Sri Lankan audit officials attend capacity-building programme in India

Thirty-five officials from Sri Lanka’s National Audit Office (NAO) have completed a two-week capacity-building programme at the International Centre for Information Systems and Audit (iCISA) in Noida, India, the High Commission of India in Colombo said.

The programme was held from December 8 to 19 and focused on strengthening technical expertise in information technology audits and public procurement audits.

During the first week, participants received training in IT audit frameworks, including information systems governance, risk-based audit planning, cybersecurity and data privacy, in line with international standards and guidance issued by the International Organisation of Supreme Audit Institutions (INTOSAI). The training included case studies, practical exercises and a site visit to a high-performance computing facility, along with exposure visits in New Delhi and Agra.

The second week of the programme focused on auditing public procurement, covering topics such as digitisation of procurement processes, audits of India’s Government e-Marketplace (GeM), sector-specific procurement audits in railways and defence, and the use of data analytics and emerging technologies.

Established in 2002, iCISA is a premier Indian institution for audit training and is a designated global training facility of the INTOSAI Working Group on IT Audit. It has trained more than 5,000 participants from 154 countries.

The programme was conducted under the framework of ongoing bilateral cooperation between India and Sri Lanka in capacity development. This cooperation was further expanded following an announcement by Indian Prime Minister Narendra Modi during his visit to Sri Lanka in April 2025, under which India committed to providing 700 customised training slots annually for Sri Lankan professionals.
