The Cabinet of Ministers has approved the awarding of a contract for the Sampur–Kappalthurai Transmission Infrastructure Development Project, aimed at strengthening Sri Lanka’s electricity transmission network.

According to the Cabinet decision, the contract has been awarded to the joint venture of Ceylex Engineering (Pvt) Ltd and Xingneng Electric Power Construction Co. Ltd for USD 4.15 million, EUR 0.78 million and Rs. 1,096.08 million, excluding taxes.

The project, financed through assistance from the Asian Infrastructure Investment Bank (AIIB), involves the construction of the Sampur 220(132)/33 kV solar power grid substation and the expansion of the Kappalthurai 220(132)/33 kV solar power grid substation.

The development is intended to strengthen the country’s electricity transmission infrastructure and maintain optimal efficiency of the national power system.

The Cabinet had previously granted approval for the project on December 15, 2025.

Subsequently, bids were invited under the International Competitive Procurement procedure to select a contractor, with six bids received.

Following the evaluation of bids and the recommendation of the High-Level Procurement Committee, the Cabinet approved the proposal submitted by the Minister of Energy to award the contract to the lowest substantially responsive bidder. (Newswire)
