Sri Lanka’s Road Development Authority (RDA) has announced changes to the ticket issuing system at the Kerawalapitiya Interchange on the Outer Circular Highway, effective from 12.00 noon on December 22, 2025.
Under the revised system, vehicles entering the Colombo–Katunayake Expressway via the Seeduwa and Peliyagoda interchanges will no longer be issued entry tickets at the Kerawalapitiya Interchange (KIC 1). Instead, entry tickets will be issued directly at the Seeduwa and Peliyagoda interchanges when accessing the expressway.
In addition, vehicles travelling from the Outer Circular Highway and entering the Colombo–Katunayake Expressway will no longer be required to obtain an exit receipt and a newly issued entry ticket at the Kerawalapitiya Interchange. Exit receipts will continue to be issued only for vehicles exiting the expressway via Kerawalapitiya Interchange (KIC 2), as per the existing procedure.
Accordingly, motorists entering the Colombo–Katunayake Expressway must obtain entry tickets at the Seeduwa or Peliyagoda interchanges.
Vehicles coming from the Outer Circular Highway will be allowed to enter the Colombo–Katunayake Expressway without obtaining an entry ticket, while vehicles exiting at the Kerawalapitiya Interchange will be required to pay the applicable exit toll.
The RDA also noted that electronic toll payment facilities will be available only for travel on the Colombo–Katunayake Expressway. Vehicles using electronic toll payments to enter the Outer Circular Highway must continue to use the designated cash toll lanes.
