
Sri Lanka’s Public Utilities Commission of Sri Lanka has decided not to revise electricity tariffs during the first quarter of 2026, citing delays and deficiencies in the tariff proposal submitted by the Ceylon Electricity Board.
PUCSL said the decision followed the CEB’s failure to submit a complete and accurate tariff revision proposal within the stipulated timeframe for the January–March 2026 period.
The commission said it had informed the CEB in October 2025 to submit its first-quarter tariff proposal by Nov. 14. However, the proposal was submitted only on Dec. 29 and contained several errors.
PUCSL said it instructed the CEB on Jan. 5, 2026, to submit a corrected proposal by Jan. 8, but the utility later informed the regulator that further delays were expected. As of now, no revised proposal has been received.
The commission said that even if a revised proposal were submitted, the required review process and public consultations would mean any tariff revision could only be implemented during the latter part of the quarter.
PUCSL warned that implementing a tariff change for a short remaining period could result in disproportionately high percentage adjustments in electricity charges, which could negatively affect the national economy.
Taking these factors into account, the commission said it had decided not to implement any electricity tariff revision during the first quarter of 2026.
PUCSL has instructed the CEB to submit its tariff revision proposal for the second quarter of 2026 on or before Feb. 13.
