The National Physical Planning Department (NPPD) has rejected allegations surrounding the Anuradhapura Sacred City Development Plan, clarifying that the project does not propose new religious constructions or restrictions on devotees visiting sacred sites.

NPPD Director General Ruchira Vithana said the gazette notification issued in February 2026 had been misinterpreted, leading to concerns over proposed development activities in the sacred city.

He denied claims that the plan includes the construction of new Hindu temples, shrines or flower altars, and assured that devotees would not face restrictions on religious worship.

Addressing concerns over fencing near the Ruwanweli Maha Seya, Vithana said a protective fence had been constructed approximately 500 metres away from the stupa to safeguard the archaeological site and prevent animals from entering.

He added that the department plans to transform the existing fence into an environmentally friendly bio-fence using plants and trees to preserve the natural surroundings.

According to Vithana, development activities in Anuradhapura’s sacred areas have been carried out for decades, with the latest gazette forming part of the continuing development programme.

He urged the public to examine the gazette notification before drawing conclusions and invited those seeking clarification to obtain information directly from the department. (Newswire)
