The “InSA” Project (Integrated Systematic Approach for the Family Development of Migrant Workers) is scheduled to commence at the Divisional Secretariat level from October 1, 2026, with the aim of safeguarding the welfare of families and protecting children of Sri Lankans migrating for foreign employment.
The initiative came under discussion at the Sectoral Oversight Committee on Economic Development and International Relations meeting held on August 21, chaired by MP Lakmali Hemachandra.
Committee members emphasized the importance of establishing structured family development plans covering financial management, child health and protection, employment training, and small business and export development.
Particular focus was placed on ensuring care, protection, and education for children aged 2 to 18 years when mothers migrate overseas, with attention also drawn to infants below two years under existing legal and administrative procedures.
The programme will involve Child Rights Promotion Officers, who will intervene at three stages, before departure, during overseas employment, and after the family’s return, to ensure alternative care plans are practical, identify risks, and provide psychosocial support to strengthen family relationships.
To coordinate these efforts, InSA Committees will be established at Divisional Secretariat level, chaired by Assistant Divisional Secretaries and supported by Child Rights Promotion Officers, Early Childhood Development Officers, and other relevant field staff.
It was further revealed that a Memorandum of Understanding (MOU) has been proposed between the Sri Lanka Bureau of Foreign Employment and the Ministry of Women and Child Affairs to strengthen child protection activities.
The Committee stressed that all workers leaving for foreign employment must register with the Bureau, noting difficulties in implementing welfare programmes for those traveling through informal channels such as tourist visas due to the absence of official data.
Progress of the programme will be monitored at district level through District Secretaries, with a report on the InSA Project to be submitted to the Committee by February 2027. (Newswire)
