Prime Minister Harini Amarasuriya has stressed the urgent need to strengthen inclusive education and address shortages of therapists and medical professionals to ensure the physical and mental well‑being of children with disabilities.

During a visit to the National Institute of Special and Inclusive Education, Shishyodaya in Veniwelkola, the Prime Minister said children with disabilities are particularly vulnerable and require protection. 

She stressed that social awareness programmes must be implemented for parents, teachers, and society at large to safeguard children from negative influences while promoting their overall well‑being.

PM Amarasuriya noted that the institution, established in 2019 outside the basic standards and plans for inclusive education, must be transformed into one that provides quality education and meets the objectives of inclusive learning. She proposed appointing a special committee to make recommendations for its development.

The Prime Minister also pledged to coordinate with the Ministry of Health to resolve the shortage of therapists and clinical service providers, while ensuring proper maintenance of equipment and buildings using allocated funds.

The “Rebuilding Sri Lanka” Presidential Task Force convened yesterday (13) at the Presidential Secretariat under the chairmanship of Prime Minister Harini Amarasuriya, focusing on delays in contracted infrastructure projects following the Ditwah disaster, obstacles to achieving 2026 project targets, and the overall progress of the programme.

During the meeting, it was revealed that Rs. 13,505 million has already been allocated for 50,554 partially damaged houses, while Rs. 11,510 million has been provided for 4,918 fully damaged houses.

The Government of Sri Lanka has announced plans to allocate nearly Rs. 42,000 million between 2027 and 2031 to uplift the quality of vocational education, Prime Minister and Minister of Education, Higher Education and Vocational Education Harini Amarasuriya said. 

According to PM Amarasuriya, of this, Rs. 4,000 million will be directed to strengthen the Vocational Training Authority (VTA).

Speaking at the 5th Diploma Convocation of the VTA held at the BMICH in Colombo, the Prime Minister said the investment aims to transform the VTA into a center of excellence in every province.

The reforms will include introducing new courses suited to global demands, updating syllabi, filling staff vacancies, and improving student facilities. She emphasized that education should not be confined to producing a workforce for the economy but should aim to elevate society to a higher level, adding that diploma holders have a role in conveying the value of vocational education to the community and future generations.

At the ceremony, 717 diploma holders who completed vocational studies across 15 courses received certificates. Prime Minister Harini Amarasuriya has directed authorities to urgently commence renovation work on the Ratmalana Kandawala Road and its drainage system, which serves as a vital access route to economically important factories and higher education institutions.

The Prime Minister issued the instructions during a special discussion held today (30) at the Western Provincial Council Office under her chairmanship.

It was revealed that obstructions in the drainage system on both sides of the road have caused frequent flooding during the rainy season, leaving residents, service recipients, and employees facing severe difficulties. 

Years of neglect and unauthorized constructions have worsened the situation, despite the road’s potential to deliver significant economic and social benefits once rehabilitated.

Officials identified several key causes of poor drainage, including unauthorized structures blocking rainwater flow, failure to properly clean and maintain the drainage system, and culverts and bridges being too small for current needs. 

The minimal height difference between the Werassa River and the drainage system, along with the groundwater level being close to the surface, were also noted as contributing factors.

Prime Minister Amarasuriya highlighted unresolved land ownership issues and the failure of institutions to clearly identify maintenance responsibilities as major obstacles. 

She emphasized the need for all state institutions to work together beyond narrow boundaries to resolve the crisis.

Officials noted that several countries are debating age restrictions on social media access, but highlighted studies showing that bans alone may be ineffective, with 85% of children in one country continuing to use platforms through other means. Risks such as lost learning opportunities, increased reliance on unsafe platforms, and privacy concerns were also discussed.

The discussion emphasized adopting a “smart mix” of strategies to address harms including grooming, exploitation, harmful content exposure, sleep disruption, compulsive online behavior, and impacts on mental wellbeing.

Proposed measures include boosting digital literacy, empowering parents and children, holding online platforms accountable, disabling addictive features, and embedding Safety‑by‑Design principles.

The government reaffirmed its commitment to an evidence‑informed approach and cross‑ministerial cooperation. 

In line with this process, draft school‑level guidelines on online safety, cybersecurity, and digital wellbeing were presented, developed using international frameworks and national resources.

During the meeting with the North Central Province education authorities, wide discussions were held on education development programs in the province.

Measures taken to achieve targets of the Grade 5 scholarship, Ordinary Level and Advanced Level examinations, school development projects, subject‑related programs implemented at zonal level, and the development of schools damaged by Cyclone Ditwah were also reviewed.

PM Amarasuriya also focused on the academic, welfare, and administrative issues presented by provincial education officials.

A long-term programme should be formulated to minimize the spread of the dengue epidemic, Prime Minister Harini Amarasuriya said today (16) while addressing a special dengue prevention programme organized in Kottawa in conjunction with Dengue Prevention Week. 

PM Amarasuriya further said that, just as the country has successfully overcome previous challenges, the dengue challenge must also be addressed and overcome through a collective effort.

The Prime Minister revealed that at present, the risk of dengue is increasing across the country, with the Colombo District remaining at high risk, and health authorities identifying Maharagama as one of the particularly vulnerable areas.

“The risk has been identified especially in schools, government and private sector offices, and other public spaces. As a government, we have declared a Dengue Prevention Week and are undertaking special interventions during this period with the objective of addressing the risk of dengue faced by the public.

“However, this effort should not be limited to a single week. A long term programme should be  formulated to address this issue. At this critical juncture, all stakeholders must come together and act with determination,” she said. 

PM Amarasuriya noted that over the past one and a half years, the government has successfully overcome numerous challenges, adding that similarly, the authorities must collectively come forward to overcome this challenge as well. 

“Dengue prevention should be regarded as a personal responsibility by every citizen. We must work towards transforming the Colombo District from a high-risk area into a lower-risk zone and progressively move towards eliminating the threat altogether,” she added.
