A landmark initiative to strengthen environmental journalism in Sri Lanka has been launched by Expertise France and the European Union, in partnership with Canal France International (CFI) and the Sri Lanka Press Institute (SLPI). 

Backed by the EU‑funded Green Recovery Facility, the “Media Capacity Building Programme for the Promotion of the Green Transition” aims to equip journalists with the skills and tools to report on climate, environmental, and economic issues with greater depth and accuracy. 

Environmental journalism in Sri Lanka has traditionally given significant attention to natural disasters and their impacts. This initiative provides an opportunity for journalists to broaden this coverage by exploring a wider range of environmental issues, including climate finance, green investment, sustainable development, biodiversity, and the policy and economic dimensions of the green transition.

The programme will support journalists in strengthening their technical and investigative skills to explore these issues in greater depth and produce sustained, evidence-based reporting. Participants will be equipped with tools to analyse complex climate finance issues, examine public policies, and follow the flow and impact of green investments.

For Sri Lanka, ‘green transition’ is not an abstract concept; it is a pathway to urgently needed macroeconomic stability and sustainable growth. However, for this transition to succeed, the public must be well-informed, and institutions must be held accountable.

By empowering reporters to translate highly technical financial and governance concepts into accessible public-interest narratives, this project ensures that everyday citizens understand how green policies impact their livelihoods, energy prices, and communities. Crucially, it aims to mainstream the lens of ‘just transition’ and gender equity by encouraging the voices and perspectives of women and vulnerable populations to be heard, considered, and taken into account in the national environmental discourse.

The programme is designed to deliver high-impact, nationwide action. Implemented by Expertise France (EF), in partnership with Canal France International (CFI), the Sri Lanka Press Institute (SLPI), and the Ministry of Mass Media as the primary institutional beneficiary, it moves beyond traditional classroom-based learning.

In a joint statement, the group outlined the following key highlights of the initiative:

• Trilingual Foundation Training: Intensive capacity building for 60 journalists across Sinhala, Tamil, and English media to ensure nationwide reach and inclusivity.
• Mentored “Story Labs”: The rollout of six intensive Story Labs where journalists will receive direct editorial mentoring to investigate, produce, and publish high-quality, data-driven green transition stories
• Youth Outreach: Engaging journalism students and young media practitioners through university and youth activities to develop stories on green transition and public policy issues.
• Learning and Sharing Networking Event: Bringing together journalists, experts, policymakers, and key stakeholders to share learning, showcase stories produced through the programme, reflect on knowledge gained, and develop future story ideas on green transition issues.

A high‑level meeting was recently convened between the Sri Lanka Export Development Board (EDB) and European Commission consultants Paul Baker and Talal Rafi to discuss the potential impact of the EU–India Free Trade Agreement (FTA) on Sri Lanka’s export sectors.

The discussion brought together key stakeholders, including EDB Chairman Mangala Wijesinghe and Joint Apparel Association Forum (JAAF) Secretary General Yohan Lawrence, to exchange insights on how the landmark trade deal could reshape Sri Lanka’s export competitiveness in the European market, as well as the challenges that Sri Lanka’s apparel industry could face once the FTA becomes operational.

Negotiations on the EU–India FTA were concluded on 27 January 2026, and the agreement is expected to enter into force following the completion of the required legal review, signature, and ratification procedures.

The FTA is expected to significantly improve the competitiveness of Indian exports in the European market. Key labour-intensive export sectors, including apparel, marine products, leather and footwear, chemicals, plastics and rubber, sports goods, toys, and gems and jewellery, will benefit from substantial tariff liberalisation, with many products gaining duty-free access from the date the agreement enters into force.

Addressing the meeting, EDB Chairman Mangala Wijesinghe emphasised the importance of the European Union to Sri Lanka’s export economy, noting that the EU remains Sri Lanka’s second-largest export destination after the United States and accounts for approximately 24% of the country’s merchandise exports. He also provided a detailed assessment of the potential implications of the EU–India FTA for Sri Lanka’s export sector, highlighting both the emerging challenges and opportunities for local exporters.

Sri Lanka’s exports to EU markets recorded strong growth in 2025, with major destinations including Germany, Italy, the Netherlands, France and Belgium registering increases over the previous year.

Wijesinghe also stressed the importance of safeguarding Sri Lanka’s preferential access to the EU market through the GSP+ scheme, particularly as Indian products become increasingly price-competitive following implementation of the FTA. He noted the importance of Sri Lanka continuing to meet the requirements of the EU’s revised GSP framework and securing preferential access under the new regime.

“We intend to position Sri Lanka as a reliable, sustainable and high-quality supplier to the global market, while encouraging local enterprises to move towards higher-value, differentiated products and strengthen compliance with EU standards,” Wijesinghe said, outlining some of the strategies the EDB intends to pursue to mitigate the potential adverse effects of the FTA.

Joining the discussion, European Commission consultant and international trade economist Paul Baker observed that economic projections and long-term modelling indicate that the EU–India FTA could substantially increase India’s exports to the European bloc while also strengthening foreign direct investment flows into India.

He noted that while Indian products are expected to become more price-competitive in the EU market following tariff liberalisation, the European Union’s increasing emphasis on sustainability, environmental performance, traceability and regulatory compliance would continue to create opportunities for exporters capable of meeting these requirements.

Baker therefore encouraged Sri Lankan exporters to reassess their product and market strategies, improve value addition and strengthen compliance with evolving EU sustainability and regulatory standards in order to remain competitive.

Yohan Lawrence, representatives of the apparel industry, meanwhile, raised concerns over the potential impact of the FTA on Sri Lanka’s apparel exports to the EU. Particular attention was drawn to the rules of origin and regional cumulation arrangements applicable to fabrics and other inputs sourced from India and subsequently used in garments manufactured in Sri Lanka for export to the EU under GSP+.

Industry representatives cautioned that any restriction on Sri Lankan apparel manufacturers’ ability to benefit from cumulation arrangements involving Indian-origin inputs could further weaken the competitiveness of the local garment sector at a time when Indian apparel exports are gaining improved tariff access to the European market.

The EDB emphasised that the Government of Sri Lanka would take the necessary steps to engage with the European Union on appropriate cumulation arrangements with India, with a view to safeguarding Sri Lanka’s export competitiveness and supporting greater integration of regional supply chains.

Sri Lanka and the European Union convened a high‑level investment dialogue in Colombo, bringing together senior government officials and European diplomats to discuss reforms, market access, and the future of bilateral economic cooperation. 

The session, held in Colombo on July 31, 2026, was attended by the EU Ambassador to Sri Lanka and the Maldives, Ambassadors of France, Germany, Italy and the Netherlands, representatives of EU member state missions, and Sri Lankan ministers and officials.

The dialogue, part of the Sri Lanka‑EU Investor Dialogue series established in 2014, was elevated to ministerial level this year, underscoring its importance in sustaining investor confidence as Sri Lanka continues its IMF‑supported recovery.

The European Union will move to limit young children’s access to social media across the 27-member bloc, European ​Commission President Ursula von der Leyen said on Monday, in what ‌would be the biggest such effort to date to guard against online dangers.

Von der Leyen presented a paper from two experts recommending a tiered approach, with under-13s only ​allowed to use social media for limited periods under the ​supervision of parents, caregivers and teachers. The curbs would be lifted ⁠gradually as teenagers got older.

“It is clear we need age-appropriate restrictions ​to platforms,” von der Leyen told reporters in Brussels.

“The question is no longer ​if children face risks online, but what can we do to give children a safer start online,” she said.

Von der Leyen indicated that she was likely to follow ​the experts’ suggestions and that the Commission would present a concrete proposal ​after the summer.

She is expected to announce it at her state of the ‌union ⁠address in September.

Australia, Britain, China, India and the United States have already imposed a social media ban or are considering one, which would mainly target TikTok, Alphabet’s (GOOGL.O), YouTube and Meta’s (META.O), Instagram and Facebook.

Those companies did not immediately respond ​to emailed requests ​for comment. Social ⁠media platforms have said they have measures to protect younger users and many have already imposed age restrictions.

“We first ​need to consider the type of platforms that are ​harmful to ⁠our children. The evidence shows that this is mainly social media platforms, but also other providers with age-inappropriate and addictive features. So think of it ⁠as ​social media plus,” von der Leyen said.

ITAK Parliamentary Group Leader and Member of Parliament Shanakiyan Rasamanickam has raised the continued use of Sri Lanka’s Prevention of Terrorism Act (PTA) and the recent arrest of Tamil rapper Ganeshkumar Sangeethsan, known as Hiphop Sangee, in discussions with Charles Whiteley, Head of the South Asia Division (ASIAPAC) of the European External Action Service (EEAS) in Brussels.

According to ITAK, raising the recent arrest and detention of the Tamil rapper, MP Shanakiyan expressed serious concern over the case and highlighted the implications it carries for freedom of expression, democratic freedoms, and human rights in Sri Lanka.

During the meeting, Shanakiyan handed over a letter from ITAK General Secretary M.A. Sumanthiran regarding the arrest of Hiphop Sangee and reiterated the longstanding call for the repeal of the PTA. He emphasized that despite repeated commitments by successive governments to abolish the legislation, it continues to be used against individuals, particularly within the Tamil community.

Shanakiyan also drew attention to the implications of the continued use of the PTA in the context of Sri Lanka’s obligations under the European Union’s GSP+ trade concession scheme. He noted that the continued arrest and detention of individuals under the PTA, including the recent detention of Hiphop Sangee, raise serious concerns regarding Sri Lanka’s compliance with international human rights commitments that form the basis of GSP+ eligibility. 

He stressed that the repeated assurances given by successive governments to repeal the PTA have not been fulfilled and that the continued use of the law undermines Sri Lanka’s commitments relating to fundamental rights, freedom of expression, due process, and democratic governance.

The meeting also addressed the urgent need to conduct the long-overdue Provincial Council elections, with Shanakiyan stressing that meaningful devolution of power and democratic representation remain essential for addressing the political aspirations of the Tamil people.

Discussions further covered ongoing constitutional reform proposals, with emphasis on ensuring that any future constitutional arrangements safeguard the political rights, equality, and aspirations of the Tamil people.

Shanakiyan also raised the issue of enforced disappearances, highlighting the continued struggle of families seeking truth and justice for their missing loved ones. He stressed the importance of accountability, credible truth-seeking mechanisms, and justice in line with international standards.

The continued occupation of lands in Tamil-majority areas was another matter discussed. Shanakiyan highlighted that significant extents of land remain under military and state control and called for their expedited release and return to their rightful owners. He emphasized that land release is essential to facilitate the resettlement of displaced families, restore livelihoods, and ensure that affected communities can rebuild their lives with dignity.

A large-scale capacity-building programme aimed at promoting the Eco-Industrial Park (EIP) concept in Sri Lanka officially commenced in April 2026, targeting more than 1,000 stakeholders across the country’s industrial sector, the European Union (EU) said. 

According to a statement from the EU, the capacity-building programme is being conducted by the EU-funded Green Recovery Facility project, implemented by Expertise France, in collaboration with the National Cleaner Production Centre (NCPC), Sri Lanka and Adelphi (adelphi.de), a German consultancy firm.

The newly launched capacity-building programme brings together a broad group of stakeholders, including around 25 policymakers, 32 industrial park operators, 475 tenant industries, and 640 members from neighbouring communities, ensuring an inclusive approach to strengthening industrial practices in Sri Lanka.

Sri Lanka’s industrial sector comprises approximately 75 industrial parks and more than 1,200 industries employing over 126,000 people. As the country advances its sustainable development agenda, many industrial zones and enterprises are working to address challenges related to environmental management, resource efficiency and ageing infrastructure to enhance their competitiveness and long-term resilience.

The programme was developed based on findings from pre-assessment surveys and extensive stakeholder consultations, ensuring that the training content responds directly to the practical needs, priorities and capacity gaps identified among different stakeholder groups.

The capacity-building programme is being delivered through a series of engagements, including two virtual sessions, one in-person workshop, and follow-up training activities. The virtual sessions, conducted in April, introduced key concepts and frameworks, while the upcoming in-person sessions in May to July are expected to focus on practical application and peer learning.

Training sessions cover key areas such as policy and regulatory frameworks, green financing and investment strategies, environmental management and compliance, industrial symbiosis, and stakeholder engagement. The in-person workshops will include interactive discussions, real-case exercises, and experience sharing, enabling participants to identify solutions that can be implemented within their own industrial parks and institutions.

The activity aims to strengthen policy-level understanding, enhance the operational capacity of industrial park operators, support industries in adopting more resource-efficient practices, and encourage improved coordination with neighbouring communities.

By building capacity across these stakeholder groups, the initiative is expected to support the gradual transformation of industrial parks into more efficient, environmentally responsible, and economically competitive zones, contributing to Sri Lanka’s broader green development agenda.

The functioning of visa outsourcing giant VFS Global has come under scrutiny after more than 150 inspection reports by European authorities flagged multiple operational concerns at its centres across 20 EU member states between 2020 and 2025.

The reports, accessed by Netherlands‑based investigative newsroom Lighthouse Reports through over 40 Freedom of Information requests to the European Commission, the UK, and various EU governments, highlight issues ranging from weak handling of personal and biometric data to fake visa appointments, visa‑shopping practices, and inadequate communication about optional premium services.

The investigation, carried out in collaboration with media organisations including The Indian Express, also drew on interviews with nearly 150 applicants at VFS centres in Delhi and Mumbai, underscoring widespread concerns about the system.

Every year, more than a million Indians apply for Schengen visas that allow travel across 27 European nations, with demand surging since the pandemic amid rising incomes and growing appetite for international travel. At the centre of this process is Zurich‑ and Dubai‑based VFS Global, which handles applications for several European countries in India.

European inspectors noted that applicants’ biometric data and documents were, in some cases, stored on unencrypted compact discs and transferred insecurely between VFS offices and consulates.

Luxembourg’s embassy reported in a 2023 implementation review that biometric information was being transmitted through open emails whenever errors occurred during collection or transmission. Auditors also found that old CDs containing sensitive applicant information had not been destroyed despite shredders being available at the centres.

The reports additionally highlighted the growing problem of “visa shopping”, where applicants — often through travel agents — sought visas from countries perceived to have faster approval processes before travelling elsewhere within the Schengen area.

Luxembourg’s 2024 inspection report pointed to unusually high “no-show” rates at VFS centres in Ahmedabad, Chandigarh and Jalandhar and said authorities continued to encounter applications tailored to show Luxembourg as the destination even when another country was the real destination.

Fake appointment slots and forged employment contracts used for work visa applications were also detected. Luxembourg authorities observed a rise in fraudulent appointment bookings being sold by travel agents, along with fabricated employment documents submitted in support of national visa applications.

In Switzerland’s case, inspectors found that passports sent back as far back as 2020 were still lying at a VFS facility in New Delhi. Swiss auditors also criticised the company’s handling of fee reimbursements, remarking bluntly in one report that the refund process “does not work at all.”

A separate Schengen evaluation conducted in 2024 involving Germany and Poland reportedly concluded that certain aspects of VFS Global’s operations in India were not fully compliant with the European Union’s General Data Protection Regulation (GDPR), which governs the handling and security of sensitive personal information.

Swedish inspectors, meanwhile, raised concerns about privacy at VFS’s Mumbai office, noting that conversations between applicants and staff could be overheard because counters were separated only by low dividers. Another issue involved inadequate disclosure that premium services — such as lounge access, courier options and SMS alerts — were optional and unrelated to visa approval decisions

VFS Global has denied wrongdoing and maintained that its operations remain subject to continuous oversight by governments. The European Commission, responding to Lighthouse Reports, acknowledged growing dependence on external service providers and said its newly adopted EU Visa Policy Strategy aims to strengthen quality control and monitoring of such agencies.

The Russian Embassy in Sri Lanka has called on the European Union and its representatives in Colombo to refrain from what it described as “irresponsible allegations” after the EU Delegation accused Moscow of forcibly deporting 20,000 children and concealing information about them.

In a press release, the Russian Embassy rejected the claims as “baseless and false,” insisting that Russia has been rescuing children from the war and continues to do so. 

It expressed gratitude to Qatari mediators for their support in reuniting children with their families.

The statement urged the EU to avoid disseminating untrue information and suggested that officials in Brussels should instead focus on the plight of Ukrainian children in European countries. 

It also accused the EU of misleading the Ukrainian people with “false promises” of imminent accession to the bloc.

The European Union has launched a €2.6 million initiative titled “Together We Rise” to strengthen civil society and promote human rights, inclusion, and accountable governance in Sri Lanka.

Implemented by World Vision and SAFE Foundation, the three‑year programme will support 50 civil society organisations (CSOs), engage policymakers and government institutions, and empower 250 social activists to enhance transparency, accountability, and civic participation across nine districts.

The initiative is expected to reach 701,100 people across nine districts, with a focus on underserved and conflict-affected areas. Participating organisations will include women-led, youth-led and those representing persons with disabilities. In addition, more than 350 CSO staff will benefit from tailored capacity-building and technical support to strengthen their effectiveness and long-term sustainability.

To achieve this, the project will begin by conducting a Capacity Development Needs Assessment (CDNA) to better understand the strengths and gaps of selected CSOs. Based on these findings, tailored Capacity Development Plans will be developed for each organisation, ensuring support is relevant, targeted, and impactful. Furthermore, through a capacity-building approach, CSOs will be strengthened in key areas including governance and leadership, financial management and compliance, inclusion, safeguarding, and gender equity, civic engagement and advocacy, digital capacity and innovation, as well as resilience and long-term sustainability.

EU chief calls for a bloc-wide push on an age verification app to protect children online. If enforced, users will have to prove their age to access legally restricted sites.

The European Union says a new age verification app is technically ready. The app is designed to meet the bloc’s strict digital rules.

The tool could soon help users prove their age online without sharing personal data, European Commission President Ursula von der Leyen announced on Wednesday.

How does it work?

Once released, users will be able to download the app from an app store and set it up using proof of identity, such as a passport or national ID card.

They can then use it to confirm they are above a certain age when accessing restricted content, without revealing their identity.

According to the Commission, the system is similar to the digital certificates used during the COVID-19 pandemic, which allowed people to prove their vaccination status.

The app is expected to support enforcement of the bloc’s Digital Services Act, which aims to better regulate online platforms. This includes restricting access to content such as pornography, gambling and alcohol-related services.

Officials say the app will be “completely anonymous” and built on open-source technology, meaning it could also be adopted outside the EU.

Child safety on social media in focus

The pressure to take action at the EU level has been growing since Australia introduced a ban on social media for under-16s.

Several EU countries are now considering introducing minimum age limits for social media use. However, until now, there has been no reliable verification tool that meets the bloc’s strict data protection standards.

“When it comes to the safety of children online, the situation is extremely worrying,” von der Leyen said. She pointed to features such as infinite scrolling, highly personalized content and short-form videos, which she said can be addictive and harmful to young users.

While there is no binding EU-wide law yet, the European Parliament has called for a minimum age of 16 for social media access.

For now, enforcement would largely fall to individual member states, but the new app is intended to help platforms comply with future national and EU rules. (DW)

The European Union (EU) and Sri Lanka convened the 27th Session of the EU–Sri Lanka Joint Commission in Colombo on Thursday (12 Feb), reaffirming their commitment to strengthening bilateral ties.

Held in a friendly and open atmosphere, the meeting reviewed the state of relations and featured wide‑ranging discussions on governance, reconciliation, human rights, trade, development cooperation, education, fisheries, maritime collaboration, environment, climate change, security cooperation, readmission, and regional and international cooperation. 

Both sides exchanged updates and views, underscoring the importance of continued partnership across these diverse areas.

The meeting provided an opportunity for both sides to discuss the current political and economic developments in Sri Lanka and the European Union, emphasizing updates on policy reforms, procedural improvements and legislative initiatives taken by both sides on matters of mutual interest. 

The Joint Commission took stock of the work of the EU-Sri Lanka Working Group on Governance, Human Rights and Rule of Law held on 5th May 2025, the Working Group on Trade and Economic Cooperation held virtually on 13th November 2025, and the Working Group on Development Cooperation held on 11th February 2026. 

The discussion of the Joint Commission focused on Sri Lanka’s recent developments in the areas of democracy, governance, rule of law and human rights, including repeal of the Prevention of Terrorism Act (PTA), amendments to the Online Safety Act (OSA), rights of minorities, women, children and labour rights, steps taken to combat bribery and corruption and freedom of expression and association.

Sri Lanka also informed the EU on steps being taken towards advancing reconciliation and the strengthened role being played by independent national institutions, notably the Office on Missing Persons (OMP), the Office for Reparations (OR) and the Office for National Unity and Reconciliation.

The two sides agreed on the importance of continued cooperation in deterring and eliminating IUU fishing practices and honoring commitments in the fisheries sector. Furthermore, both parties discussed opportunities to deepen collaboration in higher education, research, and technical cooperation through the Erasmus+ and Horizon Europe framework programs. Productive exchanges also took place regarding environmental and climate cooperation, as well as migration and readmission policies.

The EU updated Sri Lanka on the new regulations on the Generalized scheme of tariff preferences Plus (GSP). Sri Lanka appreciated the GSP special incentive arrangement’s (GSP+) contribution to sustainable development in the country and expressed its intention to reapply for the scheme after the current cycle ends. The EU stressed the importance of the time-bound delivery of the commitments under the current GSP+, including in particular the work on the anti-terror legislation, bringing it in line with the international conventions.  In this regard, the EU encouraged engagement with the UN competent bodies on counter terrorism. Sri Lanka reaffirmed its commitment to implementing the 27 core conventions under the current GSP+ scheme. The EU encouraged regular updates on progress.

The EU and Sri Lanka reiterated their commitment to upholding the rules-based international order, effective multilateralism, and the principles of international law and the UN Charter. Both parties noted their constructive engagement on a free and open Indo-Pacific region and underscored the significance of the United Nations Convention on the Law of the Sea (UNCLOS)

The two sides agreed to explore further investment opportunities under the Global Gateway strategy with Team Europe. In this regard, the EU confirmed its interest and commitment to support the engagement of the EU private sector.

Sri Lanka and the EU explored ways to strengthen cooperation in the security field and notably on maritime security in the Indo-Pacific.

It was agreed to convene the next Joint Commission meeting in Brussels in 2027.

India and the European Union (EU) have agreed on a long-awaited Free Trade Agreement dubbed the “mother of all deals”, along with pacts on defence and worker mobility, amid a fracturing world order.

Indian Prime Minister Narendra Modi made the announcement ahead of a meeting with visiting European Commission President Ursula von der Leyen and European Council President Antonio Costa.

“Yesterday (Jan 26) a big agreement was agreed upon between the European Union and India. People are calling this the mother of all deals,” Mr Modi said in a video statement ahead of talks on January 27.

He added: “This agreement will bring major opportunities for the public in India and Europe. This is a perfect example of a partnership between two major economies of the world… This agreement represents 25 per cent of the global GDP and one third of global trade.”

The highly symbolic move marks a key strategic pivot for the middle powers looking to navigate a rapidly evolving geopolitical landscape by diversifying its economic reliance on China and the United States and strengthening strategic ties.

The FTA, in particular, marked the culmination of negotiations that stretched nearly two decades. The trade pact is expected to open up new opportunities in areas like automobiles, with India offering greater access to European car companies while seeking partnerships between Indian and European car companies.

Indian exporters, including those in areas like gems and jewellery, who have been hit hardest among all countries by a 50 per cent tariff from the US, are hoping to benefit from greater access to the European market.

Trade of goods between India and the EU stood at US$136 billion (S$172 billion) in financial year 2024-25, according to data from the Indian Ministry of Commerce and Industry.

According to European Commission data, India is the EU’s ninth-largest trading partner, accounting for 2.4 per cent of the EU’s total trade in goods in 2024, compared to the US and China, which accounted for 17.3 per cent and 14.6 per cent, respectively.

Decades in the making

India’s own impetus to find new markets was underscored by its lingering trade talks with the Trump administration, with New Delhi’s continued purchases of Russian oil, a sticking point with President Donald Trump.

Over the last seven months, India has finalised FTAs with the UK, New Zealand and Oman, and seeks to modernise older pacts like the 2010 India-Asean Trade in Goods Agreement.

The Europeans, on the other hand, face a fresh onslaught to their relationship with their main ally through Mr Trump’s willingness to ride roughshod in order to own Greenland.

For the European Union, closer ties with India open up a large consumer market and help strengthen its strategic footprint in Asia.

EU-India negotiations were only formally relaunched in 2021 amid supply chain shocks following the Covid-19 pandemic. They had stalled in 2013 due to disagreements over market access as the EU pushed for import duty cuts on automobiles, wines and spirits. India had wanted easier movement of its professionals and wanted greater access for its pharmaceuticals.

Managing differences

The US’ increasing protectionism and waning appetite for global leadership is spawning levels of uncertainty and unreliability in areas as wide-ranging as trade and security.

Against this backdrop, New Delhi and Brussels are also set to announce a defence pact on Jan 27.

Deeper strategic engagement notwithstanding, however, differences remain.

The EU remains critical of India’s longstanding friendship with Russia, and EU officials have indicated they hope Delhi will stop edging closer to Moscow through their deeper engagement.

“I think the message, of course, to the US would be that for all the uncertainties that Mr Trump has created here, there are like-minded partners that are still willing to bet on each other and work with each other,” said Professor Harsh V. Pant, vice-president of studies and foreign policy at the Observer Research Foundation in New Delhi.

“India and the EU represent two major economic powerhouses of today, and if they are coming together and building on economic ties and crafting a defence relationship, it shows how far their ties have evolved,” he said.

The Union Civil Protection Mechanism (UCPM), which brings together 37 participating States, all 27 EU member States, as well as Albania, Bosnia and Herzegovina, Iceland, Moldova, Montenegro, North Macedonia, Norway, Serbia, Türkiye and Ukraine, is providing in-kind assistance to Sri Lanka, in response to the impact of Tropical Cyclone Ditwah.

As a part of the UCPM in-kind assistance, Sri Lanka on Wednesday (17) received an aid shipment, with two air cargo flights arriving in Colombo from Germany, France and Luxembourg. 

This aid shipment included 83 tonnes of relief items such as family tents, mattresses, hygiene and kitchen kits, beds and water filters. The supplies are intended for distribution among communities most affected by the cyclone.

The arrival of the assistance was welcomed by the EU Ambassador to Sri Lanka, Carmen Moreno, the French Ambassador, Rémi Lambert, and the Deputy Head of Mission at the German Embassy, Sarah Hasselbarth. 

On behalf of the Government of Sri Lanka, the donations were received by Sugeeshwara Gunaratna, Director General/Europe & North America, Ministry of Foreign Affairs, Foreign Employment & Tourism and Chathura Liyanarachchi, Director, Disaster Management Centre (DMC). 

According to the President’s Office, the donation comes as the European Union has allocated a total of Euro 2.35 million of financial assistance to Sri Lanka in response to the impact of Tropical Cyclone Ditwah.

This includes Euro 500,000 through IFRC and Euro 1.85 million through DG-European Civil Protection and Humanitarian Aid Operations (ECHO) partners, WFP and UNICEF as humanitarian assistance to Sri Lanka.

Italy has also provided a team of structural engineers to support Sri Lanka’s disaster assessment and recovery process. 

Furthermore, the EU has activated its Copernicus Emergency Management Service (EMS) in rapid mapping mode, with around 30 maps produced so far.

A special cargo aircraft carrying 69,000 kilograms of disaster relief supplies worth 5 million euros from Germany and Luxembourg, both member states of the European Union, arrived at Katunayake International Airport early this morning (17).

It is reported that the consignment includes tents, kitchen equipment for cooking, mats, and water purification units as part of the large relief package.

The Boeing 747 cargo aircraft transporting the aid landed at Katunayake Airport at 4:30 a.m. today, having departed from Leipzig, Germany.

The European Commission said Tuesday it will look into whether Google is breaking the EU’s competition rules by not paying publishers enough or by setting unfair conditions to keep their content out of the search engine’s AI-generated summaries.

“We are investigating whether Google may have imposed unfair terms and conditions on publishers and content creators, while placing rival AI models developers at a disadvantage,” Teresa Ribera, the European Commission’s executive vice-president for competition affairs, said in a statement.

What do EU investigators want to know about Google’s AI results?

• If publishers and other content creators are fairly remunerated for their data, including YouTube videos, that is used to train AI services
• If creators and publishers can keep their data out of models used to create AI-generated results without affecting access to other Google services
• If Google bans other AI developers from using YouTube videos to train their models in the same manner

Publishers have been critical of AI-generated summaries displayed at the top of search results, as they reduce visibility of direct links to their content. This leads to a drop in revenue from ad sales as traffic to their sites declines.

Google: Inquiry ‘risks stifling innovation’

Google, however, said the EU’s antitrust investigation could hinder innovation.

“This complaint risks stifling innovation in a market that is more competitive than ever. Europeans deserve to benefit from the latest technologies and we will continue to work closely with the news and creative industries as they transition to the AI era,” a Google spokesperson said.

In addition to the AI-generated summaries, the company also launched an “AI Mode” that responds to users’ questions in a direct, conversational manner rather than providing a list of links.

Publishers: Google broke the internet content bargain

While saying AI is capable of “bringing remarkable innovation and many benefits for people and businesses across Europe,” the Commission added that access to and use of online content needs to remain fair for consumers and businesses in the 27-country bloc.

“Google does not remunerate YouTube content creators for their content, nor does [it] allow them to upload their content on YouTube without allowing Google to use such data,” the Commission said. “At the same time, rival developers of AI models are barred by YouTube policies from using YouTube content to train their own AI models.”

The Independent Publishers Alliance, Movement for an Open Web, whose members include digital advertisers and publishers, criticized Google.

“Google has broken the bargain that underpins the internet. The deal was that websites would be indexed, retrieved and shown when relevant to a query. Everyone had a chance,” lawyer Tim Cowen, who advises the groups, said, according to Reuters news agency.

Google facing possible hefty EU fine

Tuesday’s investigation is the second into Google’s business practices in less than a month.

The European Commission has conducted several antitrust investigations against Google for alleged abuse of its dominant market position.

The company risks a fine of up to 10% of its global annual revenue if found guilty of breaching EU antitrust rules.

The European Commission said on Monday that its president, Ursula von der Leyen, was en route to Bulgaria when her plane faced deliberate GPS jamming. 

“We can confirm there was GPS jamming but the plane landed safe,” said Arianna Podesta, a commission spokeswoman. 

Von der Leyen’s plane landed in Plovdiv airport and she is continuing her planned tour of EU countries bordering Russia and Belarus, Podesta said.

The EU chief arrived in Bulgaria on Sunday and met with Prime Minister Rosen Zhelyazkov to discuss European security and defense issues.

Russia suspected of ‘blatant interference’

The commission spokesperson said the EU received information from Bulgarian authorities that “they suspect this blatant interference was carried out by Russia.”

“We are well aware that threats and intimidation are a regular component of Russia’s hostile actions,” the spokeswoman added. 

“And, of course, the EU will continue to invest into defense spending and in Europe’s readiness even more after this incident.” 

Separately, Bulgaria issued a statement saying that “the satellite signal used for the aircraft’s GPS navigation was disrupted.”

“As the aircraft approached Plovdiv Airport, the GPS signal was lost,” the statement said.

The Financial Times reported that the plane had to remain in the air for around an hour longer than planned due to the GPS malfunction. The pilot reportedly decided to land manually in the city of Plovdiv using analogue maps.

The United States and the European Union have reached a wide-ranging trade agreement, averting a full-blown transatlantic trade war days ahead of an August 1 deadline for the introduction of steep tariffs.

The deal, which imposes a 15 percent tariff on most European goods, came after a private meeting on Sunday between US President Donald Trump and European Commission President Ursula von der Leyen in Scotland.

“It was a very interesting negotiation. I think it’s going to be great for both parties,” Trump told reporters at his Turnberry golf resort, hailing the agreement as the “biggest deal ever made”.

Von der Leyen said the agreement would “bring stability” and “bring predictability that’s very important for our businesses on both sides of the Atlantic”.

The deal, sealed days before Washington was due to impose a 30 percent tariff on EU imports, is the most significant of Trump’s trade deals announced so far, following preliminary pacts with Japan, the United Kingdom, Indonesia, Vietnam and the Philippines, and a 90-day trade truce with China.

The EU is the US’s largest trading partner, with two-way trade in goods and services last year reaching nearly $2 trillion.

Under the deal, the 15 percent tariff will be applied broadly to European exports, including automobiles.

The 15 percent baseline rate marks a reprieve for Europe’s auto industry, which had since April been subject to a 25 percent duty on top of a pre-existing 2.5 percent levy.

Under the agreement, a limited range of goods, including plane parts, semiconductor equipment, certain chemicals and some agricultural products, will be fully exempt from tariffs.

Trump said the EU also committed to buying about $750bn worth of US energy, in addition to boosting overall investment in the US by $600bn and placing a large order for military equipment.

“We have the opening up of all of the European countries,” Trump said.

Still, few details were included in the announcement.

“The big caveat to today’s deal is that there is nothing on paper, yet,” Carsten Brzeski, Global Head of Macro for ING Research, said in a note.

“The next hours and days will hopefully bring more clarity, Therefore, any assessment has to be taken with more than only one pinch of salt.”

The breakthrough follows months of tense back-and-forth exchanges between European officials and Trump, who has long accused the EU of unfair trade practices.

Just before negotiations began, Trump called the existing arrangements “a very one-sided transaction; very unfair to the United States”.

On Sunday, Von der Leyen pointed to the combined economic might of the US and Europe, saying that their trade encompassed “hundreds of millions of people and trillions of dollars”.

Von der Leyen also acknowledged Trump’s “tough” reputation as a negotiator, to which he replied: “But fair.”

Trade conflict averted

Earlier this month, negotiations appeared close to collapse when Trump threatened to proceed with the 30 percent tariff unless the EU matched the 15 percent rate he recently agreed to with Japan.

Asked if he would accept anything lower, Trump flatly said, “No”.

In anticipation of the possibility that the sides could fail to reach a deal, Brussels had prepared a long list of retaliatory tariffs targeting everything from beef and beer to Boeing aircraft and car parts.

German Chancellor Friedrich Merz welcomed the agreement.

“This agreement has succeeded in averting a trade conflict that would have hit the export-orientated German economy hard,” Merz said in a statement.

“This applies in particular to the automotive industry, where the current tariffs of 27.5 percent will be almost halved to 15 percent.”

Italian Prime Minister Giorgia Meloni said it was “positive” that a trade deal had been reached, but she would need to see the details to properly judge the agreement.

Other European lawmakers were more critical.

Danish MP Rasmus Jarlov said the announcement was “nothing to celebrate”.

“Almost everything will become more expensive in both Europe and the USA, and we will all be worse off,” Jarlov, a member of the Conservative People’s Party, said on X.

“The economic illiteracy in the White House is doing serious damage to the West.”

Trump, who is in Europe until Tuesday, is scheduled to meet UK Prime Minister Keir Starmer on Monday for talks that are also expected to focus heavily on trade.

While a separate US–UK trade framework was unveiled in May, many elements of the agreement have not been clarified.

On Tuesday, Trump will travel to Aberdeen to open a third golf course under the family name before departing for Washington later in the day. (Al Jazeera)
