directive has been issued to Inspector General of Police (IGP) Deshabandu Tennakoon.

The Criminal Investigations Department (CID) has received an order to conduct a comprehensive investigation into a letter from an informant claiming that plans were underway to assassinate the Magistrate using a T81 grenade launcher.

The informant has also claimed that an individual had requested this firearm over the phone to kill the Magistrate.

A program to raise awareness among the members of Community Policing Committees in Jaffna and Kankesanthurai Police Divisions was held on Sunday (Mar 17).
