“No such fund exists”: Harsha questions legality of ‘Rebuilding Sri Lanka’ fund

Samagi Jana Balawegaya MP Harsha de Silva has raised concerns over the legal existence of the government’s ‘Rebuilding Sri Lanka Fund’, stating that it was never formally established.

In a post on X, he challenged recent claims made by Deputy Finance Minister Anil Jayantha Fernando that the fund remains “safe”, arguing that no such fund exists in a legal sense.

De Silva pointed out that under the programme with the International Monetary Fund, several funds were abolished, allowing only statutory funds created through an Act of Parliament to be maintained.

He noted that despite repeatedly questioning the government on the matter, officials had maintained that they were “working on it”, indicating that the fund had not been formally set up.

“Thus, no such fund exists,” he said, referring to the lack of a legally established fund under an Act of Parliament, despite government claims that money has been deposited under the ‘Rebuilding Sri Lanka Fund’.

Speaking to the media earlier on Monday, Deputy Minister Anil Jayantha Fernando said that as of April 24, 2026, a total of Rs. 9,583 million has been deposited into the fund.

He further stated that while Rs. 500 billion has been allocated through a supplementary estimate to address post-Ditwah response in 2025, a large portion of these funds is yet to be utilised. (NewsWire)
